The purpose of this Amendment 0002 is to answer additional questions asked by perspective vendors, amend necessary clauses, and change Post 3-Patrol & Response/24 hr Hours from 2008 to 2000 for all 3 locations. Attach Collective Bargaining Agreements(CBAs). All other terms and conditions remain unchanged. A vertical line in the right margin indicates the changes to the RFP. The Contractor should insert the revised pages as follows:

1. Where are the weapons currently stored in relation to the security posts?
ANSWER: The weapons are stored on site near the security office.

ANSWER: The contractor is required to have all PSO’s trained with their firearms. We cannot guarantee the use of government provided ranges.

7. Section 3 Statement of Work. Page 17 Item #9. Time spent by PSOs in training and testing are equivalent to the time spent standing post. Are these hours included in the pricing table or are the hours in the pricing table considered to be only for “productive” labor hours?
ANSWER: We will only pay as per the contract stipulates for each post and the required hours for each post.
8. Section 3 Statement of Work. Page 17 Item #3.11 TRANSITION PLAN. Is the
“transition period” going to be 30 days?
ANSWER: 60 days due to the geographical locations of all three sites.

9. Section 3 Statement of Work. Page 17 Item #3.11 TRANSITION PLAN. Please identify the positions that the DEA considers to be “Key Personnel”.
ANSWER: There are 2 key personnel positions (1)Project Manager (1 person responsible for all three sites); and (2) Site supervisor at each location. Clause DEA-
2852.42-76 has been added on Page 42 of the RFP.
10. Section 3 Statement of Work. Page 17 Item #3.11 TRANSITION PLAN. Is the transition plan to include full resumes for key personnel? If so, will those pages count as part of the page limitation?
ANSWER: Yes please include full resumes these will not count as part of the page limitation.

11. Section 3 Statement of Work. Page 11 Item f. Motorized Patrol Equipment. Please confirm that the Government will also provide fuel for the motorized vehicle.
ANSWER: The government will provide fuel/electricity to power the vehicles.
12. Section 3 Statement of Work. Page 10 Government Furnished Property/Equipment. Will the Government provide a secure space (armory / firearms locker) for storage of small arms and ammunition?
ANSWER: A space will be provided to store firearms/ammunition. Vendor is responsible for providing a secure locker.

