Aeronautical Adaptation Lead
Demonstrated ability in creating and maintaining information system documentation. Experience with performing engineering and/or scientific research, studies. Demonstrated ability to prepare technical procedures and assess their effectiveness and efficiency. Experience in evaluating, configuring, deploying and maintaining software configuration and data files.
10 years of software engineering experience.
A Bachelor degree is required specializing in any of the following fields: engineering, mathematics or science.
Ensures adaptation data is maintained and updated as needed on time.

Business/Cont racts Manager
12 years of experience, with a minimum of 2 years managing work or contracts related to development of complex software systems with an average value of $100M or greater. Experience performing management functions in accordance with the Project Management Institute’s (PMI) Project Manager Professional (PMP) principles, methodologies and practices or experience performing contract management functions.
Demonstrated skill in quantitative financial analysis and budgetary control, with thorough working knowledge of general accounting principles and practices. Ability to monitor actual financial performance against plan objectives and prepare various management reports and performance summaries. Knowledge of Earned Value Management Systems. Demonstrated ability to communicate efficiently and effectively.
A Bachelor’s degree is required in any of the following disciplines:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, quantitative methods, or organization and management.
For contracts manager, if the candidate has an and DOD FAC-C Level III, or industry equivalent certification;
a Bachelor’s degree of any other discipline is, supplemented by at least 24 credit hours of the above disciplines is acceptable.
Provides financial management including cost analysis, control, pricing and reporting. Addresses cost and schedule performance issues. Ensures compliance with contract financial management and reporting requirements.

Configuration Management Analyst
Demonstrated experience with reading and interpreting engineering drawings. Experience in providing technical operational assistance to the Configuration Management (CM) team while performing hands-on software technical support work. Experience in developing and executing a CM Project Plan for implementing and improving procedures.
Junior: minimum 2 years of experience
Intermediate: minimum 5 years of experience
Senior: minimum 10 years of experience
A Bachelor’s degree is required specializing in any of the following fields: engineering, mathematics or science.
Provides configuration management planning and support. Describes provisions for configuration identification, change control, configuration status accounting and configuration audits. Regulates the change process so only approved, validated changes are incorporated into test and production software and related documents. Maintains configuration control on drawings and documents.
Uses CM tools to manage configuration management hierarchy and promotion levels.
Develops, documents and maintains system baselines. Assists in the development and maintenance of CM processes, policies, and Standard Operating Procedures (SOPs) based on program needs.
Hardware Engineer
Experience reviewing and preparing engineering hardware solutions, specifications and other technical documents to support system design.
Experience in performing trade studies to evaluate equipment alternatives. Experience recommending design changes to improve quality of products and procedures. Experience planning and transitioning legacy equipment to modern equipment.
Junior: minimum 2 years of experience
Intermediate: minimum 5 years of experience
Senior: minimum 10 years of experience
A Bachelor’s degree is required specializing in any of the following fields: engineering, mathematics or science.
Performs analytical and technical tasks to support the planning, design, documentation and installation of new computer-based complex systems. Analyzes new product designs against system requirements and operational environments. Develops specifications. Develops and implements analysis techniques to test the hardware’s ability to meet all specification requirements including R/M/A, power, safety and security.

Integrated Logistics Support (ILS) Engineer
Experience providing logistics management support.
Experience developing logistics and maintenance support plans and requirements. Experience analyzing system life-cycle support requirements and developing appropriate support provisions and data. Experience tracking assets and analyzing failure data.
Junior: minimum 2 years of experience
Intermediate: minimum 5 years of experience
Senior: minimum 10 years of experience
A Bachelor’s degree is required specializing in any of the following fields: supply chain management, business or engineering.
Performs logistical support analyses, maintenance planning and support, supply support, site surveys, installation tests and check-out of system hardware and software. Conducts obsolescence management and disposition of system elements. Performs provisioning and failure analyses.
Operations Manager
12 years of experience, with two (2) of the last five
(5) years in a leadership role, plus successful experience performing management functions in accordance with the Project Management Institute’s (PMI) Project Manager Professional (PMP) principles, methodologies and practices. Must have experience and strong understanding of information systems, security principles, network engineering principles and system backup and recovery best practices to ensure continuous operations of the computing environment. Demonstrated ability and understanding of security and patch management.
Must have understanding of government security guidelines, standards, and automated audit log collection and analysis tools. Demonstrated ability to communicate efficiently and effectively.
A Bachelor’s degree is required specializing in any of the following fields: engineering, mathematics or science.
Provides technical oversight and direction to staff monitoring and maintaining system performance.
Oversees event response, troubleshooting and escalation. Develops, maintains and enforces compliance with standard operating procedures.

Program Control Analyst
Experience in analyzing project requirements in program scheduling, critical path analysis and support requirements. Experience with project scheduling and tracking methods and tools, e.g., MS Project and Primavera. Knowledge of Earned Value Management Systems.
Junior: minimum 2 years of experience
Intermediate: minimum 5 years of experience
Senior: minimum 10 years of experience
A Bachelor’s degree is required specializing in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Supports project or engineering teams in the form of activity scheduling, document development, records, tracking and controls. Performs analyst/management activities for successful completion of tasks. Supports program/project scheduling, critical path analysis, project tracking.
Analyzes project requirements in program scheduling and support requirements. Applies project tracking methodologies and prepares reports. Develops recommendations on methods, procedures and alternative ways to manage data.
Program Manager
Successful experience performing management functions in accordance with the Project Management Institute’s (PMI) Professional Project Manager certification is required. Demonstrated ability to communicate efficiently and effectively.
Program Manager: 12 years of experience with minimum of 5 years’ experience managing the design, development, test or acquisition of complex software systems with an average value of $100M or greater.
Program Manager – Deputy: 12 years of experience with minimum of 2 years’ experience managing the design, development, test or acquisition of complex software systems with an average value of $100M or greater.
A Bachelor degree is required specializing in any of the following fields: engineering, mathematics, science, or business administration.
Responsible and accountable for overall program/contract performance. Proactively identifies and mitigates performance risks.
Allocates tasking and resources to organization units. Tracks and reports contract performance and compliance with requirement, cost and schedule baselines.

