Prospective Offerors:
The Department of Energy, Western Area Power Administration (Western), Rocky Mountain Region (RMR) invites you to submit a quote for “RMR Administrative & Warehouse Support Services” under Request for Quotes (RFQ) #DE-SOL-0008317. Western plans to award one firm-fixed-price contract.
The solicitation is issued as a 100% set-aside for SBA certified, eligible HUBZone small business concerns. The NAICS code is 561110 and the applicable size standard is $7.5 million. Quotes will be evaluated in accordance with the terms of the solicitation. This letter is not an integral part of the RFQ, which is a self-contained stand-alone document. In the event of any conflict between the contents of this letter and the enclosed RFQ, the RFQ language shall prevail.
The enclosed RFQ consists of Standard Form (SF) 1449, commercial item terms and conditions, provisions and clauses, and other listed Attachments and Exhibits. Proposed prices must be shown in the SF1449 SCHEDULE and offerors are advised to carefully inspect the entire solicitation for certifications or other information that may be required. Submit the SF1449 with original signature and be sure to follow “Instructions to Offerors”; complete other clauses or provisions as indicated; and any other information/attachments specified in the Schedule or elsewhere in the RFQ. Particular attention should be given to the Performance Work Statement for items which are to be included in your proposed prices for CLINs 0001, 1001, 2001, 3001 and 4001.
In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation. Only written amendments to the solicitation issued by the Contracting Officer shall constitute a change to the solicitation or specifications.
Quotes must be submitted to and received at the address shown in Block 9 of the SF1449 by the date and local time indicated in Block 8. Quotes must be submitted by regular or express/overnight mail.
Quotes submitted electronically or by fax will not be accepted.
Contractors must be registered in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal agency. By submission of a quote, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