13. Section 3 Statement of Work. Page 7 Item c. Service Requirements. Does monitoring / operation of the building fire alarm and intrusion detection systems, security equipment / systems, and other security devices and equipment include providing preventive and corrective maintenance? If so, please provide details regarding each system.
ANSWER: Preventive/Corrective maintenance will be performed by another security vendor. The PSO’s will not be responsible for this maintenance.
14. Section 3 Statement of Work. At what point will we be provided a copy of Guard Post
Orders and Officers
ANSWER: Guard Post Orders are available at each site to view as well as the Officers
Duty Book.
15. Item 6.2b, Factor 1, Quality Control Plan
With regards to the statement, “Offerors shall address the Quality Control Plan which will be provided as a post award deliverable.”, are you requesting for this information to be submitted in response to the RFP or upon notification of contract award?
ANSWER: This information must be provided in the final proposal to the RFP.
16. What is the proposed transition period for this opportunity i.e.. 30 day, 60 days, 90 days, etc.?
ANSWER: 60 days. Please refer to Question # 8 of Amendment 0002
17. Section 6, Factor 4, Item#2, Representations and Certifications, Page 48:
With regards to the statement, The Offeror must include the completed Certifications and
Representations from Sections 5 of the RFP with the Offeror’s Business Proposal”:
Please specify the specific pages within this section to be included within the proposal
Are you requesting for the pages to be initialed or signed with a date?
ANSWER: Please refer to Page 22 Clause 52.212-3
18. Is Exhibit C required to be completed with the submitted proposal? If so, should this be submitted under Volume I or Volume II?
ANSWER: Volume II
19. Section 8.2, Exhibit C, Page 89/92; With regards to the comment, “DEA will provide
Form DD-254, Department of Defense, Contract Security Classification Specification, as part of this contract.”: Does this statement suggest that the DEA would be willing to sponsor the successful bidder in the event that they do not currently have a Secret or
Interim Secret Facility Clearance?
ANSWER: DEA will not sponsor the successful bidder. Bidders must currently have a
Secret or Interim Secret facility clearance. Please refer to page 7 of the RFP.
20. With regards to the seniority roster, we will need this information to enable us to effectively project the annual / sick leave hours that officers are entitled to receive. We are unable to accurate project the costs associated with leave without the seniority rosters. Otherwise, the lack of a seniority roster will likely result in a request for equitable adjustment after contract award.
ANSWER: The seniority roster gets released after contract award.
21. What is the difference between the “Secret” and the “DEA Sensitive” level of security clearance?
ANSWER: The level of adjudication that is accomplished between the levels. Secret is the higher level of clearance. DEA Sensitive is our agencies minimum level of adjudication that is completed on applicants.
22. Will the government provided a firearms safe and clearing barrel for safe and proper handling of firearms at each of the three (3) DEA facilities?
ANSWER: No
23. Will the government provide a roster of completed training to include dates of completion to enable us to accurately project the refresher training burden to the successful bidder?
ANSWER: Please refer to question # 20 of Amendment 0002
24. Will security personnel be required to carry handcuffs while on duty as there is no mention of a requirement for handcuffs training?
ANSWER: Yes, the use of handcuffs and training is outlined in the training syllabus.
25. The solicitation makes several references to the SGIM. FPS has replaced the SGIM with the SMART book. Are we able to supplement all reference to the SGIM with the
SMART book?
ANSWER: Yes you can.
26. Is the bidder required to provide resumes for Key personnel on this security program as part of the proposal submission?
ANSWER: Yes
27. Under 3.11, Transition Plan, the contractor has been requested to address several areas as follows:
· Strategy for Providing Post Coverage during Breaks and Meal Periods
· Reserve Force Implementation
· Emergency Security Service (ESS) Implementation
However, the above-referenced areas would not be part of the responsibilities of the new contractor during the transition, but still the responsibilities of the incumbent contractor until the official assumption of the contract. Please clarify your request in this regards as this request is conflicting.
ANSWER: The Transition plan must be provided with the bidders final offer. Specifically breaks and meal periods must be defined as how the bidder will accomplish this if awarded the contract.
28. We kindly request for the government to provide us with actual copies of the CBAs for each location, as dictated by the FAR. The information provided regarding the CBA is not sufficient for us to properly respond to this solicitation.
ANSWER: Collective Bargaining Agreements are provided in the attachment:
The RFP (x) will ( ) will not be amended to reflect this clarification. See Attached. The CBAs have been incorporated into the solicitation. See Question # 4 of Amendment 0002.
29. Site Visits: Amendment 0001 was issued on 10/16/2017 that asked anyone who was interested in scheduling a site visit to reach out to appropriate DEA POCs to make these accommodations prior to October 19 th
. Amendment 0002 includes the language in the
RFP Section 6.0.
30. EPIC is being added to RFP Section 3.6 f page 11 “Motorized Patrol
