About this file

This document is a Determination to Solicit from a Single Source for a federal contract opportunity. The Bureau of Reclamation, Grand Coulee Power Office (GCPO) has a requirement for virtual storage area network (vSAN) licenses to support their PowerEdge Servers. The estimated value of the firm fixed price purchase order is unknown. Due to the existing use of Dell PowerEdge vSAN servers and the need for VMWare licenses to operate the vSAN capability, VMWare Inc. has been identified as the only reasonably available source. Market research found no other compatible products. The Contracting Officer has determined this to be a brand name single-source procurement, and will obtain competitive quotes from VMWare distributors to establish a fair and reasonable price.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior Bureau of Reclamation C-PN, Team 2 Supply-Service

2. Name and Address of Single Source.

VMWare Inc.

3401 Hillview Ave Palo Alto, CA 94304

3. Description of Supplies/Services and Estimated Cost.

The Bureau of Reclamation, Grand Coulee Power Office (GCPO) Industrial Control System (ICS) office has identified a need for virtual storage area network (vSAN) licenses for its PowerEdge Servers. The resultant purchase order will be firm fixed price with a delivery schedule of 30 days ARO and an estimated value of

-U.S. Federal VMWare Cloud Foundation 5, 1 Year Commit per Core, 1 Year Term.

Part Number: VCF-TD-TL-1P-F-2

- U.S. Federal VMWare vSAN 8, 1-Year Commit Add-on for VMWare vSphere Foundation and VMWare Cloud Foundation – per TiB, 1 Year Term.

Part Number: VSP-PL-TD-VSAN-TL-1PF-2

4. Description of Circumstances, including why only one source is reasonably available.

GCPO, with assistance from The U.S. Army Corp of Engineers (USACE) has identified Dell PowerEdge vSAN servers as the most appropriate hardware for the Grand Coulee’s ICS group which meets specification and capabilities for the Generic Data Access Control System (GDACS) and is the only compatible product to operate seamlessly within its computer architecture. Currently, Dell PowerEdge RN650 vSAN servers are used throughout the facility and licenses are required to be purchased on a yearly basis which will enable the servers to continue to utilize virtualized attached network storage capability for its ICS environment. The Dell PowerEdge RN650 server is pre-configured, tested, and certified to run VMWare vSAN requiring Reclamation to purchase VMWare licenses.

The cost estimates for purchasing new equipment to provide SAN capabilities at Grand Coulee while utilizing its existing equipment is estimated below:

• $170K – Server and SAN equipment replacement costs.

WBR 1413.106-1 Template 1 (11/2020)

• $150K - Two SAN devices would need to be purchased to meet the vSAN capabilities.

Existing vSAN servers would need to be reconfigured as regular servers providing basic processing.

• $20K - Procurement of additional servers to meet processing requirements for the GDACS system.

5. Determination of Fair and Reasonable Price.

In accordance with FAR part 13.106-3(a)(1), fair and reasonable cost will be determined through competitive quotes received in response to a solicitation issued for the brand name products specified.

6. Description of Market Research.

Market research was conducted and it was found that there were different brands of vSAN licenses but none of the sources found, other than the VMWare brand can be utilized due to VMWare brand already being utilized at Grand Coulee. Although this will be a brand name single source requirement, market research has shown that there are several distributors that can provide a competitive quote.
