Statement of Work Quarters L Renovation

BACKGROUND

The United States Merchant Martine Academy (USMMA) is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation. The USMMA seeks a qualified and experienced contractor to provide labor, material, tools, and equipment to provide repairs to Quarters L a 98-year-old single family Home located on the campus of the USMMA. This home was originally the home of the groundkeeper of the Barstow Estate and is of historical importance although it is not a historical building.

The USMMA is listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf. Additionally, all work shall meet or exceed the standards provided in the Secretary of the Interior’s Standards for Rehabilitation and guidelines for applying the standards published by the National Park Service, U.S. Department of the Interior 36 CFR

67.7 - Standards for rehabilitation.

OBJECTIVE

To improve, repair and restore Quarters L to a state of condition that is reflective of the homes’ original architectural style, grandeur and elegance. The quarters is approximately 100 years old and has had several renovations over the years. The quarters’ are used to house senior staff at the Academy.

SCOPE

The Contractor shall provide all labor, material, transportation, tools, equipment and supervision to perform renovation work at Quarter’s L, located at the USMMA, 300 Steamboat Road, Kings Point, NY, 11024.

The Contractor will be responsible for the following tasks:

Exterior:

Remove the stucco siding around the first floor of the house and porch; Remove wood siding around the second floor of the house; Replace all windows and exterior trim; Replace temporary roofing above the second floor; Install new wood siding on exterior of the house and porch.

Interior:

The complete renovation of bathrooms and the first floor kitchen; Remove and replace the ceramic tile floor that runs from the front door to the back door and kitchen; Install a mini-split AC System; Replace the existing wall-to-wall carpet; Rescreen and refinish hardwood floors;

Repair minor damage to walls; Prime and paint all wall and ceiling surfaces in each room.

TASKS

Exterior work

1. Remove and replace the temporary rolled roofing with an impact resistant “Class 4” roof system (polymer-modified asphalt shingle (Class 4), with a life expectancy of 30 years). Inspect and replace roof sheathing as necessary.

2. Provide required insulation above the second floor ceiling and the roof.

3. Remove all the stucco siding around the entire ground floor of the house, repair defects to sheathing and exposed concrete as necessary.

4. Remove the stucco partitions on the ground floor porch and replace with an open rail system.

5. Install new 6” aluminum gutters and leaders.

6. Remove all wood siding on the second floor. Inspect all sheathing for damage.

Apply a house wrap, vapor barrier and one inch of foam insulation board to all sheathing.

7. Restore the second floor porch for use. Remove the rolled roofing and deck; inspect joists for damage replace as necessary. Install a new weatherproof roof, deck and rail system around the deck.

8. Remove all window mounted AC units.

9. Replace all windows with Anderson Woodwright ® Double hung vinyl coated wood windows or equivalent. Save interior trim for reuse or replace with like kind.

10. Replace the front, rear, and second floor porch doors with like kind wood replacements.

11. Install Mini Split AC System (estimate 5 tons required).

12. Install new wood clapboard siding, or equivalent, around entire house and deck.

13. Paint exterior of house.

Interior Work

14. Replace tile flooring from front door to rear door and kitchen area with new ceramic tile flooring. Tile to be coordinated with the COR.

15. Replace all kitchen cabinets and sink.

16. Remove and replace the tile, flooring, fixtures, vanity, medicine chest, and mirrors in all bathrooms. Fixtures and tile to be coordinated with the COR.

17. Remove all carpet on floors and steps.

18. Inspect and patch all interior walls and ceilings as necessary with the proper patching material compatible with the existing surface.

19. Screen wood floors and finish with a polyurethane coat.

20. Paint walls, ceilings, closets, doors, shelves, as per instructions in delivery section.

21. Install carpeting in all bedrooms, hallway, staircase and closets on the second floor.

Submittals

1. Manufacturer’s Data Sheets on each product used including

a. Preparation Instructions

b. Storage and handling instructions

c. Installation methods.

2. Shop Drawings that indicate

a. Tile layout: pattern, color, arrangement, perimeter conditions. Junctions with dissimilar materials, control and expansion joints, thresholds, ceramic accessories and setting details.

b. Ventilation: proposed motor/fan manufacturers catalog cut or webpage printout of proposed upgraded fan/motor assembly.

c. Lighting: catalog cut or webpage print out proposed lighting fixtures. Fixtures in the shower area shall be recessed, designed and approved for use in showers.

d. Plumbing: catalog cuts or manufactures webpage print out of proposed fixtures valve body, trim and shower head replacements etc.

GENERAL

1. The contractor shall provide all labor and material, transportation and supervision in the performance of all tasks detailed in this statement of work.

2. All work is to confirm to federal, state and local regulations and codes.

3. Maintain a work area compliant with safety standards.

4. Area will be cleaned, and secured on a daily basis.

5. Any damage to existing facilities or appurtenances will be repaired or replaced in kind, by the contractor, at no cost to the Government.

6. Examine existing conditions prior to any repair activities, site visit will be scheduled to inspect the site where services are to be performed.

