STATEMENT OF WORK

Senior Accountant

1.0,,Background

UNICOR, Federal Prison Industries (FPI) is a wholly owned Federal

Government Corporation with factories throughout the United States in approximately 50 Federal Prisons. FPI is a non-appropriated Federal

Agency and manufactures various products for sale to other Federal

Agencies and DOD. FPI operates an SAP ERP system that is the system of record for financial records, sales orders, procurement actions, and material tracking.

FPI has the need for one (1) Senior Accountant to provide services for the Corporate Reporting Group at Federal Prison Industries.

2.0,,Purpose:

The purpose of this contract is to provide Corporate Financial Statement monitoring and optimization expertise in Federal Prison Industries (FPI) business process, in support of training new Corporate Accountants of

Federal Prison Industries. All of these areas require specific knowledge of FPI business processes and/or the FPI IT environment, including knowledge of operations of the SAP system in a corrections environment.

3.0,,Scope/Tasks:

SCOPE:

The scope of this task order is for the Contractor to assist FPI

Financial Management Branch with training new Corporate Accountants as well as provide senior-level knowledge of the General Ledger module in use by FPI. Respondents require extensive knowledge of FPI current financial system. Knowledge of FPI business processes as it pertains to the FPI SAP Hanna system, including specific knowledge of FPI business processes in the General Ledger module and/or Third Party

Interfaces is required as well as configuration of SAP in a corrections environment for inmate security. The Contractor will assist with generating routine reports, designing automated systems of accounting and reporting, including their implementation and maintenance. The

Contractor is required to provide knowledge transfer to current FPI staff.

Tasks:

The Contractor must perform the following tasks:

a.,,Provide training on preparation of FPI’s government statements.

b.,,Assist during FPI’s monthly and quarterly closeout.

c.,,Design and implement internal system controls (preventative and detective) to provide quality assurance over financial data.

d.,,Review and maintain all financial systems policies and procedures e.,,Collaborate with IT and financial staff for any needed changes.

f.,,Troubleshoot and fix finance related system issues.

Knowledge, Skills and Abilities

1.,,Demonstrated knowledge of both SAP HANA system in a corrections environment and Government Reporting.

2.,,3 years' experience with SAP Analysis for Microsoft Office within a corrections environment.

3.,,3 years' knowledge/experience with FPI’s Policies and procedures.

The contractor must provide possess exceptional written and verbal communication skills with the ability to independently interact with other FPI staff and managers. The contractor must work collaboratively with FPI staff in an effort to ensure that FPI staff are well-versed in the areas of ERP.

EDUCATION/EXPERIENCE/CERTIFICATIONS:

Contractor employees, deployed with FPI, must be US Citizens and have the ability to obtain a security clearance.

Provide senior-level expertise in FPI business process and provide training to new FPI accounting staff. Assist with generating routine reports and designing automated systems of accounting and reporting, including their implementation and maintenance.

Perform tasks listed in the Task section of SOW as assigned in coordination with the Controller, or designee. Provide a weekly status report to the CO & Controller of tasks completed during the week and upcoming initiatives. Participate and complete training requirements as needed. Training requirements will be coordinated by CO & Controller.

6.0,,Government Furnished Property

Government will provide necessary FPI equipment, not limited to a government laptop, printer and telephone to complete work. FPI agrees to ship equipment to Contractor via Fed Ex or other traceable means.

Contractor will sign proof of receipt of equipment and send notification to FPI, to the attention Controller. FPI will cover all shipping cost.

7.0,,Security

The services performed may be accomplished on property of the U.S.

Government, Bureau of Prisons. Work may be inside the secure area of a

Federal Prison. Contractor may be in contact with Federal Prisoners who are under the supervision of FPI staff. There are strict rules and regulations which must be adhered to by all persons performing duties within the perimeter of the Institutions. The Contractor and their personnel providing services at the Federal Correctional Institutions'

1620000014 on behalf of the Contractor shall adhere to all regulations prescribed by the Institution at all times. Contractor may be terminated if any security policies or procedures are violated. The determination that a security policy has been violated will be at the sole discretion of FPI and the decision may not be challenged by the contractor. Unless individual waivers are obtained under procedures outlined in the U.S.

Department of Justice, Federal Bureau of Prisons, Program Statement

3000.01, the following investigative procedures will be applied to the

Contractors employees working under the terms of the proposed contract:

NCIC (National Crime Information Center) DOJ-99 (Name Check)

FD-259 (Fingerprint Check) Law enforcement Agency Check

Security Clearance must be obtained by each employee before being permitted to work on site. Subcontractors and "relief" employees will be subject to the same investigative procedures as the primary contractor and his/her employees.

