Statement of Work (SOW)

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to provide Walk Behind/Riding Sweepers, as defined in this SOW.

1.2 Background: The primary mission of the Defense Logistics Agency (DLA), Installation Support is to directly provide services for Disposition Services. Disposition Services function is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA Disposition Services and Installation Support are headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to acquire new industrial equipment at several DLA Disposition Services within the Continental United States (CONUS).

1.2.1 This requirement is for the purchase and delivery for industrial equipment as described below at various DLA Disposition Services locations.

1.3 Delivery Timeframe: Delivery shall be complete 60 days after date of award.

1.4 General Information:

1.4.1 Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall not deliver on these days:

1.4.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

1.4.3 Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the contractor when the CM is absent, shall be designated in writing to the KO. The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The CM shall work through the KO, to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.

2.0 Definitions and Acronyms:

2.1 Definitions:

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2 Contracting Officer (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

3.0 Requirements: The contractor shall:

3.1 Purchase and Deliver Electric Walk-Behind Sweeper - Nilfisk SW900 or equivalent – Contract Line Item (CLIN) 0001. The contractor shall purchase and deliver walk-behind Sweeper. The machines shall meet the following minimum salient characteristics:

3.2 Purchase and Deliver Diesel Powered Riding Sweeper – Advance SW800 or equivalent – Contract Line Item (CLIN) 0002. The contractor shall purchase and deliver Diesel Powered Riding Sweeper. The machines shall meet the following minimum salient characteristics:

Cleaning path - Single Side Broom: at least 65 in (165 cm) Cleaning path - Dual Side Broom: at least 77 in (196 cm) Main broom length: at least 50 in (127 cm) Side broom diameter: at least 26 in (66 cm) Debris hopper volume: at least 14 cub. Ft. 3.3. Purchase and Deliver LPG Powered Riding Sweeper - Advance Proterra 5130 or equivalent – Contract Line Item (CLIN) 0003. The contractor shall purchase and deliver LPG Powered Riding Sweeper. The machines shall meet the following minimum salient characteristics:

Cleaning path - Single Side Broom: at least 51 in (128 cm) Cleaning path - Dual Side Broom: at least 64 in (162 cm) Main broom length: at least 35.5 in (90 cm) Side broom diameter: at least 21.7 in (55 cm) Debris hopper volume: at least 11 cub. Ft. 3.4 Purchase and Deliver Electric Powered Riding Sweeper - Advance Proterra 5130 or equivalent – Contract Line Item (CLIN) 0004. The contractor shall purchase and deliver Electric Powered Riding Sweeper. The machines shall meet the following minimum salient characteristics:

Cleaning path - Single Side Broom: at least 51 in (128 cm) Cleaning path - Dual Side Broom: at least 64 in (162 cm) Main broom length: at least 35.5 in (90 cm) Side broom diameter: at least 21.7 in (55 cm) Debris hopper volume: at least 11 cub. Ft. 4.0 Familiarization Training: Each Machine delivered shall include familiarization training upon delivery to the end user. The training shall include but not be limited to:

· Daily operator startup and shutdown procedures

· Initial system startup including identifying and filling of all fluids

· Daily and periodic preventative maintenance requirements and visual checks

· Operator Safety overview

· Operator Controls and indicators overview

· Machine limitations and common operator errors that cause damage or premature wear on marts parts/systems

· Attachment and detachment of all tools, parts, and attachments delivered with the machine that can be used during operation

5.0 Equipment Handoff: The contractor will be responsible to hand-off all equipment delivered under this contract to each gaining unit. The contractor shall perform the hand-off and activate the vehicle warranty. The hand-off effort includes:

a. Assembly of the vehicle to its fully operational configuration. All tools and equipment required to complete the assembly will be the contractor's responsibility.

b. Inventory of any material shipped with the vehicle, e.g., technical publications, special tools, initial service kits.

c. Activation of the warranty, which includes stamping the effective date on the vehicle warranty data plate, discussing with the site the terms and details of warranty administration, and familiarizing the site with the vehicle operation and controls so that they can safely operate and move the vehicle until full training is conducted.

In order for the contractor to successfully hand of the sweepers and receive payment, the contractor shall conduct a joint inspection with Government personnel to verify that all CLINs are 100% accounted for prior to hand-off completion. The contractor shall complete and sign the provided DD250 with Government personnel and attach the completed form in WAWF prior to acceptance for payment. A picture of the data plate with serial number shall be attached to the invoice prior to Government acceptance.

6.0 Equipment Warranty: This equipment shall come with the manufacturer’s standard equipment warranty. If the equipment purchase order includes training, the warranty date shall begin on the training completion date. If the purchase order does not include training, the warranty date shall begin on the date of hand-off completion.

7.0 Delivery Destinations: Contractors shall price items on the bid schedule to include all packing/shipping charges to the locations below. The contractor shall provide a bi-weekly shipping status update, after first shipment, to DLA’s program management and transportation offices. This update shall include serial numbers of equipment, model, shipping status, and final destination with estimated delivery date (EDD). The contractor shall coordinate with DLA Disposition Services site, conduct a pre-delivery meeting with the Site Manager, provide all labor, and deliver all material and equipment to the DLA Disposition Services locations. 8.0 Points of Contact

POCs for all locations will be provided upon award.

9.0 Disorderly Conduct: Disorderly conduct, such as use of abusive or offensive language, quarreling, intimidation by works or actions, or fighting will not be condoned. Contractor employees shall not participate in disruptive activities that interfere with normal and efficient Government operations.

10.0 Intoxicants: The contractor shall not allow any employees, while on DLA Disposition Services sites to possess, sell, consume, or be under the influence of intoxicants, illicit drugs, or any other incapacitating agent that produces similar effects. The KO/POC shall require the contractor to remove from the job site, any contractor employee found under the influence of intoxicants, illicit drugs, or incapacitating agent during his tour of duty.

11.0 Criminal Actions: Contractor employees shall be subject to prosecution for criminal actions. These shall include, but are not limited to, the following:

· Falsification, unlawful concealment, removal, mutilation, or destruction of any official documents or records, or concealment of material facts by willful omission from official documents or records.

· Theft, vandalism, immoral conduct, or unauthorized use of Government property.

· Unethical or improper use of official authority or credentials.

· Misuse of weapons, including possession of weapons on the DLA Disposition Services Tucson premises.

· Violations of State laws, such as traffic offenses, which have been assimilated and are enforced through the U.S. Magistrate Court System.

12.0 Personal Protective Equipment (PPE): The contractor shall be responsible for equipping their personnel with the proper PPE required to perform safely. PPE is defined as equipment and supplies to protect the human body, inside and out, from harm/injury/illness occurring in line with the contract. PPE may include, but is not limited to: Goggles, ANSI approved Safety Toe Boots, Leather Gloves, Hearing Protection, Face Masks (dust).
