STEGALL SUBSTATION, EQUIPMENT UPGRADES 2014

DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Stegall Substation – Equipment Upgrades 2014, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 9 – Substation – Electrical (September 2013), Standard 12 – Painting (September 2013), Standard 13 – Environmental (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at http://www.wapa.gov/business/buys.htm.

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

The principal components of work include: One (1) transformer, two (2) circuit breakers, two (2) reactors, two (2) bays of 13.8-kV bus, structures, foundations, and associated electrical equipment; removing one (1) transformer, two (2) reactors, two (2) bays of 13.8-kV bus, associated structures, and associated electrical equipment; and removing or abandoning in place below grade foundations associated with removed equipment and structures.

Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, 9, and 13 describe the work to be performed.

The work is located near Scott’s Bluff Nebraska as shown on Drawing SG 0017.

C. DESCRIPTION OF BIDDING SCHEDULE:

1. Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses of the solicitation.

b. Providing a Construction Program and Safety and Health Program.

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: Begin work within 10-calendar days after date of receipt of Notice to Proceed, and complete all work within 210-calendar days from the date of receipt of such notice.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 20-calendar days for review of drawings or data submitted for approval.

3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring and schematic diagrams no sooner than November 15, 2015. Include these restrictions in the Construction Program.

4. OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:

a. KV1A outages will be issued September 1st, 2015, through January 31st, 2016. Working outside these dates must be approved by the Contracting Officer’s Representative (COR).

5. CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Schedule restrictions shall apply:

a. The Contractor shall not work more than 60-hours in 1-calendar week without prior approval from the COR.

b. The transformer KV1A will be located on temporary cribbing inside Stegall Substation. The

Contractor shall move the new transformer from the temporary location to its final location on the new transformer foundation “T1”. The Contractor shall allow the new transformer foundation “T1” 28-days (minimum) to cure before relocating KV1A. Include all costs associated with this work in the Bidding Schedule Item “Power transformer, 230/115-kV, 166 MVA, three-phase (Government-furnished)”.

6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized to carry the maximum available fault current in accordance with the Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:

a. The maximum available fault current in the 230-kV area is 8,368 amps and the X/R ratio is 9 prior to completing construction and 8,704 amps and the X/R ratio is 10.77 after completing construction.

b. A minimum of one (1) 1/0 AWG grounds shall be used in the 230-kV area.

c. The maximum available fault current in the 115-kV area is 12,509 amps and the X/R ratio is 8.8 prior to completing construction and 16,074 amps and the X/R ratio is 8.5 after

d. A minimum of one (1) 1/0 AWG grounds shall be used in the 115-kV area

e. The maximum available fault current in the 13.8-kV area is 22,923 amps and the X/R ratio is 11 prior to completing construction and 28,255 amps and the X/R ratio is 11.49 after

f. A minimum of two (2) 1/0 AWG grounds shall be used in the 13.8-kV area

g. No protective ground lead shall be longer than 36 feet in length, unless approved by the

COR. Resistance values given in Personal Protective Grounds Test Report shall be less than or equal to those allowed in ASTM F 2249.

h. Protective Ground Leads: Each protective ground lead shall have a permanent identification tag with unique identification number, certified wire size, and test date. Each protective ground lead shall be tested complete with connectors, in accordance with ASTM F 2249. Protective ground leads shall be retested and recertified annually. A protective ground lead without an identification tag to relate it to the annual certification of that protective ground lead shall not be used. No protective ground lead shall be longer than 36-feet, unless approved by the COR. Test results shall be submitted to the COR for approval prior to use of the grounds. When using the DC test method, the Contractor shall submit testing information in the format shown below in the Personal Protective Grounds Test Report. When using the AC test method, the Contractor shall submit testing information in accordance with the test set manufacturers recommendations.

7. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT:

Typical foundations are shown on drawings. Western will design these foundations after receipt and final approval of the seismic report and informational drawings and data, including the seismic outline drawing from the equipment manufacturer. Western will forward the revised construction drawings for these foundations no later than 20-days prior to the “NLT” delivery date listed in the, “Material” section. If the “NLT” delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.

E. CONSTRUCTION PROGRAM:

1. SUBMITTAL TIME: Submit a Construction Program to the Contracting Office Representative (COR) within 45-calendar days after date of Notice to Proceed.

2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.

F. MATERIAL: Furnish all material for completing the work, except material furnished by Western as listed below:

1. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Stegall Substation.