NOTE: Contractor shall take into account that daily time delays may occur due to security checks when entering and exiting Federal

Correctional Institute and shall not be construed as Government delays in performance of the contract.

8.0,,Place of Performance

Work may be performed on a "tele-work" basis. Work may also be performed at FPI sites, as needed. Travel to Central Office UNICOR Headquarters

400 Frist Street NW, Washington DC 20534 may be necessary. Intermittent travel required to support SAP HANA upgrade, as determined by Controller or Deputy Controllers. Government will not provide office space, although work space will be provided for work performed on-site and/or on travel status.

9.0,,Period of Performance.

The term for this contract shall be for one (1) year from the date of award and may extend four more year, including all options.

10.0,,Travel and Lodging

Costs for required and approved travel in support of the contract will be reimbursed by UNICOR. Expenses for transportation, lodging, meals, and incidental expenses incurred by contractor personnel on official

31.205-46. Contractor will bill applicable per diem in accordance with the Federal Travel Regulations (FTR) in effect at the time the travel is performed.

COVID-19 Contractor Protocols - Update

Executive Order (EO) 14042, Ensuring Adequate COVID Safety Protocols for

Federal Contractors that requires Federal contractor employees to be vaccinated. The actions directed by the EO ensure that parties who contract with the Federal government provide COVID-19 safeguards in workplaces with individuals working on or in connection with a Federal government contract or contract-like instrument. These workplace safety protocols apply to all covered contractor employees, including contractor or subcontractor employees in covered contractor workplaces who are not working on a Federal government contract or contract-like instrument.

COVID-19 Contractor Protocols

In accordance with the EO, the Safer Federal Workforce Task Force (Task

Force) issued guidance on workplace safety protocols that will be required of contractors and subcontractors. Pursuant to this guidance, and in addition to any requirements or workplace safety protocols that are applicable because a contractor or subcontractor employee is present at a Federal workplace, Federal contractors and subcontractors with a covered contract will be required to conform to the following workplace safety protocols:

1. COVID-19 vaccination of covered contractor employees, except in limited circumstances where an employee is legally entitled to an accommodation

Covered contractors must ensure that all covered contractor employees are fully vaccinated for COVID-19, unless the employee is legally

1620000014 entitled to an accommodation or other exception. Covered contractor employees must be fully vaccinated no later than January 18, 2022, unless excepted consistent with this Notice. After that date, unless excepted, all covered contractor employees must be fully vaccinated by the first day of the period of performance on a newly awarded covered contract, and by the first day of the period of performance on an exercised option or extended or renewed contract when the clause has been incorporated into the covered contract. Contractor employees working on a covered contract from their residence also must comply with the vaccination requirement for covered contractor employees.

A covered contractor may be required to provide an accommodation to covered contractor employees who communicate to the covered contractor that they are not vaccinated against COVID-19 because of a disability

(which would include medical conditions) or because of a sincerely held religious belief, practice, or observance. A covered contractor should review and consider what, if any, accommodation it must offer. Requests for “medical accommodation” or “medical exceptions” should be treated as requests for a disability accommodation.

Should a component have an urgent, mission-critical need for a covered contractor to have covered contractor employees begin work on a covered contract or at a covered workplace before becoming fully vaccinated, the

Justice Management Division, in consultation with the affected component, may approve an exception for the covered contractor —in the case of such limited exceptions, the covered contractor must ensure these covered contractor employees are fully vaccinated within 60 days of beginning work on a covered contract or at a covered workplace. The covered contractor must further ensure that such employees comply with masking and physical distancing requirements for not fully vaccinated individuals in covered workplaces prior to being fully vaccinated.

The covered contractor must review its covered employees’ documentation of their vaccination status. Covered contractors must require covered contractor employees to show or provide their employer with one of the following documents:

• a copy of the record of immunization from a health care provider or pharmacy;

• a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020);

• a copy of medical records documenting the vaccination;

• a copy of immunization records from a public health or State immunization information system; or

• a copy of any other official documentation verifying vaccination with information on the vaccine name, date(s) of administration, and the name of the health care professional or clinic site administering the vaccine.

Covered contractors may allow covered contractor employees to show or provide them a digital copy of such records, including, for example, a digital photograph, scanned image, or PDF of such a record.

The covered contractor shall ensure compliance with the requirements in the guidance related to the showing or provision of proper vaccination documentation.

Covered contractors are strongly encouraged to incorporate similar vaccination requirements into their non-covered contracts and agreements with non-covered contractors whose employees perform work at covered contractor workplaces but who do not work on or in connection with a

Federal contract, such as those contracts and agreements related to the provision of food services, onsite security, or grounds keeping services at covered contractor workplaces.

