STATEMENT OF WORK

1.0 INTRODUCTION

The Employee Benefits Security Administration (EBSA) of the Department of Labor (DOL) requires professional services to maintain and increase the responsiveness, accuracy, and effectiveness of EBSA’s IT applications. The tasks in this SOW are:

Requirements Development Technical Independent Verification and Validation Recompete Support Program Management Support Procurement Support

Within each task/subtask in the SOW, the scope of the requirement is denoted as EBSA IT applications (in general) or specified as the ERISA Filing Acceptance System (EFAST) application. The Contractor must separately track and report costs for EFAST-related services from other services.

Each task is described in the sections that follow. For each task, the Contractor shall provide formal written analyses to the Government at the Government’s request. The Contractor shall assist in conveying analyses to other EBSA contractors and/or stakeholders in meetings, briefings and/or in writing at the Government’s request.

The services to be provided under this contract are composed of an initial contract period of one year, with four non-guaranteed option years, for a total potential contract life of five years. This contract is a labor-hour contract, under which individual task orders will be separately executed.

The Contractor shall conduct the work on this Contract within the continental United States (lower 48 states and Washington, DC). The Government does not require the contractor facilities be conveniently located near DOL's national office in Washington DC, and understands the Contractor's need to conduct the work in the most advantageous manner with regards to cost competitiveness and labor supply considerations. The Contractor shall, however, consider facility accessibility and convenience to DOL's national office in the conduct of all work carried out under this Contract in order to facilitate travel among DOL's national office in Washington, DC, EBSA IT program locations (currently including but not necessarily limited to Kansas and Colorado), and any subcontractor/consultant facilities.

The Contractor shall lead weekly project status meetings with the PM/COR. The Contractor’s representatives shall be prepared to discuss the status of all ongoing projects, problems, or concerns they might have in completing assignments or any other topics of interest.

Contractor representatives actually performing the work efforts under this contract shall participate directly in meetings and discussions with the Government.

As an independent reviewer and assessor, the Contractor may not have any contractual or financial relationship with the vendors performing the work being evaluated.

2.0 REQUIREMENTS DEVELOPMENT SUPPORT

The Contractor shall perform requirements development activities as described below. The Contractor shall provide expertise and analysis to define technical requirements and statements of work for efforts and proposed changes to the EBSA application for operations vendors to implement.

2.1 EFAST Rollover Requirements

2.1.1 Rollover Requirements Development and Delivery

The Contractor shall analyze and evaluate proposed and/or final Form 5500 forms and instructions changes.

The Contractor shall identify and estimate cost, schedule and technical impacts of Form 5500 processing changes as requested by the Government. The Contractor shall translate Government-requested changes into EFAST rollover requirements. At the Government’s request, the Contractor shall clarify requirements and lead requirement clarification meetings with select Government stakeholders and/or the EFAST vendor.

The rollover requirements provided by the Contractor are implemented into EFAST and dozens of third-party filing software products designed to prepare and transmit Form 5500 returns/reports to EFAST. It is therefore imperative that the requirements be accurate, internally consistent, and of the highest quality.

The Contractor shall provide a draft rollover package development plan to the Program Manager (PM), implement requested changes to the draft plan, and provide a final annual rollover package development plan no later than June. The rollover package development plan shall detail a schedule for developing and delivering cost estimates for the Government’s initial requested changes, developing and delivering draft rollover packages for stakeholder review, conducting clarification meetings with stakeholders, and developing and delivering a final rollover package no later than February 10th. The Contractor shall track and incorporate Government-requested changes to the rollover package.

The rollover package includes:

a) a summary of changes;

b) a user-friendly version of the Data Element Requirements (DER) for over one thousand variables specifying elements to include (but not limited to) Form, Interface Requirements Document (IRD) variable, Variable number, Form Label, Line Number, XML Element Name, Element ID, Edit Test, Schema Info, MinOccurs, MaxOccurs, Type Info, Base, Restrictions, and Acknowledgement Error Messages;

In the event requirements in the final rollover package were not specified correctly, the Contractor shall notify the PM immediately, and provide corrections in the form of change pages or revised files as directed by the PM.

At the Government’s request, the Contractor shall analyze why Form 5500 Series data may incorrectly fail edit tests. The Contractor shall assist in modifying the corresponding edit tests, forms, instructions, or filer educational material.

