JUSTIFICATION AND APPROVAL
FOR
OTHER THAN FULL AND OPEN COMPETITION
MuleSoft Enterprise Service Bus (ESB)
1. Contracting Agency: Defense Human Resource Activity- Procurement Support Office, 4800

Other Supplies or Services Will Satisfy Agency Requirements –
3. Description of Supplies and Services: The Defense Manpower Data Center (DMDC) requires a MuleSoft Enterprise Service Bus (ESB) to integrate, exchange share and retrieve electronic health care information.
4. Description of Action: A firm fixed price contract is planned. Period of Performance is twelve months from date of award.
5. Reason for Authority Cited:
a. Mule ESB is a lightweight enterprise service bus and integration platform that allows developers to connect applications and exchange data quickly and easily. Mule ESB reduces the amount of custom code required, enables integration and of existing systems, web services and business processes and allows different applications to communicate with each other by acting as a transit system for carrying data between applications. Mule ESB promotes loss coupling of services/systems, increases scalability and robustness of applications and reduces the amount of custom code saving programming man-hours. Technical review indicates no other ESB product will meet the Government need. Other solutions would require custom coding making the procurement cost and time prohibitive.
b. MuleSoft ESB is proprietary product and the sole provider of support. No other source can provide the expertise and knowledge base required to successfully support the software solutions support levels to obtain timely patch updates.
6. Effort to Obtain Competition: Notice will be posted in FedBizOpps in an attempt to identify any known authorized resellers of the MuleSoft ESB product prior to award.
7. Effort to remove barriers to/increase competition: This requirement will be limited to
MuleSoft until other brand products can be used or the requirement changes.
8. Market Research: Market research included internet inquires, including ITES-2S, SEWP, and
GSA Advantage as well as phone discussion with the MuleSoft to identify any authorized resellers. MuleSoft ESB is a proprietary product and is only available from the publisher
(MuleSoft, Inc) who has no authorized resellers. Notice will be posted in FedBizOpps in an attempt to identify any authorized resellers prior to award.
