PROCUREMENT PROCESS OVERVIEW
CFLHD is using a two-step procurement process to select a qualified D-B firm/team to deliver the Project. The issuance of this RFQ is part of the first step to solicit information from interested Proposers in the form of an SOQ.
CFLHD anticipates the following procurement milestone dates. This schedule is subject to revision by addenda to this RFQ, to information in the final RFP, and by addenda to the RFP.
Action Dates Phase 1– Request for Qualifications RFQ issued September 26, 2017 Deadline for submitting RFQ questions October 27, 2017 Project Overview Call (optional) November 2, 2017 Deadline for CFLHD response to questions November 6, 2017 SOQs due November 14, 2017 Short-listed Proposers notified November 30, 2017* Phase 2 – Request for Proposals RFP issued (to short-listed Proposers only) December 5, 2017* Proposals Due January 30, 2018* Source Selection Complete February 1, 2018* Notice of Award issued February 15, 2018* Notice to Proceed issued March 1, 2018*
*Dates are subject to change
Phase 1 – Request for Qualifications
CFHLD is issuing this RFQ for interested and qualified D-B firms/teams to submit a SOQ.
The Evaluation Board will review and evaluate the SOQs submitted by all responsive Proposers, based on how well each meets the evaluation criteria.
A “shortlist” of no more than three of the most highly qualified Proposers will be selected and invited to participate in Phase 2 – Request for Proposals. Once the shortlist has been established, Proposers not shortlisted will be notified in a timely manner and offered the opportunity for a debriefing.
It is not the intent of CFLHD to receive specific design or engineering recommendations regarding the Project as part of the Phase 1 process. Proposers should limit their SOQ and questions to the information required by this notice, and other information that may be relevant to the qualifications and experience of the Proposer. No reimbursement will be made for any of the Proposers’ costs associated with the preparation of the SOQ.
Phase 2 – Request for Proposals
The short-listed D-B firms/teams will be sent a Request for Proposal (RFP), which will outline the remainder of the selection process requirements. The RFP will contain the requirements necessary for the short-listed D-B firms/teams to submit both a Technical Proposal and a Price Proposal.
After receipt of the Phase 2 Technical Proposal and Price Proposal, an Evaluation Board will conduct a "best value" analysis. Attachment 4 contains the draft criteria to be used in the Phase 2 evaluation process. The Evaluation Board will submit their recommendation to the Source Selection Authority. Award of one firm fixed price contract is anticipated.
A stipend of $30,000.00 will be offered to each Phase 2 Proposer who provides a responsive, but unsuccessful Proposal.

Phase II (RFP) EVALUATION CRITERIA
Phase 2 – Technical and Price Proposals
The Request for Proposal describes information to be submitted by the Proposers and provides a framework for evaluating the proposals relative to established technical criteria and price.
The purpose of the proposal phase is to evaluate the proposals submitted by the shortlisted proposers. The evaluation will focus on technical elements: characteristics of the proposed project, management of the D-B team, design and construction approach, quality management plan and delivery schedule, and the price submitted by the proposer.
Technical Proposal The proposers shall submit information describing their proposed project and methods they intend to use in designing and constructing it. The submittal shall include drawings, written descriptions and other materials that address the criteria below.
• Technical Characteristics of Proposed Project The proposers shall submit drawings, details, technical information and narratives that describe the project they intend to design and construct in response to the requirements presented in the Request for Proposals.
• Approach to Design and Construction The proposers shall submit information that describes their approach to designing and constructing their proposed project.
• Project Management Plan The proposers shall submit information that describes their plans for managing and controlling schedule and cost for design and construction of the Project. The submittal shall address the Proposer’s plans for delivering a quality project on time and within budget.
The Final Completion date for the Project will be determined during Phase II; however, it is expected that the date will be no later than May 31, 2019. An earlier date may be proposed and must be supported by a Project schedule. Preference, for technical evaluations, will be provided to firms providing earlier completion dates. If the selected proposing firm proposes an earlier completion date in their proposal, this date will become the Final Completion date upon which liquidated damages will be assessed. The goal of CFLHD is to complete the overall Project within the shortest reasonable time and proposals will be scored accordingly. The Proposer’s submittal shall address procedures and coordination for monitoring the commencement, prosecution and completion of work and for regular reporting to CFLHD.
• Quality Management Plan The proposers shall submit information regarding their overall plan to manage quality throughout the delivery of the Project. The submittal shall include a written Quality Management Plan that describes the Quality Assurance and Quality Control activities that will be undertaken during design and construction.
Price Proposal The proposers shall submit a Price Proposal in a sealed package, separate from the Technical Proposal envelope. The successful Proposer’s Price will become the firm fixed-price amount of the Contract.
Best Value Analysis and Award. After receipt of the Phase 2 Technical and Price Proposals, the CFLHD Evaluation Board will conduct a "best value" analysis. The Technical scores and Price will be combined to rank Proposals for final selection. The Government will use a tradeoff process for this source selection. Award will be made to the responsible offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering the stated technical factors and price. Technical evaluation factors (all factors other than price), when combined are approximately equal in importance to price. The award of one firm fixed price contract is anticipated in February 2018.
The Government intends to award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)); therefore, the offeror’s initial proposal should be clear and complete and contain the offeror’s best terms from a price standpoint. The Government reserves the right to conduct discussions if later deemed necessary. The Government further reserves the right to reject any or all offers if such action is in the Government’s best interest.