2.2 Forms Development Mock-Ups

At the Government’s request, the Contractor shall develop mock-ups of the Form 5500 series forms, schedules and instructions including:

Multiple rounds of the creation/revision/quality assurance of the forms, schedules, and instruction mock-up process;

Attendance at Forms Committee meetings with DOL, and participating agencies;

Minor typographical or formatting changes after delivery of final round of mock-ups.

In addition to clean versions of the forms, schedules and instructions; the contractor shall provide red-line change versions with each round of the mock-up process. These red-line copies should only display changes made to the documents from the previous form year version, and should not display changes made to changes throughout the development cycle, or formatting changes. The clean and red-line mock-ups shall be provided to the Government in accordance with the annual forms/instructions development schedule or as requested by the Government.

The Contractor shall propose a forms development software product to create the mock-ups. The resulting files must be portable and easily editable by the Government. The Contractor-developed forms, schedules and instructions must be formatted precisely to match the existing forms, schedules and instructions formatting currently published by the Government unless otherwise agreed to by the Government.

2.3 EFAST Change Requirements Development

At the Government’s request, the Contractor shall support EBSA in planning, specifying, and monitoring changes to EFAST. Based on changes identified by the Government, the Contractor shall develop and deliver summary narratives and associated independent Government cost estimates. Upon Government approval, the Contractor shall then develop detailed statements of work for the changes, along with detailed requirements where needed. Changes may impact any area of EFAST (e.g., performance standards, production operations, special processing, web portal, Internet Filing (IFILE), Internet Registration (IREG), Internet Filing Acceptance (IFAS), third-party software developer support programs, entity control, data management, data dissemination, records management, contact center, quality assurance, quality control, testing, security, configuration management, etc.).

At the Government’s request, the Contractor shall assist with the development of solicitation packages/RFPs, technical reviews and cost analysis of EFAST vendor proposals and risk assessments for proposed changes.

2.4 ERISA Stakeholder Management Support

The Contractor shall analyze ERISA and EFAST data and concerns as part of its requirements development support; including communications from EFAST vendors and stakeholders. At the Government’s request, the Contractor shall participate in meetings or lead presentations with program stakeholders regarding EFAST requirements. Stakeholders include Government agencies, the ERISA Advisory Council Working Group, software developers, filers, pension and mutual fund trade associations, and other ERISA service providers. At the Government’s request, the Contractor shall assist the Government in following up on action items and questions.

2.5 Ad Hoc EBSA IT Application Support

At the Government’s request, the Contractor shall support analysis and definition of EBSA IT applications related to EFAST and ERISA. Such support may be required to ensure consistency with EFAST processes and definitions.

3.0 INDEPENDENT VERIFICATION & VALIDATION (IV&V)

The Contractor shall provide onsite and offsite independent technical monitoring of the work of EBSA IT contractors, including but not limited to, vendors in the operations of EFAST. The Contractor shall provide expert oversight and analysis of ERISA IT applications performance and deliverables.

3.1 Testing

3.1.1 EFAST Annual System Acceptance Testing (SAT)

Annually, the Contractor shall provide a draft SAT test plan to the Program Manager (PM), implement requested changes to the draft plan, and provide a final SAT test plan in August. The Contractor shall conduct SAT in early November to ensure the EFAST test environment can accurately process the next year’s Form 5500 series returns/reports. The Contractor shall identify, obtain, and prepare all hardware, software, and resources needed for testing before the start of SAT. During SAT, the Contractor shall provide daily reports to the PM of progress and findings. The Contractor shallprovide the PM with a cumulative and detailed report describing findings in an agreed-upon format within five business days of completion of SAT. Since detailed findings with supporting evidence are critical in order for the EFAST defect to be corrected, the Contractor shall supplement the report, as necessary with supporting evidence such as screenshots or narrative descriptions of the defect conditions. Following vendor resolution, the Contractor shall re-test items that failed SAT to ensure they were adequately corrected. The Contractor shall report these remediation test results to the PM within five business days of request.

3.1.2 Ad Hoc Testing

At the Government’s request, the Contractor shall provide remote or onsite testing of EBSA IT applications.

Such testing may be required as EBSA IT applications are enhanced or modified. Ad hoc testing may occur at any time throughout the year and shall be performed in a test environment to verify the EBSA IT applications are working as intended.
