SCOPE OF WORK

Replace Localize Shelter, DLV LOC RW28 Dannelly Field Airport; Montgomery, Alabama

1.0 GENERAL

All work is located on the airfield inside the airfield operational area (AOA) of the Dannelly Field Airport. DLV LOC serves Runway 28. The existing LOC has an 8'x16' fiberglass shelter that is in poor condition. There is a gravel parking area with gravel around the shelter on the work site. The FAA would like to solicit proposals to replace this shelter with a new 10’ x 16’ fiberglass Dupont shelter.

2.0 SCOPE OF WORK

The Contractor shall perform the following work:

1. . Install (1) new 10' x 16', Government furnished, fiberglass, Localizer equipment shelter. New interior of the shelter will be pre-equipped with LOC Transmitter equipment, basic electrical distribution, grounding, and ventilation from the factory. A new minisplit air conditioning unit will be included with the shelter that must be installed by the contractor. Remove old shelter and dispose off-site. Remove existing concrete grade beam foundations and replace with concrete grade beam foundation per drawing C001. Connect existing underground power feed to the shelters interior disconnect utilizing 2” rigid galvanized steel (RGS) conduit.

A. The delivery of the new shelter to the job site will be coordinated by the FAA Resident Engineer (RE) after a contractor selection has been made. Offloading is required to be provided by the contractor when the shelter arrives.

B. A facility outage will be coordinated by FAA RE for the DLV LOC facility with Technical Operations and Air Traffic services.

C. The FAA will be responsible to relocate the existing LOC electronic equipment from old shelter to the new shelter. The contractor shall provide assistance to the FAA and allow feasible access to the two shelters which should be located next to each other.

D. The contractor will be responsible to remove battery UPS, flight check antenna, remote monitoring antenna and installing them on the new shelter with new nuts, bolts and hardware, which includes new RGS conduits and fittings.

E. Install a new 2 inch conduit from the existing electrical handhole to the shelter. If possible pull back and run existing conductors through new conduit to the new shelter and reconnect. If unable to reconnect with existing cable install 3 new 3/0 conductors and one new 3/0 ground from the existing handhole to the new shelter disconnect located inside the shelter and splice the new cables to the old within the handhole using Scotchcast 82-A splice kit.

F. Coordinate and provide a crane service to offload the new shelter and placement on the new foundation. Approximate weight of new shelter is 9,000 lbs. A spreader bar will be required. These two picks may require two separate crane rentals depending on the shelter delivery. Coordination should be discussed during the preconstruction conference.

G. Completely remove old shelter from Airport Property and dispose of it. Remove all remaining metal parts, conduits, fixtures, lights, air conditioners and, take them to a recycling facility. Provide the FAA a receipt of the proper disposal of the shelter and appurtenances.

H. Install a new grounding counterpoise per the attached grounding drawing E001. All grounding bonds shall be by exothermic welds.

I. Construct a new foundation consisting of three 24” x 120” x 36” concrete grade beams with half of the 36” of the thickness being below grade. The new foundation shall be positioned to allow anchor bolts to be aligned with DuPont shelter skids, coordinate this with the onsite RE. Remove and dispose of the old grade beam foundation offsite. The concrete shall be 3000 psi with #4 on 12” centers each way. Refer to drawing C001 for foundation details.

J. Provide (4) new ¾” galvanized anchor bolts and nuts with 1/2” galvanized plates to tie down the shelters I-beam skids to the slab. The anchor bolts shall either be J-bolts or straight bolts epoxied with Red Head Epoxy Anchoring System (NEWG5/22) or Strong-Tie Epoxy Anchor Adhesive (SET-XP22-G). In the case of J-bolts they shall be embedded 8” in the concrete and cast in the concrete where the hook is under the rebar and tied together. In the case of Epoxy, utilize the detail of drawing C001.

a. Remove current steel door step and replace with a new concrete doorstep. Doorstep to be made of 3000 psi concrete reinforced with #4 rebar spaced 12 inches on center each-way and sized as per drawing C001.

K. Re-Install power feed conduit to shelter. Route power feed around shelter from current handhole access point to enter through tri-compartment box. Provide any new junction boxes, fittings, wire, and other small parts required. Energize main power and test run lights and HVAC.

L. The contractor shall pull back the LOC array cables and intercept the conduit below grade in order to connect the conduits to the underside of the tri-compartment box located on the exterior of the shelter. The conduits should be of the same size threaded RGS. The array cables should be pulled into the tri-compartment box and coiled for future FAA termination. In the event that the existing control cable cannot be rerouted appropriately they will be replaced for the entire run between the LOC array and shelter (300 ft) with 3 contractor furnished ¼ in Heliax cables.

M. Re-install the building grounding system. Re-mount the existing grounding plate to a suitable location on wall. Connect building ground plate conductors to new counterpoise.

