This document is a request for information from potential vendors regarding the Contract for Organizing Spaceflight Mission Operations and Systems (COSMOS). The National Aeronautics and Space Administration (NASA) Johnson Space Center is seeking capability statements from interested parties to perform technical, managerial, and administrative work supporting NASA's space flight programs requiring mission operations. This will be a follow-on contract to the current Mission Systems Operations Contract valued at approximately $1.12 billion. The COSMOS contract is anticipated to be a single-award, cost-plus-award-fee contract with indefinite-delivery/indefinite-quantity and level-of-effort elements to support programs including the International Space Station, Commercial Crew Program, and Moon to Mars initiatives. Interested parties are requested to submit capability statements no longer than 20 pages by March 11, 2024 addressing their technical experience, potential organizational conflicts of interest, diversity and inclusion qualifications, and responses to questions regarding performance measures, contract structure, and mission systems planning.