The equipment manufacturer is responsible for unloading of Western-furnished material. The Contractor shall inspect the equipment and report any damages to the COR.

G. RIGHTS-OF-WAY:

1. GENERAL: Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval. During the contract period, Western reserves the right to use Contractor-obtained access.

H. GEOLOGIC INVESTIGATIONS:

Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the drawings.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.

Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the work site.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Electric power up to a maximum of approximately 25-kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the substation. The Contractor may furnish power for his operations by other means. Power made available by Western will be delivered as single-phase, 60 Hz, AC, at approximately 120-240 V. Negotiate with the COR for establishing electric power service.

J. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

L. SUBMITTALS:

1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction Standards and this Project Specification. Submittals via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western contract number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email. Email submittals shall be delivered to: RMR-J5600-CS@wapa.gov.

2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or “Not Approved” status with comments as appropriate to the email address where the submittal originated.

3. APPROVAL TIME: Approval time for submittals shall be in accordance with the

“Commencement, Prosecution, and Completion of Work” paragraph.

DIVISION 2 – SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Miscellaneous sitework” includes the following:

a. Replacing and protecting existing gravel surfacing.

b. Providing a soil-applied herbicide where gravel surfacing is disturbed.

2. Bidding Schedule item “Demolition” includes the following:

a. Completely removing two (2) concrete foundations designated as “4CB8” for two (2) 14.4-kV circuit breakers, shown on Drawing SG 2050 Rev. B (Existing Installation).

b. Removing and disposing of the two (2) equipment cabinet platforms, including footings, associated with the two (2) circuit breakers.

c. Cutting off and removing upper portion of concrete foundations to approximately 3-feet below sub-grade; then abandoning remaining portions of the foundations in place:

(1) Three (3) “T1” foundations as shown on Drawing SG 2301.

(2) Sixteen (16) “TS1” foundations as shown on Drawing SG 2011 Rev. D.

(3) Two (2) “(RW)EBS1” foundations as shown on Drawings SG 2070 Rev. A (Existing Installation) and SG 2070 Rev. B.

Drawings are included as noted above showing typical foundation details.

d. Removing and disposing of the following structures:

(1) Complete “230-115-kV Transformer Structure” as shown on Drawings SG 2032

Rev. B and 2033 Rev. B.

(2) Two (2) “13.2-kV Switch and Bus Supports – Type I” as shown on Drawing SG 2042 Rev. C.

(3) Six (6) “13.8-kV Equipment and Bus Supports – Type I” as shown on Drawing

SG 2072 Rev. B.

Drawings are included as noted above showing typical structure details.

3. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.

a. Excavations for foundations, structures, and trenches.

b. Placing and compacting earth material and backfill.

c. Providing gravelfills under concrete foundations as shown on the Drawings.

d. Disposing of excavated material:

(1) Material from excavations not suitable or required for earthwork shall be removed from the substation. The Contractor shall make arrangements required for disposal of waste material in an approved landfill.

DIVISION 3 – CONCRETE

A. GENERAL:

1. MATERIAL:

a. Cement: Type IIA cement.

b. Compressive Strength: 4000 psi at 28-days for substation concrete.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the

COR.

2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. Perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Concrete foundations” includes the following:

a. Earthwork, formwork, reinforcement, material used in concrete, void forming material, drilling and grouting anchor bars, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for steel structures.

c. Concrete foundations for electrical equipment.

d. Unwatering foundation excavations, if required.

e. Casing auger excavations, if required.

f. Trial auguring, if required.

Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing SG 2052. If separate quantities of formed and auger concrete for each type of foundation are shown on the Drawing, the concrete quantity shall be the total of the formed and auger concrete quantities. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the Drawing.

DIVISION 4 – SUBSTATION METALWORK

A. GENERAL:

1. GOVERNMENT-FURNISHED DRAWINGS: Existing shop drawings for steel structures are not available.

2. MEASUREMENT: Measurement for quantities for Bidding Schedule items “Steel structures, welded (galvanized)” will be made on the basis of weights calculated in accordance with LRFD, “AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for nonrectangular shapes and plates are to be based on actual detailed dimensions.

a. Steel structure weights, calculated as noted above, are shown on the Government-furnished shop drawings and shall be shown on the Contractor-furnished final shop drawings, and payment will be based thereon. Steel estimated weights are shown on the specifications drawings for the structures requiring approval drawings as noted in the Bidding Schedule item “Steel structures, welded (galvanized)”.

