I. Project Overview. FHWA began the meeting with introductions and a brief project overview was given by the FHWA Contract Specialist. The pre-bid meeting included a question and answer session as well as an on-site field visit.
The following is a description of the project and solicitation for informational purposes discussed directly or indirectly at the meeting.
Project Scope: The project consists of the replacement of the flood damaged low water crossing structure over Big Pinney Creek, including reconstruction of approximately 535 feet of Gobblers Knob Road (Forest Service Road 1458), within the Ozark National Forest. The work includes earthwork, aggregate roadway reconstruction, reinforced concrete pavement construction, reinforced concrete box culvert installation and other drainage improvements, and other miscellaneous work. The project will be split into multiple work schedules/contract options, with the cost of the entire project expected to fall within the price range of $100,000 to $500,000.

II. Questions/Clarifications. The following questions and issues were either asked or discussed by potential bidders at the Pre-Bid Meeting; the Government response or clarification is provided. The questions/clarifications are not a transcript of actual words spoken; they have been edited to provide a clearer representation of the actual issues discussed; any follow-up action or clarification not discussed at the meeting is also included.
1) Potential bidders expressed concern the box culvert design appeared to be incomplete.
Response: The box culvert design was intentionally left incomplete and the contractor will need to furnish final design drawings to the CO. Refer to the Special Contract Requirements (SCRs) Section 602.
2) Potential bidders questioned whether “rock excavation” would be paid for under this bid schedule.
Response: Only “roadway excavation” is currently included in the bid schedule. We normally do not provide a separate item for rock excavation, and roadway excavation pay item applies to all excavation work.
3) Potential bidders questioned whether there will be a location provided to dispose of waste material and or concrete/dirt during the project.
Response: Subsection 204.05(c) of the SCRs currently states to “dispose of material within a five mile radius of the project site as approved by the CO.” In addition, the Forest Service (FS) will try to provide the exact locations for possible disposal sites prior to bid. If not, the current language of the SCRs will apply.

4) Potential bidders asked about the best routes for hauling concrete and aggregate.
Response: The FS provided the following information:
o If concrete comes from the Clarksville direction then take Arkansas State
Highway 21 North, right on Forest Road 1003 (Johnson County 5570) then left on Forest Road 1458.
o If concrete comes from Harrison direction then take Arkansas State Highway 43 South, left on Arkansas State Highway 21 South, left on Arkansas State Highway 16 East, right on Cole Creek Road and then right at Forest Road 1458.
5) Potential bidders questioned if a concrete slurry mix would be needed between the box culvert units since it is not shown in the plans but is usually included.
Response: The final design for the box culverts needs to be supplied by the contractor to the CO for approval per Section 602 of the SCRs. This spec requires the structure to be monolithic and it is up to the contractor to decide on the best means for providing this.
By making the structure monolithic, we want to prevent the possibility for the box culverts to settle independently from each other and create a bumpy and/or hazardous driving surface.
III. Other. After the meeting, the FS provided information concerning possible field office locations. Section 637 does not specify where the field office must be other than requiring it to be within 15 miles of the project site. However, the FS believes a good possible location for the field office would be in Clarksville, AR. This is only a suggestion, based on their knowledge of the local area. The existing SCRs still apply.
