Pre-Proposal Conference Minutes

The following are the minutes of the Pre-proposal Conference for the operation of the Hartford Job Corps Center as published in RFP: DOLJ08RFP00004
The meeting was convened at 10:35am by Edmond Pendleton, OASAM Contracting Officer.
1. Welcome: Opening remarks were made by the Contracting Office welcoming prospective bidders to the center.
2. Introductions; The Contracting Officer introduced the OASAM and Boston Regional staff in attendance.
3. Administrative matters and sign-in: The Contracting Officer indicated that in attendees were to fill out index cards with requested information and primary contact person for each company in attendance. In addition we were to go over the RFP. Questions will be accepted during the review of the RFP. Questions would also be accepted at the conclusion of the walk through. Some key points made:
a. Photos of center buildings are fine. However no photos of staff or students are to be taken.
b. Hold all questions for after the walk through so that all can hear the question and answer.
4. RFP:
a. The Contracting Officer indicated that proposals were due in the OASAM office in the JFK Federal Building in Boston, MA by 12:00 noon Thursday, January 8, 2009 (reference page 1 of RFP)
b. The Contracting Officer cautioned prospective bidders that in delivering proposals to the building, consideration is to be given to security measures in the building that may delay admittance if hand delivering proposals. Plan accordingly.
c. The Contracting Officer indicated that once this conference and tour were completed, all questions and/or communication regarding this RFP should be directed to the Contract Specialist. Under no circumstances should anyone in the Office of Job Corps, nor anyone at the center be contacted concerning this proposal.
d. The Contracting Officer conducted a page by page review of the RFP.
i. Page 3 - Small Business Set Aside – Mr. Pendleton stated that this is a Small Business Set-Aside procurement and referenced statistics
ii. Page 4 – Length of contract for center, OA and CTS
iii. Page 6 – Center Design estimated average on-board strength
iv. Page 7 – D. Governing Regulations, Handbook reference latest PRH available at website, C.2 Site: 8 buildings, C.3 Program Content Outreach and Admissions
v. Page 8 – Direct OA is applicable to this contract
vi. Page 12 – Career Technical Trade Offerings training slots total number is correct, reflective of new Statement of Work (SOW). Item 14 Concurrent Vocational Training Program is applicable to this contract
vii. Page 13 – Post-center Career Transition Services is applicable to this contract, 72 Graduates
viii. Page 14 – item 2, 40% Pre-separation placement goal for center is 72 graduates placed at the time of separation. Regional Director stated to pay attention to the RFI with emphasis on Boston Region Business Model. Contracting Officer also emphasized pay attention to RFI and questions in RFI, no generic contracts allowed should be tailored to this region.
ix. Page 16 – item 12, Staff Housing is not available on center
x. Page 18 – item 12, On center child care program is required
xi. Page 22 – Section F – Type of Contract is Cost Plus Incentive Fee Contract for Center, OA and CTS, item F.2 – Period of Performance contract length from 10/1/2009 to 9/30/2011, transition to take place in 2009. Monthly arrival goals numbers are correct. There was a question on arrival numbers verses OBS, Regional Director to address question in an amendment to the RFP. Contracting Officer stated amendments will be posted either Tuesday, Nov 18 or Wednesday, Nov 19. Response: The arrival goal for this contract is 170 students/yr. The remaining expected arrivals (approximately 130/yr which includes the turnover rate) will be a responsibility of the third party contractors.
xii. Page 32 – Liquidated Damages Clause – Mr. Pendleton wanted the attendees to pay close attention to Section G Liquidated Damages and its clause, since this has become a major issue in Job Corps.
xiii. Page 43 – referenced the clauses
xiv. Page 53 – List of attachments to be distributed after the walk through, each contractor to take one copy only. If any left over feel free to take additional copies. Bidder question: is section J-21 applicable? Answer: Yes, collective bargaining agreement is applicable and we do have a hand out for that.
xv. Page 54 – section J-22 is very important and pertains to Boston Business Model. Regional Director stated this section is very important, no generic proposals please must be specific to Boston
xvi. Page 105 – item K.1 Government will download your information from ORCA to verify your Annual Representation and Certifications if you inform us that you are certified in CCR.
xvii. Page 109 – Type of Contract is Cost Plus Incentive Fee contract provisions are listed
xviii. Page 110Item L.3 Service of Protest to go directly to the Contracting Officer, address is listed on the page. There will be one and only one pre-proposal conference and walk through. Contractors will not be permitted to come again to the center. Regional Director stated there will be no other walk through
xix. Page 113 – item L.7 Initial Proposal Submission page limit and copies addressed. Do not exceed 140-page limit. Over the page limit will not be considered. BMP can be submitted as a spreadsheet on a CD. Hardcopies should also be included. If descriptions differ, hard copies data to be used. Question: Are proposals to be in individual binders? Answer: Yes, different reviewers and cost centers
xx. Page 114 – Please note page size and font size please pay attention. Contracting Officer and Regional Director stressed page limit not to be exceeded. Government has no obligation to read beyond the page limit. Technical Proposal – to be presented in order listed below, evaluated based on criteria shown in Section M
xxi. Page 115 – Outreach and Admission, pay attention to questions asked, do not write generic proposal. Bidder Question: should we restate question then respond? Answer: That is up to you how you would like to respond.
xxii. Page 116 – CPP and CDP, Regional Director stressed RFI 07-07 Regional Minimum Standards and Boston Business Model
xxiii. Page 117 – Administration and Management and CTP, specific questions, pay attention
xxiv. Page 118 – Staff Resources Proposal – corporate support there is no mention of price or cost - Bidder Question: Don’t see Corporate Support. Answer: done in Staff Resources.
xxv. Page 119 – Past Performance and experience – Note New Firms with relevant experience
xxvi. Page 120 – Please pay attention to additional information in Section M, submit list of potential subcontractors
xxvii. Page 122 – Cost Justification – BMP, submit in CD using EXCEL 2003 or earlier version xxviii. Page 126 – Option Extension Information – inflationary rate currently at 1.4% after first of this year. This rate is subjected to change, OA and CTS inflationary rate is 1.4%
xxix. Page 130 – Oral Presentation – Offerors considered in the competitive range - orals scheduled for week of March 23 in Boston. If we do not have Orals, response to be done in written format and submitted to Boston Office for that particular sections. Will let you know what is to be decided. Should we hold Orals, we will let you know 3 weeks prior. If you want to see the room for Orals come one hour prior to time schedule no earlier. Regional Director emphasized understanding of work and RFI of section J-22. Contracting Officer stated will notify date of Orals, serious consequences of not showing up, there will be allowed 5 panel members and one IT person for laptops, you will be allowed one hour for oral presentation, no longer. Bring 10 copies of oral presentation. These will not be returned to the contractors. The government will keep one copy for records and destroy the rest.

