Request for Quotation (RFQ) No. DTRT57-13-Q-80016 Amendment No. 0003
This RFQ is amended as follows:
To include the following questions and answers:
Question: It states in the SOW that participants will only be paid for hours worked. How should we handle paying a participant if they travel to site and because of no fault of the participant can’t work?
Answer: All crews will be paid as if experiment would have taken place. If participant drops out of own accord, they will be compensated for hours worked.
Question: The SOW also states one day federal per diem. If a participant travels to location the night before and participates in the study the following day they should be allowed ¾ meal and per diem for both days and hotel expenses. In some cases the participant may have to travel in the day before and leave the day after depending where they travel from and the availability of flights. How should this be handled?
Answer: Per diem and travel will be compensated according to the official federal government travel regulations and per diem rates for federal employees.
Question: The SOW states that the contractor will be given a minimum of two weeks’ notice of when participants are needed. This short window could provide a significant issue with scheduling pilots due to the way that pilot schedules are produced. In most cases a minimum of 45 days is ideal. Will the two week window be for all participants or is it just stating that some instances could be as short as two weeks?
Answer: Just some instances. We realize that crew schedules are determined monthly. After initial trials we should be able to schedule for the next month.
Question: Please provide guidance on how we should estimate travel as a lump sum line item for CLIN 2. Until we are actively recruiting participants it will be difficult to gauge where the pilots will be traveling from and how much travel cost will be associated. Can this be submitted with a breakdown of maximum anticipated costs?
Answer: We would hope that they would have some handle on this based on their resources/database. Preference should be given to Boston area crews or crews with jump seat or travel privileges. Yes, a breakdown of maximum costs can be submitted. Travel will be reimbursed at actual costs, with a copy of the receipts for expenses.
Question: What time will participants need to be at the Volpe Center? Will it be the same time each session? We are trying to determine if there were any night simulations; which may require participants to incur lodging expenses.
Answer: There will not be any night simulations. The simulation is expected to take 6 hours to complete. Some accommodation on our part (Volpe) can be made to help participant schedules within the constraints of our normal daytime business hours. So the 6 hour experiment can be adjusted to take place within the period 0700 to 1900 and a start time of the experiment can be accommodated between 0700 and 1200.
Question: Will we need to obtain a medical certification from each pilot?
Answer: No. We will accept recently retired 737/757 pilots, which implies that they may have lost their medical certification. The SOW states that the PI can accept deviations of pilots experience from those stated in the SOW. The self-reported FAA medical status of each pilot and any physical limitations can be forwarded to the PI for consideration. Basically, any medical limitations should not affect pilot’s performance in flying of a fixed-base simulator. No passengers will be endangered.
Question: Does the contractor need to be present at each participant session? We did not think so since the contractor will receive an “electronic” record of participation which will authorize us to pay the participant. If it is expected that we are, we just want to factor this
Answer: No the contractor does not need to be present.
Question: Can the pair of pilots at each session consist of a captain and a 1st officer? Our database consists of both and we thought that this may be required to complete the simulation.
Answer: Captain paired with first officer is preferred. Exceptions can be forwarded to the PI for consideration. Captain paired with Captain is acceptable. 1st officer paired with 1st officer is not acceptable.
Under Section Study I, pilot qualifications, first bullet, “Type rated” should be changed to read “Qualified”, Second bullet, “Type rated” should be changed to read “Qualified”
The period of performance should now read February 2013 through November 2013.
All other terms and conditions remain the same.
