Pre-Proposal Conference Minutes

August 15, 2008

The following are the minutes of the Pre-proposal Conference for the operation of the Exeter Job Corps Academy as published in RFP: DOLJ08RFP00002

The meeting was convened at 10:00 by OASAM Contracting Officer Edmond Pendleton.

1. Welcome: opening remarks were made by the Contracting Officer welcoming prospective bidders to the center.

2. Administrative matters & sign-in: the Contracting Officer indicated that in addition to the sign-in sheet attendees signed upon arrival, a sign-in sheet was being circulated to indicate additional information regarding what company each was representing and contact information.

3. Introductions: The Contracting Officer introduced the OA SAM and Boston Regional Job Corps staff in attendance.

4. Summary of Agenda: The Contracting Officer gave a summary of the day’s events and thanked Exeter Job Corps Academy for the guided tour.

5. RFP:

a. The Contracting Officer indicated that proposals were due in the OA SAM office in the JFK Federal Building in Boston, MA by 12:00 noon Wednesday, October 8, 2008.

b. The Contracting Officer cautioned the prospective bidders that in delivering proposals to the building, consideration is given to the security measures in the building that may delay admittance if hand delivering proposals. Plan time accordingly.

c. The Contracting Officer indicated that once this conference and tour were completed, all questions and/or communications regarding this request for proposal should be directed to the Contract Specialist (if telephonic) and then followed in writing to the Contracting Officer, or directly in writing to the Contracting Officer. Under no circumstances should anyone in the Office of Job Corps, nor anyone at the Center, be contacted concerning this proposal.

d. The Contracting Officer conducted a page-by-page review of the RFP.

i. Highlights:

1. pertinent points pertaining to OBS, ESL, vocational slots, OA/CTS goals

2. § G.1 Funding and Financial Administration. There was a change the Executive level rate changed to $191,300.

3. § G.5, G.6 and G.7 – Liquidated damages will apply to these three sections.

4. § J attachments were distributed at the pre-proposal conference since the Boston Regional Website is currently down. Any questions regarding these attachments should be directed to the Contract Specialist, Binh Kha.

5. § Attachment J-10 – Past Effectiveness should be sent to E. Thomas Pendleton.

6. § K: CCER certified companies can have their Annual Representations and Certifications downloaded from the ORCA website.

7. § L Instructions, Conditions, and Notices to Offerors or Respondents.

a. This is a cost plus incentive fee contract for Center, OA and CTS.

b. The Contracting Officer cautioned that any proposals submitted to not exceed the page limitations indicated in § L.7. Pages beyond the limit will be neither considered nor read.

c. There will be an amendment to the RFP regarding the Past Performance section. This section will be revised in the category of new firm with relevant experience or new firm without relevant experience. The offeror will have to classify themselves in the correct category. See pages 5 and 6 for the new language regarding this section.

d. The technical proposal should have no reference to cost.

e. The questions contained in L.7 are specific to Region One Job Corps and that careful attention must be paid when answering.

f. The Staff Resources section has changed. Services provided through G&A which was formerly included in the Business Management section will now be included in the Staff Resources Proposal. Accordingly the page limitation is increased from 10 pages to 15.

g. If you are a small business, a subcontracting plan is not required.

h. The Business Management Proposal must be submitted on CD-ROM or flash drive with the cost put on an excel spreadsheet as well as hardcopy. In the case of differences in the two versions of the document, the written (hardcopy) format will have precedence.

i. For the purposes of this RFP, the inflationary rate used in projecting costs shall be 1.4%.

j. ORAL Presentations. The Oral presentation section has changed. Oral presentation may occur but if they do not the offeror still has to submit answers to those questions found in Section L Page 129. If there are oral presentations, they will take place the week of December 1st, 2008. You can bring five people to the oral presentation and the maximum allotted time is 60 minutes, bring 10 copies of your presentation for the panel. Please contact the Contract Specialist with a list of items that you might need for the presentation, i.e. computer, overhead projector etc…

k. Original proposals will not be returned.

l. Please note that the initial RFP did not rflect the RFP number in block 3: That number is DOLJ08RFP00002

8. § M Evaluation Factors:

a. The Contracting Officer reviewed the points and evaluation factors associated with this RFP.

b. The Contracting Officer indicated the relative weights to be used for the OA and CTS automated scores in relation to the center operations automated score. For purposes of this procurement, the following percentages will apply Center 70%, OA 15%, and CTS 15%.

c. Section L is revised to state that at the conclusion of the procurement, one set of proposals will be retained for the official contract file and the remainder will be destroyed. Accordingly since no proposals will be returned to offerors reviewers will be able to make notations in the proposals they review.

