About this file
This document is an Addendum (#1) to a Professional Services Request for Proposal (RFP) issued by the Delaware Department of Correction (DDOC) for Contract No. DOC25031-PRCM, specifically for Post Release Case Management (PRCM) services. The RFP is focused on providing case management services in New Castle County, with one case manager anticipated to handle up to 30 clients at any given time during the contract term. The estimated notification of award date is November 14, 2025 (corrected from a previous typo), and the services are limited to New Castle County at this time. The case manager will be expected to collaborate with various healthcare providers, security staff, and community networks, and will have access to facilities prior to client release for reentry planning.
The current budget allocated for these PRCM services is $79,424.50, which is inclusive of all costs. The incumbent provider currently assigns one PRCM staff member to meet program needs. The PRCM is required to enroll and utilize the Delaware Treatment and Referral Network (DTRN) to initiate and track referrals to community providers. The RFP emphasizes that the contract is not for any information technology solutions and has strict requirements regarding staffing, including a prohibition on utilizing staff located outside the United States. Bidders are instructed to submit their budget proposals using Appendix C of the RFP, and the service will operate out of the provider's office, a DDOC facility, or remotely via a vehicle, providing services Monday through Friday, excluding federal and state holidays.
