Statement of Work (SOW)

SERVICES

Solar Upgrade Helicopter Transport Support (Mohawk Mountain, AZ)

1. Introduction and Overview The purpose of this statement of work (SOW) is to outline the helicopter transportation requirements involved with a solar upgrade project for the existing power structures at one (1) Tactical Communications (TACCOM) site located in Mohawk Mountain, Arizona.

2. Background The battery bank that supplies power to the Customs and Border Protection (CBP) owned Tactical Communication (TACCOM) site at Mohawk Mountain in Mohawk, Arizona is beginning to show signs of failure. To avoid a complete site failure, CBP’s Office of Information Technology (OIT) along with other agencies working with CBP are planning to replace the solar equipment. Mohawk Mountain is located at remote location that requires helicopter transport for access by personnel and delivery of all materials, supplies, tools and equipment. Given the nature of the allowable work space and approved location for installations, the site has no additional staging area to support concurrent delivery of removals and installations. The government is requesting additional input on economizing the utilization of the provided transportation services while balancing the preliminary schedule and payloads for removals and installations. Proposals should identify opportunities to reduce overall schedule through economization of aircraft support services but should not be taken as a value engineering proposal or add on.

3. Scope of Work The vendor shall supply helicopter(s) and operator(s) to lift tools, equipment, and personnel up to the remote site that is located at Mohawk Mountain, AZ (Latitude 32.5900, Longitude -113.6479). All lifts will be from a predetermined staging area or forward operating base (FOB) that will be used as the meet up location for transportation to and from remote site. The FOB is anticipated to be located at the following location: Marker Beacon 35 (Latitude: 32.605222, Longitude: ---113.773417). The FOB is accessed via a dirt road from Interstate 8. A fuel truck is expected to park daily at FOB for refueling. Should the FOB change, it is anticipated that the location will not vary more than 5 miles away from the predetermined location. Local air restrictions may apply and will be the responsibility of the contractor to become familiar with local air restrictions and potential no fly zones/times. CBP will coordinate pre-clearance through BMGR restricted airspace R-2301 and will inform contractor of any special transit procedures. Any flight restrictions and/or co-shared landing zone requirements related to CBP will be provided by the government prior to mobilization. This does not preclude changes or delays for co-shared landing zones operated/utilized by CBP. In order of priority utilization of landing zone at FOB will CBP Daily Operations and then Project Utilization.

Multiple airlifts, of different payloads, will be required throughout the duration of the project to transport removals and installations to the remote site. Contractor will be responsible for managing daily flight schedules and impacts from changes in weather, temperature or wind conditions, to include determining last flight time or reductions in number of lifts. Changes to the anticipated flight schedule must be coordinated real time on a daily basis and balanced with project completion to meet overall objectives. Contractor should not anticipate terminating transportation services prior to completion of the Site Clean Up Activities. The anticipated flight schedule is presumed be 4 personnel flight (i.e. 2 in and 2 out) plus 3 to 5 flights for tools and equipment per day during Site Prep Activities, Skid Placement Activities and Site Clean Up activities.

All daily efforts and activities will initially be based on the preliminary project schedule using the sequence of construction/activities listed which are listed in order of completion. No actual onsite dates have been assigned to this schedule so only activity durations are provided. The anticipated construction window for this project is being targeted for the time frame listed in Section 6. The project has two primary transportation service needs: Heavy Aircraft Support for large installations and removals (payloads > 1000 lbs) and Light Aircraft Support for small installation and removals (payloads < 1000 lbs).

Light Aircraft Support is anticipated to be needed for the entire duration of the project to provide personnel transportation to and from the remote site and small payload retrieval from FOB or to FOB on a daily basis starting with Site Prep and concluding with Site Clean Up. .

Heavy Aircraft Support is anticipated for targeted portions of the project to assist in large payload retrieval from FOB and to FOB starting with Site Prep and concluding with Skid Placement (e.g., 2 to 3 consecutive days towards beginning of project). Due to terrain limitations and safety concerns previously experienced at this site, the heavy lift helicopter shall be a single-rotor aircraft.

The information below is the approximate weights and dimensions (where listed) of the items to be transported:

Removals (Remote Site to FOB):

· Cool Cell (1,200 lbs.)

· Cool cell rack framing (500 lbs.)

· Mast (1,000 lbs.)

· Pepro shelter (2,000 lbs.)

· Pepro ballast weights QTY. 12 (1,200 lbs. total)

· Solar rack frames (QTY. 5) (1,250 lbs. total)

· Batteries (6-rows) (4,800 lbs.)- NOTE: Each row of 800 lb. batteries can be lifted off the mountain separately, in total or in some other fraction thereof- See Attachment A description.

All materials to be removed are based on photographical evidence and industry experience. The government has no means to verify the exact actual weight. The weights listed are considered total weights for each unit listed and the ability of the unit total weight to be lessened will be determined onsite during deconstruction of removal operations. Contractor should determine the heavy aircraft capability as needed based on the total weights listed. Variations in actual item weights for removals will be managed in the field during deconstruction and transportation support. It will be the responsibility of the government to have alternate lifts available (as sequence of removals allows) to avoid empty round trips.