Equipment: Protective Security Officers assigned to the EPIC and Quantico locations will be required to drive a motorized vehicle (ATV) during assigned shifts.”
31. Is the Deputy Program Manager or other Key position salaries listed in the RFP?
32. Where does the shift change take place? At Aviation the shift change occurs at the main guard shack.
ANSWER: Each location has their own specific shift change location. Refer to SOW 3.4
33. Who covers the posts for restroom breaks?
ANSWER: The guards cover for each other. Please refer to Section 3.8 f in the SOW on
Relief.
34. Does each PSO have their own weapon assigned?
ANSWER: Yes, each PSO is issued a weapon prior to standing post. Weapons are the responsibility of the vendor. Refer to Section 3.7 of the SOW.
35. Are the same types of uniforms required?
ANSWER: Yes. The PSO’s must be attired as outlined in the SOW and must wear the same uniforms while on post. Please refer to SOW page 12 3.7 b.
36. Please provide the estimated sizes of each of the DEA facilities in terms of square footage (if single buildings) or acreage (if multiple buildings)
ANSWER: Aviation: 85,000 square foot building, Complex is 12 acres EPIC: 100,000 square feet Quantico: 222,000 square feet
37. Would Exhibits and Appendices be included in the total 30-page count for the Technical
Proposal?
38. In Section 6.2(a), Page 46, Paragraph 4, the Government states, “The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2010, MS
Excel 2010, and MS PowerPoint 2010, as applicable.” Are Adobe PDF files acceptable?
39. In Section 6.2(a), Page 46, Paragraph 5, the Government states, “Pages shall be standard
8.5” x 11” printed on one side (one sheet printed on both sides will count as 2 pages), and print shall be standard 10 pt. (or larger) font.” To confirm, the Government would like us to print the proposal single sided.
ANSWER: Yes print single sided.
40. In Section 6.2(a), Page 46, Paragraph 5, the Government states, “Past Performance
Questionnaires, title page, table of contents, index, and tabs shall NOT be counted in the page count limitation. What the Government mean when referring to an index? Is this a compliance or cross-reference matrix?
ANSWER: The proposal shall be clearly and concisely written and organized. Please label all exhibits and attachments and use and index if necessary to organize your proposal.
41. In Section 6.2(a), Page 46, Paragraph 5, the Government states, “Past Performance
Questionnaires (PPQs), title page, table of contents, index, and tabs shall NOT be counted in the page count limitation. Will the Government provide the Past Performance
Questionnaire in an upcoming amendment?
ANSWER: The language regarding PPQs has been removed. The Government accepts
CPARS in lieu of PPQs. See page 48 and 50 of the RFP.
42. In Section 6.2(b), Page 48, Paragraph Factor 4, A.1, the Government states, “The
Contractor shall submit a list of three (3) contracts completed during the last three (3) years that are representative of the Offeror’s capability to provide services for the same or similar size scope or program. If we are teamed with another company, would the
Government like us to submit three for the whole team (i.e., two from the prime and one from the subcontractor), or three contracts for each teaming partner (i.e., three from the prime and three from the subcontractor for a total of six past performance citations)?
ANSWER: The Government prefers three for the whole team (i.e., two from the prime and one from the subcontractor) however, this is Contractors decision.
43. Reference: In Section 6.2(d), Page 49, Paragraph (d), the Government states, “Proposals in original and 3 copies are due on Monday, November 13, 2017…” However, In Section
6.2(a), Page 46, Paragraph 3, the Government states, “The Offeror shall submit one (1) original and (3) copies of the Technical Proposal, Volume I and one (1) original and one
(1) copy of the Business Proposal, Volume II.” How many copies are required for each volume?
ANSWER: Volume I – 1 original and 3 copies
Volume II – 1 original and 1 copy
The RFP (x) will () will not be amended to reflect this clarification. Note: Language was changed in the description of the solicitation.
44. In Section 7, Page 53, Paragraph 7.2, the Government states, “Specifically, the
Government will ensure that all required information is provided pursuant to the solicitation instructions including, but not limited to, completion of DEA-2852.209-70 –
Organizational Conflicts of Interest. We do not have any perceived, actual, or potential conflicts of interest. Is the Government looking for a draft OCI plan in the business proposal, or simply a statement indicating that we do not have an OCI as of the date and time of submission of the offer? Will the Government revise Section 6 to include this requirement, as it is not currently included in the instructions to offerors?
ANSWER: Per Clause DEA-2852.209-70 – Organizational Conflicts of Interest on page
30 of the RFP, the Contractor shall make a full disclosure if there are any conflicts. If the
Contractor perceives not to have actual or potential conflicts of interest no additional information needs to be submitted.
The RFP ( ) will ( x ) will not be amended to reflect this clarification.
45. In Section 7, Page 53, Paragraph 7.2, the Government states, “The Government will ensure completion of DEA-2852.242-74 – Contract Administration Points of Contact.”
Are we to include a form of some sort in the Business Proposal with regard to DEA-
2852.242-74?
ANSWER: Clause DEA-2852.242-74 Contract Administration of Contact has been added to Section 5 of the RFP.

