About this file
This is a Q&A document for RFP DOI26002-ACTUARIAL issued by the State of Delaware Department of Insurance seeking actuarial consulting services on a department-wide basis. The Department is requesting proposals for a single firm to provide comprehensive actuarial consulting services across multiple insurance lines, including property and casualty rate filing reviews, workers compensation analysis, captive application reviews, accident and health rate filings, life and annuity form filings, and value-based health care delivery consulting. The scope is divided into Discrete Billable Services provided on a regular and recurring basis and Discretionary Non-Billable Services provided as-needed. Questions were due June 29, 2026, with proposals due July 16, 2026 at 4:00 p.m. local time. Award notification is estimated for August 17, 2026. The contract term is three years with two optional one-year extensions, totaling a potential five-year commitment.
Historical workload data indicates the Department processed approximately 190 property and casualty filings and 1,808 commercial filings in calendar year 2025, with life and annuity form filings totaling 525 filings annually. The incumbent vendor is INS Consultants, Inc., which has continuously provided actuarial services to the Department since 2016 under Contract DOI16001-ACTUARIAL_SERVICES. The Department does not prescribe a specific pricing structure and allows vendors to propose pricing formats by service category, personnel level, fixed fees, or alternative structures. Proposals are evaluated on experience and education in actuarial services (45 points), demonstrated ability to perform services and meet deadlines (25 points), administrative structure and approach (10 points), business references (10 points), and financial terms (10 points). The Department reserves the right to award to multiple vendors if determined to be in the State's best interest, make partial awards, or reject any or all proposals. Vendors must obtain commercial general liability coverage of $1 million per occurrence/$3 million aggregate and professional liability or errors and omissions coverage of $1 million per occurrence/$3 million aggregate.

“the State may award a contract for a particular professional service to two or more Vendors…” and “The State reserves the right…to make partial awards, to award to multiple Vendors…”
Would the Department seriously consider awarding separate contracts to multiple vendors by service area under this RFP, such as awarding property/casualty actuarial services to one vendor and life/health/captive or other actuarial services to another vendor, or would the Department only consider this if no responsive full-service proposal is received?
Yes, if doing so is determined to be in the best interest of the Department.
IV.C.2.
Proposal Selection Criteria
2 10-11
“Demonstrated ability to perform the services referred to under the Scope of Services, set forth in Appendix B, including how the Vendor will be prepared promptly to meet tight deadlines and provide reports and invoices to the
Department in a timely fashion.”
If a vendor proposes only a subset of Appendix B services, how will the Department score the 25-point criterion for demonstrated ability to perform the services? Will the vendor be scored based only on the services it proposes to provide, or will it be penalized for not offering the full Appendix B scope?
The Department will evaluate each proposal based on the services the vendor proposes to provide. Vendors submitting proposals for a subset of services will be scored on their demonstrated ability to perform those specific services. Vendors will not be penalized for proposing only a portion of the scope. The RFP User Group will review each submission in its totality and apply the 25-point criterion to the vendor’s proposed functions in accordance with the RFP’s evaluation methodology.

Would a property/casualty actuarial consulting firm with insurance company clients be considered eligible for award if it discloses those relationships and manages any conflicts appropriately?
Please clarify whether such relationships are evaluated as disclosures, scoring considerations or potential disqualifiers.
