Request for Quotation (RFQ) No. DTRT57-13-Q-80016 Technical Evaluation Criteria
Attachment No. 0001
INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS
This Request for Quotation is a solicitation expected to result in a single award, subject to receipt of an acceptable quote. The Offeror’s written quotation for the proposed Statement of Work (SOW) must include the following two (2) components:
1. PRICE QUOTE
The Offeror shall provide a Unit Price/Amount as reflected in CLINs 0001and 0002 provide a total proposed price for performing the work required in section 1.2 of the SOW.
2. TECHNICAL QUOTE
The Offeror shall describe a technical approach that will provide services that include recruitment, screening and compensation of qualified participants in a research study to be conducted at the Volpe Center. The Offeror will describe their technical approach to meet the requirements in section 1.2. Specifically, the contractor will need to demonstrate a competent technical approach and an understanding of the challenges involved with this task:
· Ability to recruit and schedule Boeing 737/757 rated pilots
· General information about pilot database size and quality
· Resources for recruiting in Boston area
· Strategy for recruiting to local Boston area and reducing travel costs The technical proposal will be evaluated in terms of the following:
· A review of the Offeror’s technical understanding of the technical areas listed above (max 5 pages, Times New Roman 12 point font, single space);
· Past performance: Description of Contractor experience, including detailed description of prior activity recruiting pilots for short duration projects (max 3 pages, Times New Roman 12 point font, single space); and
· Summarize personnel and partners, if any, with expertise to perform recruitment tasks.
AWARD CRITERIA:
BASIS FOR AWARD – BEST VALUE
The Government intends to evaluate quotes and award a purchase order, in accordance with the RFQ. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price standpoint.
An award will be made to the vendor whose quote, conforming to the solicitation, is determined to offer the best value to the Government in terms of 1) the lowest proposed price and 2) technical approach.
PRICE
The Government will evaluate quotes based on the total price proposed for CLIN 0001 and 0002.
ORDER OF IMPORTANCE
The winning proposal will be based on the following selection criteria:
· The lowest proposed price for performing Tasks outlined in section 1.2 of the SOW.
· Technical approach, including strategy, resources, and past performance.
Lowest price and technical approach are of equal importance in the selection of an offeror for award.
NOTE:
Reiteration of the SOW requirements does not constitute an acceptable response and will be considered non-responsive.
