Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Are the materials for Line Items Numbers A0620 (6-inch water line), A0640 (6-inch gate valve) and A0680 (8-inch sewer line) to be furnished by the Contractor for the Utility Company to install? If the contractor is to furnish and install, please indicate on plan sheet D01 the location of work for these items.
Response: The Contractor will furnish and install the materials according to Sections 611 and 612 of the Special Contract Requirements (SCR).
The approximate locations of the existing water and sewer lines are shown on Plan Sheet D01. As noted in Note 4 of this sheet, it is the Contractor’s responsibility to locate the existing utilities within the project limit and relocate impacted utilities as approved by the CO.
2. Regarding the work to be performed by the Utility Company: What is the scope of their work, how will it affect the Contractor’s work and schedule, and what coordination is required between the Contractor and Utility Company?
Response: It is the Contractor’s responsibility to coordinate with the Utility Company as needed to complete the work and ensure that the work complies with their specifications as indicated in Sections 611 and 612 of the SCR. It is also the Contractor’s responsibility to determine the impact of utility coordination to the work and schedule.
3. The quantity of 300 LNFT for the 8-inch sewer line exceeds the limits of project for Site 1.
Response: This quantity includes additional length of sewer line for contingency.
Please note that quantities shown on the Plans and Bid Schedule are estimated and all items are bid and paid for on a unit price basis. The Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. If there is an error in the estimated (Bid Schedule) quantity, the overrun/underrun will be accounted for during construction. Please also note all quantities of work must be ordered by the CO; if the Contractor performs work not ordered, the Government will not pay for it. See the last paragraph of Subsection 109.05 of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (standard specifications, FP-03).

4. Upon site visit, it was noticed that the existing conditions at Site 1 are different from what is shown on the drawings. Improvements were performed that are not shown on the Bid plans.
The PR-191 road lane shown on the drawings to be reconstructed is already repaired and in use. Are the Bid plans and scope of work to be revised as per the actual conditions?
Response: There will be no revision to the bid plans and scope of work.
See response to question above for additional information concerning bid quantities and payment for actual work performed.
5. Upon a visit to Site 1, it was noticed that there is rip-rap in place for the whole length of where the slide is shown to be. Is the intent of the Contract that the existing rip-rap be removed?
Response: The Contractor is responsible to remove the existing riprap as needed to perform the proposed construction work. For payment purposes of this project, riprap removal is considered to be part of Roadway Excavation. This amendment modifies Subsections 204.02(a)(1) and 253.10 to indicate this.