Quality Control Analyst
Demonstrated experience evaluating software design, development and test procedures.
Demonstrated experience with developing, implementing, and verifying compliance with standards, procedures and other program requirements. Experience in assessing process efficiency and effectiveness and recommending viable improvements.
Junior: minimum 2 years of experience
Intermediate: minimum 5 years of experience
Senior: minimum 10 years of experience
A Bachelor degree is required specializing in any of the following fields: engineering, mathematics or science.
Develops software quality assurance plans and independently assesses compliance with procedures to ensure product requirements are met. Conducts audits and reviews/analyzes data and documentation. Recommends methods to optimize process and procedures.
Software Engineer
Experience in applying computer science and systems analysis knowledge, concepts and techniques to develop and apply information technology solutions. Experience developing software requirements and design. Extensive knowledge of software technology such as C/C++, Java, Visual Basic, scripting, SQL, HTML, XML, RDBMS, and related development tools.
Junior: minimum 2 years of experience.
Intermediate: minimum 5 years of experience
Senior: minimum 10 years of experience
Manager: 10 years of experience with two (2) of the last five (5) years in a leadership role with software systems with an average value of $100M or greater.
A Bachelor degree is required specializing in any of the following fields: engineering, computer science, mathematics, or science.
Formulates and defines specifications and develops or modifies complex software applications. Develops and test software code in accordance with specifications and process requirements. Anticipates and addresses problems of systems integration, compatibility and multiple platforms. Troubleshoots and resolves performance problems.

Support Staff Minimum 2 years of experience. An Associate’s degree is required in field related to their role.
This is a general labor category for roles such as, administrative support and technicians.
System Architect
12 years of experience with the last 7 years consisting of system and software engineering in the design, development and support of large, complex information systems. Demonstrated experience analyzing complex business processes, rules and constraints. Experience developing and recommending viable approaches to efficiently meet program requirements. Demonstrated ability to communicate efficiently and effectively.
A Bachelor’s degree is required specializing in any of the following fields: engineering, mathematics or science.
Provides information systems architecture expertise to managers and technical staff.
Conducts design tradeoff analysis and develops strategies for system development or modification.
Advises on selection of technology, protocols, procedures and tools to meet the mission needs.

System Engineer
Demonstrated ability to manage the technical systems engineering life cycle(s) including requirements analysis, configuration, design, development, testing and deployment of systems.
Demonstrated ability to troubleshoot high-level technical and non-technical issues. Experience in evaluating, testing, deploying and maintaining both custom developed and third party software upgrades. Demonstrated ability in creating and maintaining system architecture and troubleshooting documentation. Experience with performing engineering and/or scientific research, studies and analyses of specified technological, scientific, programmatic and operational issues. Demonstrated ability to prepare plans and assessments, such as management engineering plans, integrated support plans and implementation plans.
Junior: minimum 2 years of experience

System Engineer, Chief Principal
12 years of experience similar to that required for System Engineer but with the last 7 years consisting of software engineering in the design, development and support of large, complex data processing systems. Also the candidate must possess five (5) years of specialized experience in engineering tracks, such as system requirements analysis, system design, networking, information security.
Demonstrated ability to communicate efficiently and effectively.
A Master’s degree is required specializing in any of the following fields: engineering, mathematics or science.
Leads the design and development of integrated system requirements and proposed design solutions. Researches and documents analysis in technical reports and presents findings and recommendations to meet program requirements.
Anticipates and addresses problems of systems integration, compatibility and multiple platforms.
Troubleshoots and resolves performance problems.
Test Engineer Experience applying engineering principles to develop and execute test procedures to evaluate software and computing systems.
Junior: minimum 2 years of experience
Intermediate: minimum 5 years of experience
Senior: minimum 10 years of experience
Manager: 10 years of experience with two (2) of the last five (5) years in a leadership role with software systems with an average value of $100M or greater.

Training Specialist/ Instructor
Experience in developing and delivering training courses and reference material for information system users and maintainers.

Senior: minimum 10 years of experience
A Bachelor degree is required specializing in any of the following fields: engineering, mathematics or science.
Designs, develops and delivers training curricula, scenarios, approaches, learning objectives, plans, tools, and aids to train system users and maintainers. Develops examines if appropriate and assesses training effectiveness.

This is not an all-inclusive list of potentially acceptable labor categories. Functional summaries are not intended to be all inclusive of tasking and responsibilities. The Government reserves the right to modify this list as needed throughout the contract period of performance.
Requests to waive the experience and/or education requirements must be submitted to the FAA Contracting Officer for approval who will address on a case by case basis. Allowable equivalencies are:
Associate’s Degree = two (2) years of directly related experience + minimum years of category
Bachelor's Degree = three (3) years of directly related experience + minimum years of category + Associates Degree, or five (5) years of directly related experience + minimum years of category
Master's Degree = three (3) years of directly related experience + minimum years of category + Bachelor's Degree, or eight (8) years of directly related experience + minimum years of category
