About this file

This document is a Brand Name Justification for solicitation NB675010-24-01995, which is a request for quote (RFQ) for Deepwave Digital ruggedized, GPU-accelerated software-defined radios (SDRs).

The National Institute of Standards and Technology (NIST) requires SDRs that can perform real-time digital signal processing with low power consumption in harsh outdoor conditions. Only Deepwave Digital's AIR8201-B SDR meets all the required specifications, including integration of a GPU, python programming capability, and a ruggedized enclosure. This brand name justification states that modifying the procedures or equipment would create an undue burden on the government. The RFQ is a 100% small business set-aside with a closing date specified in the solicitation. Offerors must submit a firm fixed price quotation for 3 units of the Deepwave Digital SDRs in accordance with the attached requirements document.

BRAND NAME JUSTIFICATION

Requirement. NB675010-24-01995 – Deepwave Digital components

This procurement is a brand name request, and it is limited to Deepwave Digital supplied by or authorized by Deepwave Digital, Inc. NIST's Communications Technology Laboratory's Applied Systems Metrology Group needs ruggedized software-defined radio (SDRs) receivers that can perform real-time digital signal processing (DSP) with low power consumption in conditions that may involve precipitation or harsh temperatures. The radios must be accelerated by a graphical processing unit (GPU) for fast real-time computation. The integration of these capabilities into a prepackaged product, together with tight integration into the python numerical computing ecosystem, to implement field studies with a rapid response for emerging national needs in wireless spectrum. Deepwave Digital is the only brand that fulfills all of the specifications via their AIR8201-B SDR. Of SDRs on the market, two brands integrate a GPU, a key requirement for implementing our custom measurement and detection algorithms. Only Deepwave Digital supports integrated python programming environments, provides an enclosure that is rated to protect the hardware from water ingress, and operates at a sufficiently low power consumption. These together are vitally important to our ability to deploy this hardware as a communications sensor outdoors on a fast enough timeline to meet a strict anticipated schedule of work for an external customer. The cost of modifying the procedures, changing equipment items, and retraining staff, including adjustment of data analysis already completed, or use of equipment susceptible to inclement weather effects would create an undue burden on the government.
