ADMS Incident Command Training System, 35 CES/CEF
Findings
The undersigned has reviewed the subject purchase request package and found that:
• 35 CES/CEF, Misawa AB, Japan is requesting One (1) Advanced Disaster Management
Simulator (ADMS) Incident Command Training System - Consisting of one (1) installed Exercise Control Station, one (1) installed Incident Command Station, and one (1) portable Field Unit Station. ADMS-AIRBASE Software (permanent software license), Instructor Tool Set, Manuals, ADMS System initial Training Course for instructors and facilitators: Five (5) Day/6 Students at customer site following completion of installation in Japan, Warranty one (1) year on all software, including the resolution of any issues detected, and hardware components of the training system.
• Environmental Tectonics Corporation (ETC) is the original manufacturer and service provider for the ADMS incident command training system currently in use at the Fire Academy in Goodfellow Air Force Base as well as several others. This system shall be concurrent to the one in Misawa AB for a proven solution for Airbase Fire and emergency training in use. These existing systems are primarily comprised of proprietary software developed by ETC who retains exclusive ownership of the software and does not authorize third parties to alter or add to the ADMS software and equipment. Also the system is required for the CEF to meet Fire Academy training requirements.
• The ADMS system is propriety and is required to be purchased/licensed from ETC and also requires ETC technicians to complete the installation and configuration. Therefore award to any other source would result in substantial duplication of costs to Government that is not expected to be recovered through competition.
Determination
In view of the foregoing, the undersigned determines that the purchase be made by “Only one responsible source and no other supplies or services will satisfy agency requirements” IAW FAR 13.106 (b) (1).