46. In Section 7, Page 53, Paragraph 7.2, the Government states, “The Government will ensure completion of DEA-2852.242-76 Key Personnel (JAN 2014). Is the offeror to include key personnel in the business proposal? If so, who does the Government deem key? Are resumes required for these personnel?
ANSWER: Key personnel will be the Program Manager and Site Supervisors at each location. Resumes are required. Clause DEA-2852.242-76 has been added to page 42 of the RFP.
47. In Section 3, Page 17, Paragraph 3.11, the Government states, “The Contractor shall provide a transition plan with its offer, and weekly status and progress reports detailing the transition. The Plan shall address: key personnel to include resumes and contact personnel.” Are resumes of key personnel required in Volume I: Technical Proposal? If so, who is considered key personnel? If resumes are required, may we include them as an attachment to the volume to improve readability? Do the resumes count toward the 30-page limit?
ANSWER: Yes you can include resumes as attachments. No they do not count toward the 30-page limit.
48. In Section 3, Page 7, Paragraph 3.1.e, the Government states, “The Contractor shall provide a list of serial numbers of firearms to be used or stored on the premises to the
COR at contract start date…” Is there government-provided storage of all weapons and ammunition, or does the contractor need to provide it?
ANSWER: Storage of all weapons will be the responsibility of the offeror.
49. In Section 3, Page 14, Paragraph 3.8.e, the Government states, “Contractor shall maintain no less than the amount of supervision described in the Management Approach aspect of their proposal. The Government has not asked for a Management Approach in Section 6, Instructions to Offerors. Please clarify.
ANSWER: “Management approach” has been changed to “Technical Proposal” on page
14 of the SOW. The instructions are covered under Section 6.2.
50. In Section 3, Page 14, Paragraph 3.8.f, the Government states, “Contractor shall provide breaks and/or meal periods in accordance with minimum state requirements and/or applicable Collective Bargaining Agreements. Will the Government provide a copy of the
Collective Bargaining Agreement(s) in a subsequent amendment?
ANSWER: See Attached. The Collective Bargaining Agreements have been incorporated into the solicitation. See Question # 4 of Amendment 0002.
51. In Section 5, Page 25, Paragraph 52.219-9, the Government has check the Small Business
Subcontracting Plan clause. Because this is an 8(a) set-aside, the need for a small business subcontracting plan is in error. Is this correct?
ANSWER: This clause has been removed.
52. Reference: In Section 3, Page 15, Paragraph 3.1.0, Contractor Provided Basic Training
Are there Government range facilities available near all three DEA locations for contractor use during training? Or is it the responsibility of the contractor to locate and rent range facilities for the training?
ANSWER: There are government ranges near the facilities however, it’s the responsibility of the contractor to ensure all weapons training is completed as per the contract. Government ranges cannot be guaranteed for use by the contractor.
53. In Section 3, Page 7, Paragraph 3.2, the Government states, “Contractor personnel must have their security clearance granted through the Department of Defense, Defense
Security Services.” The SOW states that all personnel have a Secret security clearance, but in Exhibit A, the clearance levels are listed as Secret or DEA Sensitive depending on the location. Please advise if personnel at all locations require Secret clearance, and if
DEA sensitive is an additional or “in lieu of” clearance level.
ANSWER: Secret clearance is only required for the El Paso location. The other two require DEA Sensitive adjudication which the government will adjudicate each individual.
54. In Section 3, Page 11, Paragraph 3.6.f, Motorized Patrol Equipment. Which position at
Quantico will be responsible for operating the ATV? Are there daily patrol route requirements?
ANSWER: All PSO’s assigned to the locations with ATV’s will be required to operate the ATV. There are daily patrol requirements.
55. In Section 3, Page 12, Paragraph 3.7.a.2, the Government states, “When not in use, all firearms shall be stored in a safe approved for weapon storage or other cabinet which complies with government standards for storage of weapons." Is the weapon storage container contractor provided? Can the government please provide their specifications for their preferred type of container? Will the storage container be located near the guard posts at each of the locations?
ANSWER: Contractor provided weapons storage container. Class 5 weapons storage containers; GSA approved under Federal Spec AA-C-2859. Yes, weapons storage is located near guard posts at each location.
56. In Section 6, Page 48, Paragraph 6.2(c)2, Representations and Certifications. The solicitation does not seem to include any additional representations or certifications and/or required fill-ins. Is a statement that our representations and certifications are up to date on SAM sufficient, or would the Government like us to cut and paste Section 5 in its entirety into this section so that it may later become part of the contract after award?
ANSWER: Please refer to Page 22 Clause 52.212-3
57. In Section 6, Page 48, Paragraph 6.2(c)2 , Representations and Certifications. Are subcontractors required to provide their representations and certifications?
58. In Section 8, Exhibit A, Level of Effort, Quantico. Are all posts armed positions, to include the Access control/Visitor Screening position at the Main Entrance desk?
ANSWER: All PSO posts on this contract are armed.
59. General – Cost/Price Proposal. Does the Government require a list of our assumptions and price breakdown, or simply just the Section 2?
ANSWER: Fill out Section 2 and if you have any assumption please list
60. General – Technical Proposal. The Government does not seem to be asking for a traditional, written technical approach/solution to how we would execute the Statement of
Work tasks. Is this correct?
ANSWER: Refer to Section 7 of the RFP. Award will be made on the basis of Lowest
Price Technically Acceptable to the technically acceptable, legally eligible, responsible
Offeror, whose proposal is the lowest evaluated price and received an “Acceptable” rating overall for all technical criteria (Factors 1, 2, 3, 4). A rating of “Unacceptable” for one or more technical factors (or subfactors) will result in an overall rating of
“Unacceptable.” All proposals received will be subject to technical and price evaluation by the technical evaluation panel.

