STATEMENT OF WORK

Sludge removal from vault septic tank Yellowstone National Park Mammoth WY 82190

DESCRIPTION/SPECS/WORK STATEMENT:

The Contractor shall remove and dispose of all bottom solids on the initial visit of a 50,000-gallon septic tank. The Septic tank currently in operation has a 5-foot base of solids and shall require removal on the initial visit After the first initial pumping event the awarded contractor shall maintain sludge and black water pumping. This could be from the existing septic tank (which measures twelve to sixteen feet deep) or a nearby sewage pond. Pumping shall be according to the following:

· Gallons per week to be removed:

The estimated need per week of sludge and black water pumped from the septic tank is 45,000- 75,000 gallons broken up through the week (e.g., 6500 – 10,715 gallons per day) If based on pumping 7 days a week or pumping more every other day etc.

No more than two days between pumping cycles

· Disposal location:

Awarded contractor shall be provided a disposal site located 6 miles from the septic tank pick up area (a manhole location connected to the Gardiner Wastewater treatment facility) Yellowstone National Park shall be responsible for all the expenses of disposal and treating the sludge

· Payment method:

Awarded contractor shall be paid on total gallons hauled per week with gallon verification from the operator supplied waste manifest

· Government Provided Housing:

The government has the ability to provide housing at no charge to the awarded contractor located in Gardiner MT .(Minimum 2 units with the ability for additional units if needed). Offerors shall provide their own bedding.

This solicitation is for the hauling of non-hazardous liquid wastes referred to as sludge and black water. The cost shall include all labor, equipment, and vehicles to transport sludge to an NPS provided disposal site located 6 miles from pick up location. The cost should include all labor, equipment, and vehicles

Septic solids/surface scum shall be removed during each pumping event. Vendor shall need to mix tank to achieve optimum solids removal.

· Septic solids/sludge may contain garbage and debris.

· The awarded contractor shall remove all solids/liquid from the bottom of the septic tank

· Vendor shall supply all hoses and fittings for septic pumping.

· Vendor and pumping equipment shall be capable of operating in freezing conditions.

· Vendor shall clean up any debris left on the ground after septic pumping.

· Water is available on-site. Contractor shall be responsible for providing appropriate backflow prevention using an air gap if connecting to water source.

· The septic tank and sewage ponds are located in an active construction zone. Contractor shall plan to coordinate with construction contractor as needed for access.

· Travel between the septic tank / sewage lagoons site and the disposal site involves driving on a steep and winding road in winter condition; the contractor shall be prepared for icy road conditions.

All actions by the contractor or subcontractor shall comply with

a. United States Department of Labor Occupational Safety and Health Administration (OSHA)

b. United States Environmental Protection Agency,

c. Wyoming Department of Environmental Quality (WDEQ) and Montana Department of Environment Quality (MDEQ)

d. Park County and any other local laws and regulations governing the project.

e. The prime contractor is responsible for overseeing all subcontractors utilized to complete the project.

1. After removing sludge from the septic tank, Contractor shall provide copies of all gallons transported to the Gardiner Wastewater treatment disposal area.

a. Final signed copies of waste manifests, to include total gallons and the number of trips by truck .

b. Total gallons of sludge and blackwater removed.

2. Operations shall occur between the hours of 7:00 AM through 4:30 PM, Monday through Sunday. In some cases, such as removal of sludge from the septic tank, the removal shall be conducted outside of the times listed above due to ongoing operations. Installation personnel shall schedule these removal operations with the contractor.

3. In accordance with the DOT and Montana/Wyoming Solid Waste and Refuse Authority, Municipal Waste Collection and Transportation Licensing Rules and Regulations), all persons engaged in the collection or transportation of wastewater treatment sludge, whether generated or disposed of in the state of disposal, shall obtain a license issued by the authority. Disposal of sewage treatment plant sludge shall be at a designated disposal site provided by the Park Service.

4. The Prime Contractor shall provide the hauler’s current certification/permits/licenses to transport sewage sludge. The Prime Contractor shall also be responsible for obtaining all necessary notarized documents from the haulers, if required. All transportation shall be in accordance with the Department of Transportation 49 CFR 100-199. The contractor shall comply with all local, state, and/or federal requirements including all necessary permits, licenses, and approvals.

5. The contractor shall perform all operations in accordance with all local, state, and federal environmental rules, regulations, and requirements

6. Contractor is responsible for obtaining any necessary certifications, licenses and permits, and for complying with any applicable local, state, and/or federal laws, codes, and regulations in connection with the prosecution of work without additional expense to the Government. This includes acquiring any required certifications, permits or registrations necessary to operate on the Installation.

7. Contractor shall perform all operations in a prudent, conscientious, safe, and professional manner. At a minimum, contractor's personnel and equipment shall comply with applicable local, state, and/or federal laws.

8. Place of Performance:

The work area is in Yellowstone National Park Mammoth Housing Area, 82190

9. Period of Performance

The base contract Period of Performance shall be 6 months
The estimated need per week is 45,000 gallons pumped not to exceed estimated gallons of900,000 gallons total for 6 months.
