JUNE 2017
U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA)
Statement of Work
811 Outreach at Washington Nationals Park
STATEMENT OF WORK
BACKGROUND
PHMSA, an agency within the Department of Transportation (DOT), has responsibility for the regulation of hazardous materials transportation by highway, rail, air, water and pipeline.
PHMSA is the primary federal regulatory agency responsible for ensuring that the Nation's 2.6 million miles of natural gas and hazardous liquid pipelines are safe, reliable, and environmentally sound. PHMSA seeks to raise awareness among the general public about the importance of calling 811 before digging projects to reduce pipeline incidents. Damages to pipelines during digging projects are a leading cause of pipeline accidents that hurt or kill people.
A call to 811 is the simplest and most effective way to prevent damage to underground facilities during digging projects.
According to a June, 2016 survey conducted by the Common Ground Alliance under a Cooperative Agreement with PHMSA, 811 awareness is gradually increasing. From 2015 to 2016, 811 awareness rose from 40% to 45% among respondents who are likely to dig in the near future. Under the Cooperative Agreement, the Common Ground Alliance also publishes an annual analysis of excavation damage data submitted by stakeholders across the nation. Since 2010 the analysis consistently shows that a call to 811 prior to an excavation project prevents damage in 99% of the cases. Additionally, PHMSA data shows that damage rates are also gradually decreasing. Gas distribution damage rates have decreased from 3.8/1000 locate request tickets to 3.1/1000 locate requests from 2010 to 2016.
While data shows improvement in damage prevention, more education is needed. Given that a call to 811 prevents damage in 99% of cases, it is appropriate to continue our efforts to reach out to those likely to dig.
