Who are the incumbent contractors?
Contract # 04-C-0882 Goldbeck, McCafferty & McKeever
2
General
The proposal request relates to a contingency fee for unsecured debts, and a flat free for handling foreclosures, deed in lieu of foreclosures, and so forth. Would the Government accept a proposal that relates only to collection of certain debts and not others (for instance, a proposal to perform work to collect unsecured debts, but no proposal made to perform foreclosure work?
No. The Government is looking for contractors to perform all work described in Sections B and C of the solicitation. For this reason, offerors must include prices for all CLINs set forth in Section B.6.

General
The estimated values of referred debt is $10M (Section B.3). Is there a breakdown for estimated value of unsecured versus foreclosure cases?
The estimate provided in B.3 is merely a projection or "best guess" at this time, based on historical figures. How many cases, the type of cases and the value of debts to be assigned to private counsels under the anticipated contracts cannot be determined prior to the Department's receiving collection cases from various other Federal agencies.

Values of collections for the last three years for this district are as follows:

Secured Debts:

FY09: 22 cases, valued at $1,470,019

FY08: 143 cases, valued at $11,599,535

FY07: 96 cases, valued at $6,066,971

Unsecured Debts:

FY09: 36 cases, valued at $848,791

FY08: 53 cases, valued at $1,457,283

FY07: 21 cases, valued at $1,359,895