N. Install new lightning air terminals provided with the shelter in accordance with the Drawings. Connect air terminals to grounding counterpoise with threaded Thompson brand grounding cable.

O. Re-install exterior conduit penetrations, cables, and, pull boxes. Make all necessary penetrations through building walls. Seal around all exterior penetrations with high quality 100% silicone caulk to insure a leak proof installation. Re-attach equipment racks, control boxes, junction boxes, battery UPS, antennas, and other items. Pull all existing antenna cables, & control wires back inside the proper enclosures.

P. The FAA will make all final control and antenna terminations to GS electronics equipment.

Q. Prior to terminating the new cables all cables must be tested for resistance and meggering in the presence of the FAA COR and per the attached FAA Megger Test Form.

R. Intercept the existing antenna monitoring cable outside of the shelter in the exterior junction box. Protect the cable line while the shelter is being replaced. Assume the line to be direct buried. Utilize the existing cable to reconnect to the monitoring equipment inside the shelter. Provide new 24” by 24” NEMA 3R junction box mounted to the outside of the shelter to replace the existing. Replace the stub with new 2” RGS conduit. In the event the cable comes out too short after relocation, install a matching communication cable jumper between the junction box and the communication equipment inside the shelter.

2. Remove all vegetation within the existing gravel around the shelter. Provide (8) cubic yards of granite or lime graded aggregate base meeting the gradation chart below. Blend new rock and old rock together in a smooth continuous fashion using an iron rake to level out any high and low spots. Placement of the GAB should be per the FAA COR’s direction.

3. Clean up and restore site. Remove all old materials, waste, & debris. Wipe interior & exterior of new shelter. Clean the shelter with soap and water and remove any oxidation from the shelter per manufactures recommendations. Wax the exterior of the shelter with a hard Carnauba wax.

2.4 SUBMITTALS

A. Work Schedule – Detailed schedule showing activities at each of the 3 sites B. Safety and accident prevention plan C. Electrical safety Lock Out Tag Out plan D. List of workers and subcontractors E. Bonding and Insurance F. Montgomery Airport Authority Construction Permit G. Concrete, rebar, & gravel H. I. Wire, conduit, electrical connectors, split bolts, fasteners, unistrut, cad-weld materials, and all other electrical materials.

K. Equipment list, details about crane, or other high lift equipment.

3.0 GENERAL REQUIREMENTS

A. All work is on the airfield inside an AOA. Contractor will be subject to all rules and regulations that apply to persons working on Dannely Field Airport & Industrial Authority property.

B. The Contractor will stage work in a manner that minimizes the LOC outage duration and per Operational Risk Management (ORM) documentation. The contractors schedule will be reviewed and approved by the FAA COR. No work shall start until the contractor has an approved schedule.

C. All construction materials needed will be on hand before the facility outage starts.

D. All materials used must be approved by the FAA before the Notice to Proceed.

E. Work schedule shall be coordinated and approved by the FAA, Dannely Field Airport, Montgomery SSC and the AOCC.

F. The Contractor shall repair any damage done by him or his subcontractors to any entity, at his cost.

G. The Contractor must provide FAA with a safety and security plan before any work begins. Plan will include procedures for accident prevention, emergency procedures, and phone number & map to nearest emergency medical facility.

H. Personnel working on site shall be required to show a valid State Issued I.D. and will be required to check in and out with Dannely Field Airport & Industrial Authority Security daily.

I. The Contractor's Superintendent shall be present at the job site during all times work is performed. The Superintendent shall carry a two way radio and cell phone and, be prepared to make and receive calls to & from the FAA at all times while on work site.

J. Prior to the NTP the contractor must go through the Airports badging process to secure a sufficient number of badges for his crew, subcontractor and any material deliveries to the site.

3.1 WORK HOURS AND CONDITIONS

· The work will be performed during daylight hours between 7:00AM to 5:00PM. Monday thru Friday. Weekend work will not be permitted unless specifically allowed by the FAA RE.

· The Contractor’s vehicles shall be equipped with radios capable of transmitting to and receiving from FAA ATCT Tower. Appropriate insurance is required to operate contractor vehicles within the AOA.

· The Contractor will report & coordinate each days work in advance with an FAA RE.

4.0 PRE BID SITE VISIT

The Contractor is expected to carefully examine areas of the proposed work, to see first hand the extent of work involved. The submission of a proposal will be considered evidence that the bidder has made such examination and is satisfied as to the conditions to be encountered in performing the work. All site visits must be coordinated in advance. The FAA Contracting Officer will provide a date for one official site visit with the COR. If any additional site visits are needed, the Contractor must give the COR at least 14 calendar days advance notice before appearing on site. All visitors must be escorted by an employee of the FAA, Montgomery SSC, or other authorized personnel.
