Statement of Work (SOW) For MuleSoft Enterprise Service Bus (ESB) Enterprise Subscription
1.0 INTRODUCTION
The Defense Manpower Data Center (DMDC) requires a MuleSoft Enterprise Service Bus (ESB) subscription to facilitate automated real-time identity and eligibility information sharing between VA, DoD and Healthcare Agencies.
2.0 BACKGROUND
DMDC works collaboratively with the Military Health System (MHS), Department of Veterans Affairs (VA) and other Federal and state agencies to improve benefits and health care delivery, reduce costs, and enhance services. DMDC is providing support for the Electronic Health record initiative by providing identity, demographic and eligibility services. Requests for this information come into DMDC systems in the form of XML leveraging the HL7 protocol. MuleSoft ESB will provide a central transformation mechanism that will marshal and un-marshal these messages. VA and DMDC are also collaborating on how to identify patients, which will be a common service of the Integrated Electronic Health Record (iEHR). An important piece of the iEHR architecture will be a MuleSoft ESB common services broker, which provides the interconnections among various applications and services and enables internal and external systems to exchange information. DMDC is the authoritative source across the DOD and VA for identity, demographics, and patient registration.
3.0 SCOPE
The contractor shall provide a MuleSoft Enterprise Service Bus subscription and support as detailed in the SOW.
4.0 REQUIREMENT The Contractor shall:

4.2 Provide a built in alert system that will send alerts to the production database based on a pre-determined configuration.
4.3 Leverage existing infrastructure and capability in the current technology environment and utilize an ESB to facilitate multiple message transformation capabilities.
4.4. Utilize service oriented architecture (SOA) and web services as its central premise.
4.5 Provide for the implementation of a single, centrally managed ESB to maintain critical enterprise functions.
4.6 Provide Java-based development and be easy to install and configure.
4.7 Utilize XML leveraging the HL7 protocol and provide message transformation capabilities that support among other protocols (i.e. json, xml).
4.8 Ability to install new ESB nodes on a running cluster.
4.9 Provide technology that is open, reusable, and cost effective, minimize impact, easy installation and configuration to system and enhance the management of growth in the number of interfaces and support to SOA technologies.