1. Bidding Schedule item “Steel structures, welded (galvanized)” includes providing the following:

a. Two (2) Reactor Breaker Frame – Type I.

b. One (1) 230-kV Transformer Structure – Type I.

c. Two (2) 13.8-kV Switch and Bus Support – Type III.

d. Two (2) 13.8-kV Bus Support – Type IV.

e. Two (2) Equipment Cabinet Platforms – Type I, including grating, for the 13.8-kV

Breakers, in accordance with Standard Drawing 31 2044 Rev. E.

f. One (1) Transformer Platform – Type I, including grating, for the 230-kV Transformer in accordance with Standard Drawing 31 2050 Rev. A.

Structures require approval drawings.

The above material including connection bolts, nuts, washers, and lock nuts shall be galvanized.

DIVISION 9 – SUBSTATION – ELECTRICAL

A. GENERAL: Electrical equipment and material shall be as specified in Western’s “WAPA ES”

Standard Equipment Specifications, as shown on project drawings, and in accordance with NEMA, ANSI, IEEE, ICEA, ASTM, NEC, NESC, UL, and Federal specifications and standards as applicable.

Applicable requirements shall be met under the following service conditions:

1. Bidding Schedule for Government-furnished items (including associated supporting structures when furnished) require the Contractor to provide:

a. Unless otherwise indicated, unloading and inspecting Government-furnished items.

b. Installing Government-furnished items as shown on drawings.

c. Furnishing equipment and material not furnished by Western.

2. Bidding Schedule for items (not furnished by the Government) shall be furnished by the

Contractor and shall include the following:

a. Providing (furnishing and installing) bidding schedule items.

b. Furnishing equipment and material not furnished by Western.

c. Installing bidding schedule items as shown on drawings.

3. Unless otherwise specified, associated support structures provided for each electrical equipment rated above 7-kV shall be 102-inches in height and hot-dip galvanized, if made of steel. Instrument transformers that are seismically qualified shall be 96-inches in height. If tubular steel supports are furnished, they shall be galvanized internally and externally.

4. Installation and painting of electrical equipment and material shall be provided in accordance with Standards 9 and 12 respectively.

The equipment supplier is responsible for unloading the transformer.

a. The new power transformer will be stored on a temporary cribbing, unassembled and without oil approximately 175 feet from the new foundation. The contractor shall relocate the transformer from the temporary cribbing to the newly constructed transformer foundation. The Contractor is responsible for preparing the transformer for storage in accordance with manufactures recommendations until assembly and filing the unit.

Report any damage to Western’s COR.

b. The Contractor shall install the transformer in accordance with the equipment manufacturer’s instruction books, the oil purification instruction book and manufacturer’s erection engineer. The manufacturer is Waukesha-SPX. The Contractor is responsible for contacting the transformer manufacturer and complying with all their requirements for completing the vacuum filling process. This includes but is not limited to cold weather filling and temporary storage.

c. Spare parts furnished with each transformer bank may include but not be limited to the following:

(1) One (1) bushing of each voltage class.

(2) One (1) surge arrestor for each voltage class.

(3) One (1) complete set of gaskets.

(4) One (1) complete extra relay and contactor of each type and size.

(5) One (1) cooling fan and motor assembly.

(6) One (1) quart of touch up paint.

The Contractor shall deliver the spare parts listed above to Western’s onsite representative.

The equipment supplier is responsible for unloading the power circuit breakers.

a. The equipment supplier will unload the power circuit breakers from the truck, and

Contractor personnel shall inspect the power circuit breakers for possible damage during shipment or transportation and report any damage to Western’s COR.

b. One (1) set of basic spare parts consisting of:

6. Bidding Schedule item “Associated electrical equipment and material” includes providing equipment, material, and services required to expand as necessary, and complete the following substation installations as shown on the Drawings:

a. Substation Grounding System: Complete and test the substation grounding system.

