Amendment to Solicitation for Loring Job Corps Center

RFP~DOLJ08RFP0001

The solicitation is amended to reflect the outcomes of the pre-solicitation meeting and facility walk-through that was conducted on February 12, 2008.

Minutes of Meeting:

At 10:00am, meeting called to order by E. Thomas Pendleton, Contracting Officer, U.S. Department of Labor/OASAM. Tom Pendleton welcomed everyone to the conference and introduced the Government’s representatives and their role in the procurement activity. Mr. Pendleton indicated that in addition to the sign-in sheet attendees signed upon arrival, a sign-in sheet was being circulated to indicate additional information regarding what company each was representing and contact information. Mr. Pendleton then announced that following this conference, any and all questions regarding the RFP should be sent in writing to Binh Kha, Contract Specialist, Email kha.binh@dol.gov. Mr. Pendleton also stated that all changes to the RFP would be issued in writing as an amendment to the RFP and publicized accordingly.

Clarifications:

Mr. Pendleton reviewed RFP content, terms, conditions, instructions and evaluation criteria, noting several specific items:

1. The Contracting Officer indicated that proposals were due in the OASAM office in the JFK Federal Building in Boston, MA by 12:00 noon Thursday, April 10, 2008.

2. The Contracting Officer cautioned the prospective bidders that in delivering proposals to the building, consideration is given to the security measures in the building that may delay admittance if hand delivering proposals. Plan time accordingly.

3. The Contracting Officer indicated that once this conference and tour were completed, all questions and/or communications regarding this request for proposal should be directed to the Contract Specialist (if telephonic) and then followed in writing to the Contract Specialist, or directly in writing to the Contracting Officer. Under no circumstances should anyone in the Office of Job Corps, nor anyone at the Center, be contacted concerning this proposal.

4. The Contracting Officer conducted a page-by-page review of the RFP.

I. Highlights:

1. Pertinent points pertaining to OBS, ESL, vocational slots, OA/CTS goals

2. Section G Contract Administration Data, Funding & Financial Administration will change based upon contract becoming inclusive of an OA/CTS component.

3. J attachments can be found at the Boston Regional Website. The address, username and password to access the documents will be provided in the first RFP amendment. Any questions should be directed to the Contract Specialist, Binh Kha.

4. Section K CCR certified companies can have their Annual Representations and Certifications downloaded from the ORCA website.

5. Section L Instructions, Conditions, and Notices to Offerors or Respondents.

a. The Contracting Officer cautioned that any proposals submitted to not exceed the page limitations indicated in Section L.7. Pages beyond the limit will be neither considered nor read.

b. The questions contained in L.7 are specific to Region One Job Corps and that careful attention must be paid when answering.

c. The Business Management Proposal must be submitted on CD-ROM as well as hardcopy. In the case of differences in the two versions of the document, the written (hardcopy) format will have precedence.

d. For the purposes of this RFP, the inflationary rate used in projecting costs shall be 2.4%.

e. The anticipated dates for oral presentations/discussions to begin on or about the week of June 23, 2008.

f. Section M Evaluation Factors, the Contracting Officer reviewed the points and evaluation factors associated with this RFP. The Contracting Officer indicated the relative weights to be used for the OA and CTS automated scores in relation to the center operations automated score. For purposes of this procurement, the following percentages will apply center 75%, OA 15%, CTS 10%.

A walkthrough of the Loring Center was performed immediately following the conference. The Center Tour was from 10:50am – 1:40pm.

Amendments:

1. An electronic copy of attachment of J17 National Staff Compensation Report Data will be provided on the 1st Amendment.

2. An electronic copy of Amendment to Solicitation to add Performance Based Contracting Provisions for outreach/admissions services will be provided on the 1st Amendment.

Q and A:

Questions posed in regard to this procurement are illustrated below, as are the Government’s responses:

Question ~ How many rooms are currently used on the third floor of Penobscot Hall?

Answer ~ 37 of 77 rooms used, 2 of 5 lounges used.

Question ~ Does the Network Technician CTT contain any advanced training slots?

Answer ~ 15 of the 55 slots are advanced training.

Question ~ Medical Assistant is a 15 slot trade?

Answer ~ Yes.

Question ~ Are there Fees paid to the Development Corp. (for use of the facilities and land)?

Answer ~ There are no fees paid to the Loring Development Authority.

Question ~ Do utilities costs include water and sewer?

Answer ~ Yes.

Question ~ Is the pool part of the site?

Answer ~ No.

Question ~ Who is responsible for snow plowing?

Answer ~ Development Corp. for main roads, the Center contracts for the center roads and the Center is responsible for the sidewalks.

Question ~ Do all the elevators operate?

Answer ~ Yes.

RESPONSES TO WRITTEN QUESTIONS:

1. Pages 3 &32: RFP calls for 55 arrivals. Clarify the # of resident and non-residential goals, or will they just be based on center needs?

ANS: The Region does break out the arrival goals by Res/Non Res categories on the Geographic Assignment Plan (GAP), they are not broken out by category when entered into FMS and therefore not measured by Res/Non-Res on the OA-OMS and other reports. The GAP is a general guide to predict the need for applications for each center, but actual needs may vary from the GAP and recruitment efforts adjusted accordingly.

2. Pages 3, 13 and 41: RFP calls for CTS services for 137 students returning to New England. Please clarify the geographic location and advise whether existing site (Rental Cost of Facilities – Regional Approval of long term lease) is used for CTS services in the geographic area. Please provide the GAP for the center.

