Solicitation Questions and Responses RFP No. DJF-19-2100-PR-0007091

Question:

Does the potential contract award require Performance and Payment Bonds issued to the Government?

Response:

No.

RFP, page15, Section C.19:

a. Paragraph (e) states “All Contractor personnel shall be given escorted access by

Government personnel for the duration of this service. Is it the intent for the Government to provide escorts for this contract duration?

b. Paragraph (f) 1. An abridged description simply states that key supervisory personnel and/or any contract individual designated by the FBI with access to the FBI facility or property shall possess a Facility Access Clearance at the “Secret” level. If a person has a “Secret” clearance, must this be transferred to the FBI and then this person is allowed to escort other individuals?

Response:

No. It is not the Governments intent to provide escorts for the contract duration.

Individuals with a Secret clearance, must have their clearance transferred to the FBI (via VAR - Visitor Access Request). Upon approval and indoctrination, they may obtain unescorted access.

However, only Top Secret cleared individuals are allowed to escort un-cleared individuals.

RFP, page 16, paragraph 2 outlines 4 items to obtain a security clearance or unescorted access to the FBI facilities. This appears to contradict the previous paragraphs. Is this new FBI criteria obtaining a security clearance for unescorted access?

Response:

Standard FBI criteria for obtaining a security clearance or unescorted access. In order to have unescorted access, individual must currently have a Single Scoped Background Investigation

(SSBI).

Are all workers required to be U.S. Citizens?

Response:

Workers are not required to be U.S Citizens but will be required to pass the Limited Access Request Process (LAR).

Response:

Yes (Ranges 1-8) No indoor ranges

Question:

Please provide the name of the trap manufacturer

Response:

TRS, LLC

Question:

In order to protect the concrete of the range floor, can you provide the load bearing capacity?

Response:

Concrete rated at 4000psi and 6” thick with rebar webbing

Is there a specification for the gran rubber?

Response:

Question:

During the site walk, a brief overview of rounds being fired was mentioned. Can you please provide more detail of the rounds being shot into the berms?

Response:

Pistol: 9MM, .40, .45 Carbine: .223/5.56MM, .308 Shotgun: Buckshot, Birdshot

If all options are chosen, will all 8 ranges need to be completed in the same 2 week period or will the Contractor have 2 weeks per range to complete work? If optional ranges are chosen are these individual ranges completed under a single mobilization vs. one mobilization for each range?

Response:

If all options are chosen the completion time will be extended within reason but not to the length of 2 weeks each due to the reduction in time and cost to mobilize and de-mobilize.

Scheduling can be discussed further upon award.

If the optional ranges are chosen then we would prefer a single mobilization to save time and cost.