Unless otherwise specified on drawings, splices, connections, and other fittings may be compression type (DMC Power’s Swage or equal). Due to the ongoing copper theft problems, all new exposed ground wire shall be copper clad steel. NOTE: That the included drawings and standards have not been revised to show this new requirement.

b. Electrical Conduit System: Electrical conduit system including embedded and exposed conduit. Conduit entering the cable trench with a 90 degree bend is allowed to be Schedule 40 PVC as shown on Drawing 31 1006. All other 90 degree bends shall be rigid metal. All conduits shall have sealing compound installed at both ends.

c. Outdoor Bus System: Outdoor strain and jumper buses, rigid buses, and overhead ground wire unless otherwise specified on the Drawings, splices, elbows, pad type terminal connectors, and other fittings used on rigid or cable buses shall be compression type (DMC Power’s Bus and Cable Connectors and Swage System or equal). Post insulators for new structures shall use industry standard 5-inch base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081. Insulators shall be ANSI 70 gray.

d. Insulated Conductors: Insulated conductors and cables except 5/c and 12/c No. 10 AWG control cable. Communication and RTU cable required are shown on cable list T600.

7. Bidding Schedule item “Existing outdoor electrical equipment and material” includes removal and disposal of existing electrical equipment and material. If temporary storage is needed refer to the COR.

8. Bidding Schedule items “Furnishing 5/c No. 10 AWG control cable” and “Furnishing 12/c

No. 10 AWG control cable” include furnishing 5/c No. 10 and 12/c No. 10 AWG control cable, respectively.

9. Bidding Schedule items “Installing 5/c No. 10 AWG control cable” and “Installing 12/c

No. 10 AWG control cable” include installing 5/c No. 10 and 12/c No. 10 AWG control cable, respectively. The Contractor shall provide sufficient cable to allow termination on the highest terminal block in the switchboard section that is farthest from the other end point of the cable.

10. The Bidding Schedule item “Furnishing and installing fiber optics” includes determining lengths, furnishing and installing the fiber optic distribution cable (FODC) and inner duct, terminating the FODC and connecting it to the transformer KV1A and the Contractor-furnished and installed patch panel inside the service building, performing all splicing and testing the completed installation.

a. Material: All fiber optic communication equipment shall be commercially manufactured off-the-shelf items.

(1) The FODC shall be Optical Cable Corporation’s DX012DWLS9KR (twelve (12) fiber, 62.5/125 multimode, riser rated, indoor/outdoor), or equivalent. All optical fibers for the FODC shall be compliant with or exceed the requirements of ISO/IEC 11801 OM1. The fibers shall have no factory splices in any continuous length. The end of each length of cable shall be sealed so no moisture can enter the cable.

(2) Furnish and install flexible inner duct for the FODC. Install FODC in inner duct where not in conduit. This includes, but is not limited to cable installed in cable trays, cable trench and under raised computer floor. Inner duct shall be corrugated (for maximum flexibility), orange, have a 3/4-inch inner diameter and have a preinstalled pull tape. Inner duct shall be UL listed and designed for riser applications per NEC article 770.182 and resistant to the spread of fire per UL 2024, Vertical-Tray Flame Test (Riser). Install couplers and connectors to attach inner duct to conduit and to neatly terminate the installation.

(3) MM-FODC Termination: In the building, fibers shall be spliced to ST-pigtails.

(4) Fiber Optic Patch Panel: In the control building, a 24-port patch panel, with

ST-pigtails (62.5/125 fiber) and splice trays, shall be provided and installed in the vertical switchboard section CHB4 by the Contractor. The patch panel shall be Amerifiber’s AFM2412RCC003 or equivalent.

b. Installation:

(1) Install FODC/Inner Duct: Install the FODC/inner duct from the transformer control cabinet patch panels, to the fiber patch panel in switchboard CHB4, according to SG T600. In the transformer patch panel, 50-feet of FODC shall be coiled (coiled inside the patch panel) before connecting to ST patch panel. In the service building, leave a 50-foot service loop before routing to the patch panel.

(2) Terminate Multimode Fiber: Splice to pigtails in the control board. All fibers shall be terminated and connected in order as specified in ANSI/TIA-598C-2005.

c. Fiber Optic Testing: Perform fiber optic testing in accordance with the following:

(1) Factory Tests of FODC: Factory test results shall be recorded and included in the packaging with the FODC.

(2) Pre-installation Field Tests of FODC: The Contractor shall test all fibers to insure the cable was not damaged during shipping. Notify the COR at least 14-days prior to all pre-installation field tests to enable Western observers to be present. The Contractor shall perform an optical time domain reflectometer (OTDR) attenuation test at 850 nm on each fiber. Pre-installation tests shall be compared to the factory test results. OTDR charts at 850 nm shall be provided showing launch conditions and all other parameters used in setup, plus time and date. These charts shall illustrate and quantify overall losses, length of fiber, and stress points on the fiber.

