Questions/Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for the better clarity.

1. Sheet H.16 – Pole # 72 is not listed on the roadway lighting schedule (sheet BJ.1). Can it be assumed that this is a “ break-away” type installation?

Response: Pole 72 was inadvertently not included on the roadway lighting schedule. It should be installed with a breakaway base.

2. The Sheet H.16 indicates two pole removals, with no replacements. Is this the correct configuration?

Response: The poles as indicated on Sheet H.16 at Sta. 100+25 +/- and Sta. 101+75 +/-are existing lights that should not be removed.

3. Sheet H.5 – Poles #44 & 45 appear to be mounted on the retaining wall. There is a detail for installation of anchor bolts, but not for the actual installation of the pole itself. Do these poles require a transformer base or will they be mounted directly to the top of the retaining wall? If directly, should the poles be fitted with hand holes?

Response: Poles 43 and 45 are to be mounted on the retaining wall with anchor bases as indicated on Sheets H.5, R1, R2 and BJ.1. Hand holes are not required for anchor mounted poles.

4. Sheet B.14 – Tabulation of Quantities- Item #63620-0000 indicates a ¾-inch x 10 feet ground rod. Detail of foundations (sheet S.57) indicates a ¾-inch x 15 feet 6 inches.

Which is correct? The installation of the different size rods require two different configurations, with the short rods being mounted outside the foundation and the longer rods mounted within the foundation. Additionally, ground rods do not come in a 15 feet 6 -inches length, unless a 20 feet rod is modified (standard lengths are 8 feet, 10 feet, 12 feet, 15 feet, and 20 feet).

Response: All ground rods should be ¾-inch x 15-feet and need to be installed in the foundation.

5. S.57 Foundation detail calls for 1-inch x 72-inches anchor bolts in a 7 feet deep foundation. Regular installation for this pole configuration utilizes 1-inch x 40-inches anchor bolts, in a 5 feet deep foundation. Please clarify.

Detail of anchor bolts on Detail E636-F indicates size to be 1” x 72” appears to be longer than a typically reinforced foundation. Please verify that the intended size is correct?

Response: Foundations should be 7 feet deep with four 1-inch x 36-inch x 4-inch anchor bolts. The size of the anchor bolts shown on Detail E636-F is incorrect. The correct size should be 1-inch x 36-inch x 4-inch. An amendment will be issued to revise Detail E636-F.

6. Some quantities bid item sheets appear to be incorrect, i.e. 63610-2200 3-inches PVC conduit, 1600 linear feet – after adding up the indicated lengths (from the contract drawings) the quantity should be closer to 1,750 linear feet.

Response: The bid quantity for 3-inch PVC Conduit should be 1,900 linear feet. The corrected quantity will be included in an amendment.

7. There are no quantities listed for cable connection kits. Are these costs to be included in the pole price or in the wire price?

Response: Cable connection kits will be installed by PEPCO.

8. The question is regarding the galvanized steel junction boxes listed as 6-inches x 6-inches x 8-inches. We are assuming, from the detail, that the 8-inches measurement is the depth of the box. This not a standard size box and, as such, would be much more expensive to obtain than a standard size (8-inches x 8-inches x 8-inches). Additionally these type of installations are made using a galvanized cast iron box (6-inches x 6-inches x 8-inches) not being standard. Please advise what the authority wishes, pursuant this problem.

Response: 8-inch x 8-inch x 8-inch junction boxes can be substituted for the 6-inch x 6-inch x 8-inch junction boxes indicated on the plans. Galvanized cast iron junction boxes can be substituted for the galvanized steel junction boxes indicated on the plans.

9. Detail of Pendant Pole on E636-F indicates pole and transformer base to be painted black. Is this just Paint only, or are the pole and transformer base to be galvanized and then painted black? No detail is provided in the plans that would indicate that the pole does not sit on a transformer base of any type (steel or aluminum).

Response: All poles are designated as galvanized steel and are to be painted black. All transformer bases are designated as aluminum and are to be painted black. More clarification on the poles and transformer bases will be included in an amendment.

10. Specification for Lighting Poles appears generic. Steel Octaflute Poles were used and installed on an adjacent project. Are poles to be generic round steel or aluminum, or are poles to be Steel Octaflute?

Response: The poles are to be steel octaflute and are to be painted black as shown on Detail E636-F.

11. Is Type D epoxy that is required for pay items 63401-0700, 63401-0800, 63405-1300, and 63406-0400?

Response: Yes - Type D pavement markings are epoxy with type 1 glass beads as described in Subsections 634.01 and 718.15 of the FP, and are required for pay items 63401-0700, 63401-0800, 63405-1300, and 63406-0400. Please see Subsections 634.06 and 718.23 of the FP for other related construction and material requirements.

12. Bid Item 63620-0100 Pole, Type A (30 Foot Pendant Post, with Breakaway

Transformer Base) appears to be in conflict with detail on E636-F showing a Steel Transformer Base of 7 GA. Steel (as compared to Aluminum) does not meet the Federal Highway Standard for Breakaway?

Response: Light poles that are to be breakaway must have an acceptable breakaway base and be certified by NCHRP 350, TL-3. See the District Department of Transportation DWG 618.05, “Streetlight Transformer Base Details”.

13. Bid Item 63620-0200 Pole, Type B (30 Foot Pendant Post, Anchor Base). No detail is provided in the plans that would indicate that the pole does not sit on a transformer base of any type (steel or aluminum). Please verify that the pole mounts directly to the ground without a transformer base. Please verify that the poles mount directly to the ground without a transformer base?

Response: Yes - Anchor poles are not mounted on a transformer base.

14. Will milling and paving operations be allowed at night?

Response: No night work will be allowed on the project except for work on the hiker/biker trail at P Street as specified in Subsection 156.07 of the FP and SCR’s.

15. We are trying to bid the street lighting portion. We cannot find whether this fixture is

HPS or MH or LED? We are quoting all new street lighting projects as LED and need to confirm if this is acceptable? We cannot find this specified anywhere? MH is an outdated technology. LED is the new technology. What can we do to get this amended?

Response: The intent is to match the existing lighting on the Parkway south of P Street (installed under the 3A5 contract), which are 400 Watt Metal Halide. A change to LED or HPS will not be made during advertisement; the proposed change to the plans would have to be evaluated by the CO (and the owner) during construction.

Any questions received after this time will be answered on an individual response basis, unless another amendment is required.