61. SECTION 2, page 5, Option Period IV, the "NOTE" under the table states "Subject to
Collective Bargaining Agreement.” Please identify what is subject to the Collective
Bargaining Agreement (CBA).
ANSWER: Collective Bargaining Agreements have been incorporated in to the solicitation. Please see answer to Question # 4.
62. SECTION 3.6 GFE, paragraph f.2, page 11, states contractor is responsible for providing liability insurance for all motorized vehicles. What limits/levels of liability insurance coverage are required?
ANSWER: The Government requires liability insurance from the offeror. The insurance must cover injury to personnel and damage to government/privately owned property. The Government will not dictate the limits/levels as each location would be different.
63. SECTION 3.11, TRANSITION PLAN, page 17, paragraph One, refers to "Emergency
Security Service (ESS) Implementation." Please describe what ESS consists of since ESS is not described in the RFP. If ESS consists of supplemental staffing during designated periods as directed, is there is separate wage rate for ESS, and where should the rate for
ESS be entered on the pricing sheet?
ANSWER: ESS implementation varies at each site but is in accordance with normal guard post orders to include emergency evacuations, etc. This does not include supplemental staffing.

Items/period of performance CLIN 0004 lists 2,008 hours per year. Please explain how the 2,008 hours was calculated. If the number is based on federal holidays, this appears to reflect only nine federal holidays as opposed to the number of holidays indicated on page
30 of the RFP, "SCHEDULED AND UNSCHEDULED CLOSURES OF
GOVERNMENT OFFICES."
ANSWER: Hours for all 3 locations have been amended f to read 2000 hours vice 2008.
65. Will the government provide locations for placement of the gun lockers/weapons storage in Quantico, EPIC and Fort Worth?
ANSWER: Yes, locations are already in existence for all three sites.
66. Will the government permit clearing barrels near the weapons storage areas in Quantico, EPIC and Fort Worth?
ANSWER: Yes, clearing barrels must be located near the weapons storage areas.
67. Will the government provide the make and model of the current service firearms for this contract?
ANSWER: Refer to Paragraph 3.7, paragraph 2 in the RFP.
68. Will the government provide the current training status of the current guard force? If no, will the government confirm that all of the current guards are up to date on their training?
ANSWER: This will be provided at post award.
69. Will the government specify if guard mount/gear up-gear down is required? If yes, will the government provide locker rooms/break rooms for gear up gear down to be completed?
ANSWER: Guard mount/gear up-down must be accomplished by the vendor prior to assuming post. Locker rooms are not available.
70. Will the government specify the number of days for the transition period? Will the government provide the estimated contract start date?
ANSWER: Transition period is 60 days. Contract start date is TBD. Please refer to
Question 8.
71. Are there any new requirements that differ from the current contract in Training or
Medical Exam requirements?
ANSWER: Please refer to the RFP for all requirements.
72. What is the current total contract value and the period of performance?
ANSWER: The incumbent is QI Security Services Contract DJD-12-C-0050. Please refer to FPDS for any additional information.
73. Past Performance Questionnaires (PPQs).
ANSWER: The language regarding PPQs has been removed. The Government accepts
CPARS in lieu of PPQs. Please see Question 41.
74. Are Offerors required to provide a statement of Certification of Teaming Arrangements and/or Subcontracting Information?
75. For Reliefs, is there a requirement to give officers a 15-minute break during an 8-hour shift? For Reliefs, is there a requirement to give officers a 30-minute lunch break during an 8-hour shift?
ANSWER: Reliefs are done in accordance with the CBA.
76. Does the DEA expect that a contractor will provide only one PSO per shift, per post, or are multiple PSOs per shift, per post expected/required?
ANSWER: Refer to the level of effort page in the RFP (Exhibit A). DEA requires all posts in the SOW to be covered.
77. Section 3.6 mentions the government will provide an ATV for the Quantico location. Are any vehicles required for the El Paso / Ft. Worth locations?
ANSWER: This Amendment includes EPIC as one of the locations that provides ATVs.
Quantico and EPIC are the only two locations.
78. Does the contractor have to provide a specific Make/Model of the radios?
ANSWER: No, but they must be compatible and work in the designated areas of post duties.
79. Will the contractor have to provide radio Repeaters at all three sites?
ANSWER: TBD, based on the radios purchased and reception at each location.
80. What is the minimum and maximum ranges for radios for all 3 locations?
ANSWER: That varies depending on the make/model of the radio.
81. How many incumbent PSOs are current with Refresher Training?
ANSWER: This information will be provided post award.
82. Paragraph 3.10.e.9 states, "For pay purposes, the government considers time spent by certifying contract PSOs in training and testing as the equivalent of time spent standing post." Will the government reimburse the contractor for expenses incurred while PSOs are in training, including PSOs salaries?
ANSWER: The government only pays for the posts required on the contract.
