QUESTION #1

QUESTION #2
Section 108.1 states contract completion date by March 15, 2017. Section 107.10(9) states no construction of temporary levy or platforms until August 15th.
With the time constraints working in the waterway and completion date of March 15, 2017, this will require working during winter months. If there are weather delays will the completion date be extended?
Response: FHWA does anticipate that winter work and cold weather protection will be required for this project.
The completion date will only be extended for weather delays if the contractor can prove that the conditions during construction are worse than average conditions over the past 10 years and actually prevent construction of critical path items.

QUESTION #3
Can the time count be suspended beyond the completion date of March 15 to accommodate asphalt paving?
Response: The contract completion date will not be changed for the project. If all other work is complete but the weather conditions do not meet the requirements for paving during the final week of the project the contractor may request suspension of contract time.
QUESTION #4
Is the existing bridge load rated? Is so, what is the rating?
Response: The only information we have on the existing bridge is in the following table. There are no known load restrictions at this point.
QUESTION #5
Is there a given source for construction water either on or close to the site? (For dust control or compaction) Response: A project specific water source has not been specified. It will be the contractor's responsibility to determine a water source.
QUESTION #6
Will there be any consideration for rip rap materials that are available close to the site even if it may not meet the full FP14-705.02 specification? Generally, the angularity may be somewhat lacking.
Response: All material specifications for riprap in the FP-14 and SCRs apply to this project.
QUESTION #7
Will any disruption to water flow into the Irrigation Ditch located on the SW side of the project be allowed at any time during the work or must it be maintained throughout? (It appears construction of the south coffer dam may reduce or block the water flow to the ditch opening).
Response: It is intended that the water flow be maintained throughout construction. If the intake is altered, in order to maintain flow, it is to be returned to it's original location and condition upon completion of construction.
QUESTION#8
Are there any staging areas provided for materials and equipment?
See section 105.04 of the SCRs. Also, some pullout areas along the Colorado River road may be used with approval from Eagle County.
QUESTION#9
Are there any restrictions or requirements related to working near the railroad tracks?
Response: See Section 107.04 of the SCRs. The railroad will determine if flaggers are needed. This will typically be for work within 25' of the rail as well as certain crane operations.
QUESTION#10
Have all necessary permits been issued relating to working in / near wetlands and the river? (ie COE 404 etc..)
Response: The NWP14 404 and 401 cert are included in the SCRs. The contractor will be required to obtain an NPDES permit and any dewatering permits if required.
QUESTION#11
Can the existing road / driveways be used for accessing the work areas as long as they remain open for use by the landowners / public?
Response: Yes.
