1.1 Background
This campus consists of multiple ranges with various capacities to training, qualifications and re-qualifications for the FBI new agents, national academy and international law enforcement. The granular rubber filled backstop accumulates expended lead over time that must be extracted from the backstop to ensure continued safe operation and ricochet mitigation. Failure to extract lead presents a training hazard that could be catastrophic if not addressed.
1.2 Scope
This is a contract to provide lead extraction services to the Federal Bureau of Investigation (FBI) Facilities and Logistics Services Division. The lead extraction shall take place on firing Range #1 with pricing option for additional extractions to take place on any or all of the ranges listed below;
The dimensions for each range need to be field verified for accuracy.
Range #1 260’L x 26’H x 18”-22”D
Options:
Range #2 260’L x 26’H x 18”-22”D Range #3 260’L x 26’H x 18”-22”D Range #4 TBD (under construction) Range #5 TBD (under construction) Range #6A-6B 190’L x 24’H x 18”-22”D Range #7 180’L x 24’H x 18”-22”D Range #8 130’L x 24’H x 18”-22”D
Addition of ballistic Rubber to maintain the 18”-22” as required to maintain safe firing on the ranges. Price per cubic yard or per ton.
1.3 Objectives
Upon completion of this service, the following objectives must be met:
• All lead and rubber will be extracted from backstop(s)
• Visual inspection of the bullet traps for wear and damage
DJF-19-2100-PR-0007091 Version 1.0 Page 3
• Inspection of drainage pipes or catch basins
• All berms must be restored to a usable condition by distributing the granular rubber even and consistent across the backstop
• Add additional rubber to the backstop to maintain a minimum of 18”-22” in depth if necessary
• Calcium carbonate will be added to the backstops to maintain the warranty
• Extracted lead will be containerized as required for shipment and left on site
• All hazardous waste generated during this process will be properly containerized and disposed of by the contractor in accordance with federal and state regulations

2.1 Task Descriptions
LEAD MINING SCOPE OF WORK
PROCEDURES FOR LEAD MINING AND RECLAMATION
Lead recovery and recycling are two distinct processes, both of which are necessary components of lead management at shooting ranges. Each component should be specifically identified in the ranges’ best management plan.
The rubber backstops should be cleaned by a lead reclamation contractor when one of the following conditions is met:
• The number of bullets fired reaches 100,000 rounds per lane;
• Fragmentation of bullets is escaping from the trap; or
• Excessive amount of fragmentation is visible on the surface
During cleaning, the rubber must be completely removed from the backstop and lead separated from rubber. Once fully separated from lead, the rubber should be placed back on the bullet trap at a uniform 2-foot thickness (measured in the direction of incoming bullets). Treatment with calcium carbonate is required to maintain the fire-retardant nature of the granular rubber backstops. Calcium carbonate should be spread over the granular rubber backstops at a rate of one pound per linear foot of backstop. All debris generated during this process must be containerized in a UN DOT approved container so that it can be disposed of as lead contaminated waste. All extracted lead will also be containerized in UN DOT approved sealed containers to be left on site to be managed by the FBI Environmental Office. The extracted lead shall not contain more than 10% rubber (or industry standard whichever is lower) to ensure that the FBI receives a quality product for recycling. The contractor is responsible for providing the drums for this project.

The following summarizes the general procedures for conducting lead mining and reclamation as information only. The vendor or contractor is responsible for developing a scope of work, health and safety plan, and perform the recycling event in a safe and efficient manner that meets all Federal, State and Local regulations.
• General Criteria
All mining and reclamation procedures must be performed by qualified and properly trained companies and employees. Any persons working directly with the mining equipment and lead material must have medical monitoring and be trained under Occupational Safety and Health (OSHA) requirements. Documentation of vendors, company certifications should be requested by the facility.
Personnel air monitoring should be conducted as recommended in the vendors site health and safety plan:
• Recommended Procedures for the Lead Reclamation Process
The range must be shut down for (2) weeks during the process and coordinated with the range staff prior to execution
The range must be made accessible for equipment and inaccessible to staff by cordoning the work area with some type of visible and physical barrier
A work area as close to the backstop as possible should be selected to minimize moving of materials.
2.2 Position Qualifications
All personnel must be trained in the handling of lead contaminated materials. Training must be in accordance with the latest guidelines as published by OSHA, state, and local jurisdictions. Proof of training must be furnished at time of contract award. Training must be current for all personnel involved with the services.
3 Place of Performance The primary place of performance will be at FBI Academy Quantico MCB, Quantico Virginia 22135.

6 Deliverables
FOR CONDUCTING CLEANING/MAINTENANCE WORKIN INDOOR FIRING
RANGES CONTAMINATED WITH LEAD
A detailed written lead extraction procedure. The means by which the rubber and lead is separated is not a standardized process throughout the industry but should incorporate best management practices to minimize lead particulate escaping into the atmosphere so not to endanger human health or the environment. While the Government does seek best value for this service, heavy consideration will be given to the process. A process that accomplishes the requirement in a timely manner and incorporates a more environmentally friendly process weighs favorably in proposal evaluations.

8 Security Requirements The Limited Escorted Access Request (LAR) are designed to ensure personnel without clearances requiring escorted access to FBI space are properly vetted through the FBI. Personnel that undergo a LAR may be permitted to work maintenance issues, construction projects, teach unclassified seminars or provide other services to the FBI on a limited basis. To be clear, persons provided an LAR have no greater privileges than anyone else being escorted into FBI space – they are not authorized to view or be exposed to Classified or Sensitive But Unclassified information, nor have system access, nor be left unescorted at any time. The value of the LAR is to ensure we are not allowing known criminals, those with open warrants, etc.… access to FBI space.
The LAR is a requirement for anyone who does not have a clearance and is not entering the FBI as a family member. The limited exception is for persons attending unclassified meetings in sanitized spaces under escort. If meetings become more frequent than once or twice per year, the LAR may become a requirement.
Persons with active clearances are not eligible for the LAR and must pass their clearances via official channels for any type of FBI space access.
The Process
Upon award of the contract/work order, all personnel involved in the process must have a completed LAR consisting of NCIC, IIIA, Criminal History, Facility Security System, FBI Name Check, Immigration and Customs Enforcement (ICE) name check and ACS. These individuals must accurately complete the following forms and furnish them to the OSO at least 45 work days prior to the arrival of contract individual to FBI space (or as early as possible). Failure to allot enough time to conduct the checks will result in access delays that cannot be waived.
• FD-816 Background Data Information Form
• FD-258 Fingerprint Card, two copies - See Fingerprinting for more information.
• FD-484 Privacy Act Notice for Individuals Subject to a Limited Background Investigation
• FD-857 Sensitive Information Non-Disclosure Agreement
• FD-857a Sensitive Information Non-Disclosure Agreement (for FAA Clearances)
The FBI point of contact will complete the FD-316 as a cover to submit to the Security Division for processing.
