Pre-Proposal Conference Minutes

Grafton Job Corps Center

The following are the minutes of the Pre-proposal Conference for the operation of the Grafton Job Corps Center as published in RFP: DOLJ08RFP00007

The Pre-Proposal Conference was conducted at 10:00 a.m. (EST-local time).

Mr. Tom Pendleton welcomed everyone to the conference and introduced the Government’s representatives and their role in the procurement activity.

Mr. Pendleton asked all attendees to write their contact information on the sign-in sheet.

Mr. Pendleton then announced that following this conference, any and all questions regarding the RFP should be sent in writing to Binh Kha, Contract Specialist, email kha.binh@dol.gov

Mr. Pendleton also stated that all changes to the RFP would be issued in writing as an amendment to the RFP and publicized accordingly.

Mr. Pendleton noted the following;

· Proposals are due on June 8, 2009 at 12 noon. Submittal date and time will be established upon being time stamped by the OASAM office (JFK Federal Building, room 215). Tom asked all attendees to note that packages arriving by currier and mail/delivery are all screened by the building security and that this may cause a delay in being received in his office – and so, offerors are asked to take this potential delay into consideration when submitting proposals and allow for additional delivery time.

· Mr. Pendleton conveyed that there would be an amendment regarding J-22 Attachment to include RFI 07-08, 2nd Revision which would replace RFI 06-04 and two additional RFIs would be added as follows: RFI 08-04 – Revised Region I RIMS Reporting Requirements and RFI-08-05 – Boston Region CTT Career Ladder/Lattices Training Guide. See attachment J-22.

· An electronic copy of attachment J17 National Staff Compensation Report Data will be provided on the 1st Amendment.

Question:

Mr. Weber had a question on page 3 under Section B regarding the Grafton Center’s Outreach and Admissions arrivals of a minimum of 300 in comparison to the center’s arrival goals of 170 on page 22 under Section F. It was clarified that the center’s arrival goals should be 170 instead of 300 which didn’t match the GAP Plan. The Amendment #1 to the RFP would include this change to correct the 300 on page 3 and replace it with 170.

A walkthrough of the Grafton Job Corps Center was performed immediately following the conference. After the walk-through of the Grafton Center, the meeting was adjourned.

There were no further questions and Mr. Pendleton informed all attendees that following this conference, all questions regarding the RFP should be sent in writing to Binh Kha, Contract Specialist, email kha.binh@dol.gov.

The Pre-Proposal conference ended at 11:30am.

SECTION B. SUPPLIES OR SERVICES AND PRICES/COSTS

The Department of Labor, Job Corps has a requirement for operating the Job Corps Center which is located at 100 Pine Street, North Grafton, Massachusetts 01536.

The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $32.51M.

The contractor shall operate the aforementioned Job Corps Center which includes provision of academic, career technical, social skills and career development training, and related support services for an estimated total of 130 residential male students, 130 residential female students, and 40 non-residential students (5 males and 35 females). The contractor shall provide residential quarters (housing) and services to residential students.

The Contractor shall provide Outreach and Admissions services in the state of

Massachusetts and shall ensure the arrival of a minimum of 170 students into the Job Corps program annually for resident male students, resident female students, and non-resident male and female students.

The Contractor shall provide Post-Center Career Transition Services annually for 108 Graduates and 0 Former Enrollees returning to the state of Massachusetts. The contractor will have a Graduate Pre-Separation Placement Goal of 40% applied to the existing Career Transition Service goals of the contract. As described in the Boston Region One OA/CTS Realignment Plan (RFI 05-18, 2nd Revision 7-27-06), of the expected 108 student graduates to be provided Career Transition Services within this contract, 40% will be placed by the Center Operator at the time of separation. The annual Pre-Separation Placement Goal for the Center is 43 graduates placed at the time of separation. Advanced Training placements are highly encouraged within this goal.

All operations, services and deliverables under these items shall be provided as specified in Sections C and F of this document.
