D.1 STATEMENT OF WORK (SOW)
The U.S. Department of Labor, Employment and Training Administration, Office of Job Corps, provides comprehensive career technical training (CTT), academic, social skills training, and job placement and transition services in a residential campus environment for at-risk youth ages 16 to 24. Job Corps centers are located in 125 locations across the United States and Puerto Rico. The goal of the Job Corps program is to provide its students with opportunities for entry into career pathways and economic self-sufficiency. Learning in a safe and secure residential environment is a top priority in Job Corps.
Job Corps currently maintains a toll-free number (1-800-733-JOBS) that is primarily dedicated for purposes of enrollment in Job Corps. Secondary uses for that number include employer inquiries, fulfillment of program brochures, and general feedback and assistance. The new Job Corps toll-free number is designated as a hotline and will be dedicated to handle calls of urgent nature or calls that relate to the safety and security of Job Corps students and staff. Whistleblower calls may also be received at this new toll-free number. Calls may be received confidentially or anonymously.
The contractor shall provide remote assistance and support to Job Corps constituents – students, staff, and others as needed – by receiving and addressing safety and security-related issues and receiving whistle-blowing information. Services will be delivered and facilitated remotely via telephone, text, email/internet. Incoming calls will be received via a toll-free “hotline” number. Some callers/contactors may prefer not to provide their identity. The contractor shall ensure that all calls to the toll-free hotline number and conversations are recorded and that records and contents of all electronic communications will be maintained and are readily accessible for review. The contractor shall provide professional staffing, technology systems, implementation of approved response protocols based on category of call and/or level of urgency, and will maintain and assure service quality at all times. The contractor also will design methods to follow and document issue resolutions. As this toll free number will function as a hotline with callers presenting safety issues, staff providing remote services must have training and experience that includes areas of urgency-based counseling and communications, psychology, behavioral health, problem resolution, and related areas.
The contractor shall work closely with the National Office of Job Corps and Job Corps Regional Offices, and center operators, and will be expected to work with other contractors, as appropriate, throughout the life of the contract.
In undertaking the tasks for this contract, the contractor shall always consider the needs of the Job Corps’ student population, national and local considerations, Job Corps policy, and administrative priorities.
D.1.1 BACKGROUND
Job Corps is the nation's largest residential educational and career training program for youth ages 16 through
24. Each year the program serves approximately 60,000 young men and women at 125 centers across the country and in Puerto Rico, most of which are residential facilities. Most Job Corps students learn, train, and live on-center during their enrollment in the program. Established in 1964, Job Corps is currently authorized under Title I-C of the Workforce Innovation and Opportunity Act of 2014, and is administered by the Job Corps
National Office with oversight of Job Corps centers conducted primarily through federal regional offices located in: Boston, Massachusetts; Philadelphia, Pennsylvania; Atlanta, Georgia; Chicago, Illinois; Dallas, Texas; and San Francisco, California. Job Corps delivers a continuum of services designed to provide enrollees
D-2 with skills and credentials leading to employment, apprenticeship, and post-secondary education. Program participants must meet specific eligibility criteria related to age, income, citizenship, and other requirements.
Job Corps centers are open 365 days a year with a 24-hour, 7-day per week coverage of center operations.
Today’s campus-based environments require vigilance in providing continuous safety and security coverage.
The U.S. Department of Labor has undertaken comprehensive actions to contribute to this goal in Job Corps. A dedicated safety hotline will support input from students and center staff to help ensure safe and secure campuses and learning environments.
This contract will support Job Corps’ commitment to providing safe and secure environments for students and staff by:
1. Providing licensed professional staff skilled in the effective delivery of counseling, social work, behavioral health, psychology, and related services; issue resolution and follow-up; knowledge of laws, law enforcement, and community-based services; and effective documentation and reporting.
2. Providing a system to assure quality in receipt and effective handling of issues and concerns, received and addressed remotely via telephone calls, texts and emails.
3. Developing recommendations for, and implementing, approved protocols to follow in assessing level of urgency and addressing issues as appropriate.
4. Developing a training program to ensure safety hotline professionals meet appropriate guidelines to provide services in accordance with Job Corps programming, policies, and procedures, and applicable laws and regulations, and in order to avoid liability claims and issues.
5. Following protocols that meet appropriate guidelines to handle a wide range of situations and information.
Some protocols may invoke federal regulations, such as reports of wrongdoing (e.g., whistleblower disclosures).
6. Operating within approved performance metrics for response resolution times, and providing monthly data-driven analysis and reports.
7. Providing remote services around the clock, seven days a week, 365 days a year, through a text-enabled toll-free number, and dedicated secure email, with contract staff working together at a single dedicated location, and with equal access to persons located in all 50 states in the United States and Puerto Rico, with a contingency plan to continue services if regular services are interrupted. The toll-free number itself has been identified by the U.S. Department of Labor; all toll-free number, texting, and email/internet operational costs will be funded through this contract.
D.1.2 PROJECT DESCRIPTION
Activities under this contract are designed to establish, implement, and maintain dedicated Job Corps safety and security assistance. Services provided and facilitated through this contract will be provided remotely through a toll-free number that is text enabled, and a dedicated email address. These activities will help to ensure that Job
Corps is administering a national resource for reporting and appropriate handling of safety-related issues and concerns.
