El Yunque National Forest Slide Repairs Along PR 191

The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential bidders.

2) Reschedule the Bid Opening date to May 12, 2015, at 2:00 p.m. EST.

Questions / Clarifications

The following questions and issues were submitted to EFLHD at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Will the excavated material from the gabions wall construction be disposed and graded at the project site?

Response: Excavated material for the construction of the gabion wall must be removed from the project according to Subsection 203.05(a) of the FP (standard specifications book). Refer to Subsections 203.05(b) and 203.05(c) of the Special Contract Requirements (SCRs) (located in the J Pages of the solicitation book).

2. Will work be allowed on weekends?

Response: No work will be permitted on Saturdays, Sundays, and National legal holidays as indicated in Subsection 108.01(a) of the SCRs.

3. We understand that the retaining structure near PR-191 is not included in this contract. Is this correct?

Response: That is correct; the retaining wall near PR-191 will be constructed under a separate project.

4. Please clarify the following note: “Proposed/Completed Work Project PR ST ER 191(001)”.

Will the retaining structure be completed before this project begins?

Response: It is not currently known if the retaining structure noted as “Proposed/Completed Work Project PR ST ER 191(001)” will be completed before this project begins. The project to construct the retaining wall has not been awarded, and therefore it is not possible to provide a completion date for the work.

5. Can we access the area to be graded via the existing slide area? If not, what is the proposed access to this area?

Response: It is anticipated that the area to be graded at Site 5 will be accessed in the vicinity of the existing slide area. There are no alternate routes proposed in the plans, but the Contractor will be able to propose a different route for consideration to the CO during construction.

6. Cross Sections A-A, B-B and C-C show cut areas and no fill areas, which contradict the note of not removing earth material from the site. Please clarify. If the material is to be removed from site 5, please indicate what is the proposed haul access route?

Response: As specified in Note 1 of plan sheet D07, no earth material should be removed from or added to Site 5. The typical sections shown in A-A, B-B, and C-C are only intended to show the general nature of the work. While Sections A-A and B-B depict cut areas, Section C-C does illustrate a combination of both cut and fill. The details of the grading plan will be jointly developed by the Contractor and the CO during construction.

No haul route is necessary, since no earth material is to be removed from the site.

7. It was noticed that the borings do not coincide with the area to be drilled on Site 3 (Km 11.6).

Please clarify.

Response: The borings drilled for Site #3 were performed at the bottom of the slide, and not along the Caimitillo Trail, primarily due to access constraints. These borings are shown on Sheet A6. Bidders are encouraged to refer to the Boring Logs Report included with the advertisement documents and to visit the site to get a better understanding of the ground conditions.

8. We think that PR-191 will need to be closed during the slide repair work to accommodate construction equipment on Site 3 (Km 11.6). Please respond.

Response: We don’t think that a complete roadway closure is needed to complete this work. Traffic is to be maintained using flaggers during work hours and reopened for normal traffic during non-work hours.