7. Excess material and debris shall be disposed of in accordance with local and state ordinances.

8. No vehicles shall be driven on the sidewalks or grass.

9. Make every effort to minimize the impact to the daily routine of the Academy.

10. Contractors shall be licensed, bonded and insured as mandated by federal, state and municipal regulations.

CLOSE OUT:

The contractor shall provide a signed warranty of any damage, defective material and improper workmanship on any material provided in this contract.

1. Materials and labor to be warranted for one year after installation, and equipment to be warranted per manufacturer

DELIVERIBLES

Paint Requirements:

1. Paint all rooms, hallways, closets, shelves in closets, doors, windows, trim, and moldings DO NOT PAINT ELECTRICAL OUTLETS, COVERPLATES OR

DEVICES. Protect the Kitchen Cabinets and Counter Tops from paint and splatter.

2. Apply one coat of Benjamin More Fresh Start Primer # 046-00, or equivalent, to the walls and ceilings of all rooms.

3. Ceilings, except for bathrooms, are to be painted with two coats of Benjamin Moore #282-01, Super Hide flat finish White paint or equivalent.

4. Walls, except for bathrooms, are to be painted with two coats of Benjamin Moore #286-70, Super Hide eggshell finish Linen White paint or equivalent.

5. Bathroom ceilings and walls are to be painted with two coats of Benjamin Moore #322- 01, satin finish Kitchen and Bath paint or equivalent.

6. Doors and trim are to be painted with two coats of Benjamin More #283-01, Super Hide semi-gloss finish White paint or equivalent.

Floor Repair Requirements:

1. Screen existing wood floors on the first floor.

2. Apply a minimum of one coat of a high quality polyurethane semi-gloss finish to rescreened flooring.

3. Replace existing carpet in bedrooms and staircase.

Roof Repair Requirements

1. Remove old roof, gutters and leaders to expose the roof deck.

2. Replace all defective wood with new matching thickness (¾ “wood) where necessary.

3. Remove and replace all flashing with new flashing.

4. Replace all plumbing vent base flashings and any secondary lead flashings. Paint vents to match roof color.

5. Cut in ridge vents.

6. Install the Bathroom exhaust fan outlet through the roof.

7. Install new class four (4) Roofing system Fascia, Trim and Gutter Repair Requirements

1. The house has most of the original fascia still attached. The current gutter system is in poor condition and is architecturally incompatible with the house. The condition of the wood is unknown. The roof is not ventilated properly.

2. Provide proper airflow through the eaves of the house through the ridge vents allowing for new attic insulation.

3. Inspect all fascia boards for damage, replace with new wood. Remove all extruded gutters and leaders.

4. Install new gutters and leaders.

Window Requirements

1. Replace all windows with Anderson Woodwright ® Double Hung series 400 full frame windows or equivalent. Capping and interior trim are to be replaced with like kind.

Second Floor Porch Requirements

1. Remove existing rolled roof, inspect joists for rot and damage Repair as necessary.

2. Install a new door to the deck.

3. Install new decking.

4. Install rail around the entire perimeter of the second floor deck.

Ground Floor Porch

1. Remove Stucco from all surfaces.

2. Install new railing system so that it matches with the second floor deck.

Exterior Siding

1. Remove all wood siding and stucco on the first and second floors.

2. Repair all sheathing as necessary.

3. Apply a house wrap, vapor barrier and one inch of foam insulation board to all sheathing.

4. Install new wood clapboard siding, or equivalent, on the exterior of the entire house and porch.

5. Paint siding, fascia boards and porch rails with an appropriate exterior paint.

Kitchen Requirements

1. Remove CFL lighting in kitchen, replace with new LED lighting.

2. Replace cabinets and countertops. Replace countertop with solid granite or composite material. Install new sink and faucet.

EVALUATION CRITERIA

The quote that is determined to be the best value to the government will be awarded this procurement. The following criteria will be evaluated in determining best value:

1.Technical approach includes the following:

The Contractor will demonstrate through documentation submitted, technical expertise in performing the tasks detailed in this statement of work.

2.Past Performance

The Contractor must have worked satisfactorily for a minimum of three (5) years on projects of this type and size.

3.Price

Quality Assurance

Single Source Responsibility: Obtain all type and color of tile, flooring and roofing shingles from a single source. Obtain each type and color of mortar, adhesive and grout from the same source. To insure color and quality from the same batch or run of material

GOVERNMENT FURNISHED PROPERTY, MATERIAL, EQUIPMENT OR

INFORMATION.

The Contractor is responsible to remove all debris from the work site. The work site is to be restored to the condition it was in before work was started.

SECURITY CONSIDERATIONS

Contractor shall submit a schedule to the COR at least 7 day prior to commencing work.

PLACE OF PERFORMANCE

Contractor will perform the task at Quarter’s L at the USMMA, 300 Steamboat Road, Kings Point, N.Y. 11024

PERIOD OF PERFORMANCE

Work shall be completed within 90 calendar days after NTP is approved. Work is to be performed during normal business hours 0700 to 1630, Monday through Friday unless approval is granted by the CO/COR.