The Contracting Officer indicated that he could award the contract on initial proposal without going through oral presentations so make sure that you submit the best possible proposal

Center Tour conducted 11:00 – 11:40pm

Questions:

1. What is the deadline for questions? The deadline for questions regarding this RFP is due Friday September 26th, 2008.

2. Are there changes in the allotted points in the staffing section? No there is no change from previous RFP’s.

The Contracting Officer thanked all of the prospective bidders for attending and reiterated the date the proposals are due which is October 8, 2008 by noon.

Conference adjourned 11:55 pm.

3. Past Performance and Experience

a. Definitions

For purposes of this section of the procurement, the following definitions apply:

a. New Firms With Relevant Experience: For proposal submission purposes new firms shall include the following:

· an organization that has not operated a Job Corps center operations contract as the prime contractor within the three (3) years prior to the proposal submission date.

· new Job Corps center contractors who have held a center contract as the prime contractor for less than one year within the three years prior to proposal submission, (i.e. contractors that do not yet appear in the Job Corps Center Automated Past Effectiveness system),

· firms that have never had a contract with Job Corps,

· subcontractors on any Job Corps contract,

· Job Corps OA/CTS contractors that have not held a center contract within the past 3 years,

· organizations whose principals individually possess Job Corps experience, and/or,

· an organization which has held a contract to provide other Job Corps related services.

b. Experienced Job Corps Center Contractor: an organization that currently holds one or more prime contracts for Job Corps center operations or has held such a contract for more than one year within the 3 years prior to the proposal submission date. (To be considered an Experienced center contractor, a firm must appear in the Job Corps Center Automated Past Effectiveness system.)

c. New Firm Without Relevant Experience: a new organization or entity whose principals have never performed work for others that is relevant to the requirements of this RFP.

b. Submission Requirements

(1) Both New Firms With Relevant Experience and Experienced operators (as defined above) must provide a list of contracts (including contract numbers) and programs that they currently operate or have operated within the past three years.

(2) Experienced operators may submit up to 5 pages of information for consideration, which describes problems encountered and corrective actions taken on contracts within the past 3 years.

(3) New Firms With Relevant Experience: For purposes of this solicitation, new firms as defined above, should submit the information described below, regarding work performed by the current organization, its key personnel, as a subcontractor, or as part of a team or joint venture.

a. Past Effectiveness: Each offeror shall send a copy of the Past Experience/Effectiveness Confirmation Questionnaire (See Section J) to each organization, including agencies of State and Local governments and commercial customers, with whom, the offeror has had a contract within the last three years. Offerors need not request Past Experience information for any current contract performed for less that 6 months prior to the proposal submission date. The offeror shall instruct the respondent of the Questionnaire to forward the completed questionnaire to the address identified on the face sheet of the Past Experience/Effectiveness Confirmation Questionnaire.

b. Past Experience: The offeror will prepare and submit a Relevant/Transferable Skills Matrix (See Section J). The matrix should be prepared in such a manner as to allow for the matching and evaluation of the relevant and transferable skills identified on the offeror’s list of contracts (see b1 above).

These documents shall be used to assess and evaluate the offeror's skills and experiences that are relevant/transferable to the scope, complexity and content of the requirements of the Job Corps procurement.

(4) New Firms Without Relevant Experience: No submission is required for this section. However, in the proposal transmittal letter the offeror shall attest to the fact that neither the firm nor its principals possess experience relevant to the requirements of the RFP and that no proposal section on Past Effectiveness is included within the proposal submission. (See Section M for evaluation of offerors with No Relevant Experience.)