ANS: The CTS goal of 137 graduates is for all center graduates that separate with placement that will be relocating to anywhere within New England. There are no lease agreements in place for CTS offices. Grads relocating outside the region will be assigned to the third party CTS contractor for that region. The Region 1 GAP is located on the Region 1 Website as indicated in J-22 as well as RFI 05-18 the OA-CTS realignment plan.

3. Please provide the site for the existing ACT – Concurrent enrollment program.

ANS: That site is currently an agreement between the current contractor and the site and will not be divulged. The offeror can propose a different site.

4. Who will be responsible for former enrollees returning to New England?

ANS: per RFI 05-18 the CTS contractor responsible for former enrollees and grads unplaced at separation is the NE-OACTS contractor, Del-Jen.

5. The RFP calls for fixed fee for the OA component. The National Director is moving towards incentive based (PBSC) for OA. Will this change or should we propose a fixed fee?

ANS: Please see the attached document which outlines the changes to the RFP and OA incentive. This will be a PBSC contract for OA.

6. J-5: Does the Region require specific placement of Career Preparation (CPP) or Career Transition Readiness (CTR) support staff in ETA 2110 Personnel Lines (Note: Some Regions prefer CCP staff in Line 1 and CTR staff in Line 9.)

ANS: No each contractor should provide the mix that they feel supports their proposal.

7. Maine Workforce Investment Goals – Can we get a copy of the MOU between MDOL and the 2 Maine Job Corps Centers referenced in the Strategic Plan?

ANS: The offereor will need to obtain the MOU from the Maine Department of Labor.

8. Provide access to the Regional CDSS plan and RFIs via the website, email, or hardcopy. User name and access code could not be secured from the Regional Office.

9. Shall we use the 2.4 inflationary escalator in the second base year? The RFP only speaks to the option years.

ANS: Yes. This should be used for the 2nd base year.

10. New Vision – Can we be provided with an overview of the Region’s proposed New Vision Lab Project?

ANS: An approved plan is not available. If one does become available it will be provided in subsequent to the RFP.

11. May a technical person serve as an additional member of the presentation team during orals?

ANS: Yes. That person will be a technical assistant only.

12. Are outreach and admissions services for 55 students from Maine for students that will be assigned to the Loring Center only, or will they be assigned to other centers in the Boston Region?

ANS: Per the Regional Geographic Assignment Plan (GAP), Loring OA send applicants to Loring and Penobscot. It should be noted that per RFI 06-10, Amended, [the GAP] “is a guide for OA recruitment goals, however it should be noted that OA staff may stray from the plan with Regional Office approval when it is in the best interest of the applicant.”

13. Please provide an average enrollment number for ESL.

ANS: That information not available.

14. Please clarify the number of training slots for each career technical offering. Are these half-time or full-time slots? These are half time slots for example a trade with 24 slots represents a 12:1 student ratio.

15. Please identify the trades offered under Network Technologies.

ANS: Computer Networking/Cisco Basic Networking (20 slots), Basic Cabling (20 slots), Advance Cisco (10 slots) – with the following certifications: CISCO Certified Network Associate; Network +; A+.

16. On January 31, 2008 the National Office of Job Corps released Information Notice No. 07-20 regarding Performance-Based Service Contracting for Outreach/Admissions contracts. Will this RFP be revised to reflect the change to a PBSC contract for OA?

ANS: Yes. Please see the attached document which outlines the changes to the RFP and OA incentive. This will be a PBSC contract for OA.

17. Will the fee table for Outreach/Admissions at G.1.C.3 be replaced to reflect the change to a PBSC contract for OA?

ANS: Yes. Please see the attached document which outlines the changes to the RFP and OA incentive. This will be a PBSC contract for OA.

18. Section G.6. Liquidated Damages for Placements Found To Be Invalid. Does this supersede the requirement on pages 123 and 125 for the contractor to propose a per placement cost to be reimbursed to the government for invalid placements?

ANS: Yes Section G.6 will be used.

19. Will attachment J-4 be revised to reflect the change to a PBSC contract for OA?

ANS: Yes. Please see the attached document which outlines the changes to the RFP and OA incentive. This will be a PBSC contract for OA.

20. In order to determine which career technical training programs the contractor will be recruiting for, please identify the centers that these students will be assigned to. Is it Loring only or others in the Boston Region?

ANS: Per the Regional Geographic Assignment Plan (GAP), Loring OA send applicants to Loring and Penobscot. 21. Pages 118, 119 and 125 list items to be furnished on a CD ROM along with the Business Management Proposal. Can the items be furnished in Excel 2003 instead of Excel 2000?

ANS: No, items may be furnished in Excel 2000 or earlier.

22. Page 124 – Will the sentence ‘For Outreach/Admissions, the contractor shall propose a fixed fee’ be revised to reflect the change to a PBSC contract for OA?

ANS: Yes. Please see the attached document which outlines the changes to the RFP and OA incentive. This will be a PBSC contract for OA.

23. Does the limit of five on the presentation team include a technician, or can there be five presenters and one technician that does not participate in the presentation?

24. ANS: You can have five presenters and one technician that does not participate in the presentation.

25. What percentage of the student population is considered to have limited English proficiency?

ANS: That information not available.

26. Please clarify the process for submitting alternative Career Technical Training Offerings.

ANS: The format to follow is in the PRH Appendix 307.

Conclusion:

The Regional Director reiterated the need for absolute integrity in the procurement process and stressed that there is to be no communication with him or anyone in his office regarding this RFP. Any instances of inappropriate contact would be dealt with appropriately. The Contracting Officer thanked all of the prospective bidders for attending. There were no further questions and the meeting was adjourned at 1:55pm.