All materials to be installed are based on manufacturer information and scaled weight. The weights listed are considered total weights for each unit listed and the need of the unit total weight to be lessened must be identified by the contractor prior to mobilization. Changes in unit total weights to accommodate contractor equipment or unforeseen changes in weather/wind will correspondingly increase the number of equipment and material lifts. Contractor should anticipate heavy aircraft capability will need to be utilized during transportation of installation items. Installation items such as skid legs, slip anchors and tubing may not consolidate down to single load. The list as written in the SOW is the smallest number of lifts and weights as determined by the government.

The Cool Cell is bolted to the rack framing and may be removed for battery removal or to accommodate flight plan. Within the Cool Cell there are 6 rows of batteries weighing approximately 800 lbs. each. We will be removing 5 of the rows out of the Cool Cell for concern of the total weight. With the 5 rows of batteries removed this will make a total lift approximately 4,000 lbs. The removed batteries can be further separated but would be preferred to remain as a single lift unless the flight plan requires deconstruction of battery stack. The entire enclosure and framing unit is used as ballast for an antenna mast. Equipment is anticipated to be removed from mast but the mast to remain connected.

Preferred Lift Sequence: One lift for Battery Enclosure and Assembly contains one Cool Cell Enclosure, One battery inside enclosure, bolted on Rack Framing and One Tower Mast totaling approximately 3,500 lbs. One lift for removed batteries totaling approximately 4,000 lbs. Should the mast need to be removed for load balance or other reasons then this would be a separate load or included into another smaller and manageable load.

· Pepro Shelter & Assembly (3,200 lbs)

· Pepro shelter (2,000 lbs.)

· Pepro ballast weights QTY. 12 (1,200 lbs. total)

Description: The shelter not pictured is made up of an enclosure and ballast. The ballast for the Pepro Shelter aren’t secured to the outriggers of the shelter. The ballast need to be removed and secured to a pallet for transportation off the mountain. They are bolted together in groups of three on each corner of the Pepro Shelter. The Pepro Shelter itself and the outriggers are 2,000 lbs. The ballast total weight is 1,200 lbs. (12 @ 100lbs. each).

Preferred Lift Sequence: One lift for Shelter totaling approximately 2,000 lbs and one lift for the ballast totaling approximately 1,200 lbs. Should the tower mast need to be disconnected from the battery enclosure the palletized ballast could be included to form another combined load totaling approximately 2,200 lbs.

· Solar rack frames (QTY. 5) (1,250 lbs. – 1,550 lbs total)

· Individual Enclosures (100 lbs each)

Description: The enclosures not pictured are anticipated to be 3’ x 3’ x3’ and made of aluminum sheet metal. The rack not pictured is made up of unistrut type material and rolled steel sections. These are standard frames used to support solar panels on top and equipment enclosures on bottom.

Preferred Lift Sequence: One lift for each as many racks that can be secured or deconstructed and stacked. Racks with enclosures are anticipated to be taken whole and not deconstructed partially or fully. Will need no less than two lifts and no more than five lifts but ability to transport any solar rack will be determined in the field as structural concerns may be uncovered with solar panel and equipment removal.

Installations

· Solar Skid 1 (4,300 lbs. total)

· Solar Skid 1 (3,300 lbs. total)

· Batteries (1,000 lbs total)

Description: The rack not pictured so reference government drawings for dimensions and attachments.

Preferred Lift Sequence: One lift for the entire rack with batteries installed. Should batteries be required to be removed vendor must notify the government in the proposal as this will add working time onsite or adjust delivery time to remove batteries. Removal of batteries from enclosure will require an additional lift of palletize batteries of approximately 3,000 lbs. No other attachments will be considered for removal.

· Solar Skid 2 (3,700 lbs.)

Description: The rack not pictured so reference government drawings for dimensions and attachments.

Preferred Lift Sequence: One lift for the entire rack. No attachments will be considered for removal.

· Miscellaneous Items

· Palletized solar panels (650 lbs.)

· Tubing (600 lbs.)

· Slip Anchors (300 lbs.)

· Skid Legs (300 lbs.)

Description: These items are not pictured. Palletized solar panels will be a standard pallet approximately 3 to 4 feet high of fragile material susceptible to cracking. Tubing, slip anchors and skid legs are all loose materials that will be secured into single, multiple or other loads described above as flight plan allows. These materials are made out of metal and are not susceptible to cracking or breaking. Any materials not individually secured or bundled into other lifts will likely require a single lift for each item as it is palleted/boxed/netted. Contractor will need to include in proposal whether weights of miscellaneous items would preclude combining these items into other lifts once properly secured.

Preferred Lift Sequence: One lift for the solar panels and one lift for each other item not individually or bundled into other lifts.