xxxi. Page 135- Evaluation categories and points possible, Oral presentation – 20 points. Contracting Officer stated we have the right to award on initial proposal if it exceeds all expectations, so offerors should submit the best possible proposal.

xxxv. Page 140, Mr. Pendleton indicated the relative weights to be used for the OA and CTS automated scores in relation to the center operations automated score. For purposes of this procurement, the following percentages will apply: Center 70%, OA 15%, CTS 15%.
xxxvi. Page 141 - Cost Justification point structure xxxvii. Page 142 – G&A cost required on Cost Justification but discussion of services provided through G&A was added to the Staff Resources Proposal.
xxxviii. Page 143 – Transition Phase Out zero points
xxxix. Page 144 – Competitive Range, Selection for Award – gov’t has right to award on initial proposal received, without discussion or any opportunity to make an oral presentation so offerors should submit the best possible proposal. Regional Director stated the key person proposed for the proposal is the one to do the job there should be no switching out.
xl. Page 145 – Calculation and Evaluation of Cost xli. Page 146 – pay attention to this page, we will not go over it
5. Program Manager went over Section J-9 Career Technical Slot allocation/level and new TARS all part of handout
6. An electronic copy of attachment J17 National Staff Compensation Report Data will be provided on the 1st Amendment.
7. Questions and answers following tour:
a. Q: Is the Childcare development center unique in operations? A: No standard subcontracted services currently with CRT (Community Renewal Team)
b. Q: Are there Outcome statistics? Yes, they are available
c. Q: Can we get a listing of subcontractors? A: No they are unique to the contractor. Regional Director stated that a listing of partners is released in the TARs.
d. Q: Are bus tokens provided to non-residential students? A: Yes, transportation funds provided to students
e. Q: Are there college training off center? A: Yes it associated with the RFP
f. Q: All trades go to the colleges? A: No.
g. Q: Are there any MOUs? A: You will need to establish your own
h. Q: Where do we submit list of subcontracting? A: No requirement, but if submitted please include in the technical proposal under a separate tab.
i. Q: How many children are enrolled in the Child Care Center on average? A: 32
j. Q: Does the center operator provide any services for the Day Care Center? A: No, it’s whatever you want to bid. Only building location is provided.
k. Q: what is the current location of the OA/CTS offices? A: It will be in the amendment. Response: Both OA and CTS offices are located on the center.
l. Q: How many ESL students are enrolled on average? A: 10-12 average
m. Q: Does the center have cable service? Yes, it is available. It is your prerogative to do that.
n. Q: How are the students transported from the center to the Capital Community College? A: that will be part of your bid packet
o. Q: Does the Center currently hold an accreditations and/or CTT related certifications, such as NCCER, SACS, COE, etc.? A: that will be part of your bid packet, your choice to do so, does not transfer over
p. Q: Does the Center currently have any MOUs or MOAs in place with local secondary or post-secondary providers for concurrent GED/HSD services, ACT programs, or OCT programs? If so, will these MOUs or MOAs be provided? A: No, MOU not provided.
q. Q: What are the DOL approved Option Year Center Operations, OA and CTS respective budget amounts, excluding below the line amounts (CRA, etc.) for the current Hartford Job Corps Center contract? Response: DOL approved OA/CTS budget for current contract, can provide bottom line item-raw numbers only. Will not be in amendments. If you want individual numbers must ask separately, not posted.
r. Q: Security systems operational? A: Yes.
s. Q: Where is security located? A: In the reception area/administrative building
t. Q: Will you post a list of the attendees? A: No, this is not a requirement however if you need a list please submit that in writing.
8. Conclusion: Contracting Officer gave summary of the day’s events and thanked the Hartford Job Corps Academy for the guided tour; Contract Specialist distributed the Section J attachments. Contracting Officer reminded everyone proposals due 1/8/09 12:00 noon unless otherwise noted.