2. Compliance by individuals, including covered contractor employees and visitors, with the guidance related to masking and physical distancing while in covered contractor workplaces

Covered contractors must ensure that all individuals, including covered contractor employees and visitors, comply with published Centers for

Disease Control and Prevention (CDC) guidance for masking and physical distancing at a covered contractor workplace, as discussed in the guidance.

In addition to the guidance set forth below, CDC’s guidance for mask wearing and physical distancing in specific settings, including healthcare, transportation, correctional and detention facilities, and schools, must be followed, as applicable.

In areas of high or substantial community transmission, fully vaccinated individuals must wear a mask in indoor settings, except for limited

1620000014 exceptions discussed in the guidance. In areas of low or moderate community transmission, fully vaccinated individuals do not need to wear a mask. Fully vaccinated individuals do not need to physically distance regardless of the level of transmission in the area.

Individuals who are not fully vaccinated must wear a mask indoors and in certain outdoor settings (see below) regardless of the level of community transmission in the area. To the extent practicable, individuals who are not fully vaccinated should maintain a distance of at least six feet from others at all times, including in offices, conference rooms, and all other communal and workspaces.

Covered contractors must require individuals in covered contract workplaces who are required to wear a mask to:

• Wear appropriate masks consistently and correctly (over mouth and nose).

• Wear appropriate masks in any common areas or shared workspaces

(including open floorplan office space, cubicle embankments, and conference rooms).

• For individuals who are not fully vaccinated, wear a mask in crowded outdoor settings or during outdoor activities that involve sustained close contact with other people who are not fully vaccinated, consistent with CDC guidance.

A covered contractor also may be required to provide an accommodation to its employees who communicate to it that they cannot wear a mask because of a disability (which would include medical conditions) or because of a sincerely held religious belief, practice, or observance. A covered contractor should review and consider what, if any, accommodation it must offer.

Covered contractors may provide for exceptions to mask wearing and/or physical distancing requirements consistent with CDC guidelines, for example, when an individual is alone in an office with floor to ceiling walls and a closed door, or for a limited time when eating or drinking and maintaining appropriate distancing. Covered contractors may also provide exceptions for their employees engaging in activities in which a mask may get wet; high intensity activities where covered contractor employees are unable to wear a mask because of difficulty breathing; or

1620000014 activities for which wearing a mask would create a risk to workplace health, safety, or job duty as determined by a workplace risk assessment. Any such exceptions must be approved in writing by a duly authorized representative of the covered contractor to ensure compliance with the guidance at covered contractor workplaces, as discussed further below.

Masked individuals may be asked to lower their masks briefly for identification purposes in compliance with safety and security requirements.

Covered contractors must check the CDC COVID-19 Data Tracker County View website for community transmission information in all areas where they have a covered contract workplace at least weekly to determine proper workplace safety protocols. When the level of community transmission in the area of a covered contract workplace increases from low or moderate to substantial or high, contractors and subcontractors should put in place more protective workplace safety protocols consistent with published guidelines. However, when the level of community transmission in the area of a covered contractor workplace is reduced from high or substantial to moderate or low, the level of community transmission must remain at that lower level for at least two consecutive weeks before the covered contractor utilizes those protocols recommended for areas of moderate or low community transmission.

3. Designation by covered contractors of a person or persons to coordinate COVID-19 workplace safety efforts at covered workplaces

Covered contractors shall designate a person or persons to coordinate implementation of and compliance with the guidance and the workplace safety protocols detailed herein at covered contract workplaces. The designated person or persons may be the same individual(s) responsible for implementing any additional COVID-19 workplace safety protocols required by local, State, or Federal law, and their responsibilities to coordinate COVID-19 workplace safety protocols may comprise some or all of their regular duties.

This includes communicating the COVID-19 workplace safety protocols and requirements related to masking and physical distancing to visitors and all other individuals present at covered contractor workplaces. The designated individual (or individuals) must also ensure that covered contractor employees comply with the requirements in the guidance related to the showing or provision of proper vaccination documentation.

The above requirements apply to subcontractors at all tiers, except for subcontracts solely for the provision of products. The prime contractor must flow the clause down to first-tier subcontractors; higher-tier subcontractors must flow the clause down to the next lower-tier subcontractor, to the point at which subcontract requirements are solely for the provision of products.

PART I: INFORMATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is

The Contractor shall notify the Contracting Officer of any price reduction subject to this clause as soon as possible, but not later than

15 calendar days after its effective date.

Future requirements for similar services may be added to the resulting contract if considered to fall within the scope of work and the price is determined to be fair and reasonable.

CONTRACTOR’S RESPONSIBILITY: It is the responsibility of the Contractor to follow any Special Security Requirements of the facility where the work is performed in the performance of the contract and to consider the effects of those security requirements in the pricing of the proposal.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