Review the traces carefully and explain unusual discontinuities in detail.

(3) Post-Installation Field Tests of FODC: The Contractor shall notify the COR at least

14-days prior to the post-installation field tests to enable Western observers to be present. Perform end-to-end tests (patch panel-to-patch panel) for each fiber after all termination has been completed and all patch panels have been returned to their permanent position. These tests shall include continuity and attenuation at 850 nm using an optical loss test set to verify continuity and to benchmark attenuation.

Negative losses (i.e., gains) will not be accepted as legitimate benchmark attenuation. If negative losses do occur, the specific fiber shall be retested.

(4) Any damage to the FODC shall be replaced by, and at the expense of, the

Contractor. The Contractor shall be responsible for making modifications required to repair damage, subject to the COR’s approval. These modifications may include, but not be limited to the replacement and reinstallation of the fiber cable.

(5) Instrument Calibration: All test equipment shall be calibrated with certification traceable to the National Institute of Standards and Technology relative to their intended use.

(6) Qualifications of Testing Personnel: The fiber optic tester shall have a minimum of one year testing and operations experience with the OTDR and optical loss test set used for tests required in this specification, and shall be able to use all necessary test equipment without reference to test equipment instruction books while performing the required tests specified herein.

d. Fiber Optic Communication Drawings and Data: All drawings and technical data required to be furnished by the Contractor shall be in English. The Drawings and data shall be complete and accurate in their content. Originals and all copies shall be legible.

Western shall have the right to require the Contractor to make any changes in the Drawings and data that may be necessary to show the equipment furnished conforms to the requirements of these specifications. The design and coordination of the fiber optic communication equipment shall be the responsibility of the Contractor and Western assumes no responsibility to approve or review drawings and data that are submitted.

B. SPECIAL REQUIREMENTS:

1. HANDLING AND MANAGEMENT OF ASBESTOS CONTAINING MATERIAL:

a. General: Based on similar decommissioning of reactors it is possible that asbestos containing materials (ACM) are present. The Contractor shall engage the services of a Nebraska State-certified company to inspect and evaluate the reactor components and provide mitigation and disposal measures as necessary to complete the anticipated work.

b. Inspection/Testing: The Contractor shall inspect, collect samples, and report to the COR, the presence of ACM. The asbestos portion of the Contractor’s work shall be performed by a State-certified Asbestos Inspector who will certify to the COR, whether or not asbestos is present for the removal and disposal of ACM. If asbestos is present, the Contractor shall characterize the asbestos as Friable, or Category I Non-friable, or Category II Non-friable. ACM survey results will specify the quantity of ACM in either linear or square feet; the characteristics, condition, and the location of the ACM within the reactor; and specify existing health risks and abatement measures to complete the anticipated construction work.

c. ACM handling and disposal shall be completed in accordance with state regulations.

d. Submittals:

(1) Asbestos Certification: Certificate of disposal or receipt shall be provided to the

COR.

(2) Testing Reports: Submit all reports generated from inspection/testing section of this specification.

e. Abatement/Mitigation: Should ACM be detected, the Contractor shall conduct abatement and/or mitigation and disposal operations on the material in accordance with State requirements.

2. SULFUR HEXAFLOURIDE (SF6) RECLAMATION:

a. General: Atmospheric venting of SF6 gas is not allowed. Scales used to weigh cylinders must be accurate to within +/- 2 pounds and must have a current calibration sticker. The Contractor shall record quantities of SF6, including:

(1) Nameplate capacity in pounds of SF6 containing equipment.

(2) Record pounds of SF6 reclaimed from equipment and stored in containers.

(3) Pounds of SF6 returned to suppliers or recyclers.

b. Certificates of SF6 Disposal and Receipts/Manifest:

(1) The Contractor shall provide receipts or manifest of SF6 quantities in pounds returned to supplier or recycler.

(2) The Contractor shall submit SF6 documentation and copies of receipts or manifests to the COR prior to submittal of final invoice.

3. DISPOSING OF OIL-FILLED ELECTRICAL EQUIPMENT: Includes the following:

a. Sample, test, drain, remove, transport, and dispose of the oil-filled equipment including bushings.

b. Sample and test the oil of each equipment designation for PCB content, using one of the laboratories listed below, or the Contractor must provide a designated laboratory accredited by the National Environmental Laboratory Accreditation Program (NELAP):
