Solicitation: DTFH71-15-R-00005

The purpose of this Amendment is to:

1) Revise the Special Contract Requirements (J Pages) to add cleaning requirements for the reinforcing steel.

2) Revise the Plans to replace Sheets R03, R04, and R05.

3) Provide additional Government Furnished Information (Photos).

4) Provide Pre-Bid Meeting Minutes.

5) Reschedule the Proposal due date to May 7, 2015, at 2:00 p.m. EST.

Special Contract Requirements (J Pages) changes

Delete the first paragraph of Subsection 203.04B of the Special Contract Requirements, page J- 15, and substitute the following:

203.04B Reinforcing Steel. Clean all reinforcing steel that is to remain in place and has been exposed. Use hand or power tools for cleaning operations. Remove all rust and corrosive products, including oil, dirt, concrete fragments, laitance, loose scale, and other coating of any character that would destroy or inhibit the bond with the new concrete as approved by the CO.

Plans changes

Delete Plan Sheets R03, R04, and R05, and substitute the amended Plan Sheets R03, R04, and R05.

a) Sheet R03 (Concrete Repair - Pier 19) updated to revise note 2.

b) Sheet R04 (Concrete Repair - Pier 21) updated to revise note 2.

c) Sheet R05 (Concrete Repair - Pier 21) updated to add notes and revise the partial repair detail.

Date: April 15, 2015 Time: 9:00 a.m.

Place: Natchez Trace Parkway Headquarters

I. Project Overview. FHWA began the meeting with introductions and a brief project overview was given by the FHWA Contract Specialist. The pre-bid meeting included a question and answer session.

The following is a description of the project and solicitation for informational purposes discussed directly or indirectly at the meeting.

Project Scope: The project consists of repair work for the Natchez Trace Parkway’s John Coffee Memorial Bridge over the Tennessee River. The work includes concrete pier and abutment repairs and concrete sealing, reconditioning or replacing expansion joints, and other miscellaneous work.

Solicitation Information: The Bid Documents [Plans, Special Contract Requirements (SCR’s), Specification Book FP-03, Checklist for Bid Submission, etc.,] are available on the following websites:

Bidders are reminded to check for availability of bid documents and to sign up for automatic email notification for any changes to the bid documents or Solicitation on the FBO website above.

The Proposal Due Date is currently scheduled for May 7, 2015. If the Proposal Due Date changes, it will be documented in Block 14 of the SF 30 of this or any future amendment.

Proposals are due by 2:00 p.m. local time, and is to be delivered to:

Offerors should email questions or inquiries for clarification to EFLHD.contracts@dot.gov. All questions should be submitted as early as possible. Questions can be submitted at any time, but questions submitted within 5 days of the Proposal Due Date may not be answered with enough time for Offerors to properly incorporate the responses into their Proposals.

II. Questions/Clarifications. The following questions and issues were either asked or discussed by potential Offerors at the Pre-Bid Meeting; the Government response or clarification is provided. The questions/clarifications are not a transcript of actual words spoken; they have been edited to provide a clearer representation of the actual issues discussed. Any follow-up action or clarification not discussed at the meeting is also included.

1. Potential Offerors questioned whether the paint contained lead.

Response: The Park indicated that 100% of the paint was blasted off; only some rails may contain lead.

2. Potential Offerors questioned whether there were truck weight restrictions.

Response: The Contractor will need to follow the Parkway weight restrictions. Please refer to Bridge Inspection Report for load rating for trucks that was included in the Solicitation on the FBO.

3. Potential Offerors questioned whether they can access water to get the work done.

Response: The Contractor will need to obtain the Permits for access from the water. The water is very shallow and it is not recommended to go in the water. Boat access will be allowed to see the bridge underneath. Drones will not be allowed to view the site.

4. Potential Offerors asked about the temporary traffic control.

Response: Temporary signals will be allowed to close one lane.
