RFP DEC-16-053 Census Field Assessment Questions/Answers

Answers are shown in RED.

1. There is a reference to “Section C.3.1.1”, but that section doesn’t exist in the solicitation. Section B.3 has been corrected to show section C.3.

2. It is stated that the US Census Bureau will pay the contractor a fixed price of $ for the base period and all option periods, but it doesn’t specify how many hours are estimated for each. Please advise: Section B.3. has been updated to show a table with maximum work hours for the base and each option year. Offerors shall propose their fixed price for each year, based on the hours shown. A table has also been added to B.4, for estimated travel pricing.

3. C.5 states that “the contractor shall provide a full time, Principal Consultant”. What are the estimated hours? Section C.5 has been corrected to show a part-time Principal Consultant. Hours are shown in Section B.3 for the base and all option years.

4. “Similar Experience: Submit evidence of similar experience on projects performed in the past three (3) years, similar in size, scope and complexity to this effort”: Is there a minimum or maximum number of projects should be identified? No

5. Can projects and work performed by key or other proposed personnel be utilized to demonstrate similar experience? Vendors shall submit evidence of similar experience that individually or combined are similar in size, scope and complexity to this effort.

6. I am wondering if an incumbent exists for the CENSUS FIELD ASSESSMENT SERVICES requirement and if so, could you please provide the vendor and the corresponding contract number? The incumbent is Wayne Hatcher and the contract # is YA1323-15-CN-0015.

7. “An assessment of the 2016 Address Canvassing Test”- Where will this test be conducted? This test will cover various sites across the nation with a specific focus on areas required to support the 2017 Census test (i.e., one urban area, two American Indian Reservations, and Puerto Rico). Specific locations in the US are TBD.

8. “An assessment of the 2017 Census test”: Where will this test be conducted? The 2017 Census Test is planned to be an operational study of address canvassing, self-response, and nonresponse follow up procedures. It will have a Census Day of April 1, 2017 and will cover various geographic areas across the nation with a specific focus on one urban area, two American Indian Reservations, and Puerto Rico. Specific locations in the US are TBD.

9. “An assessment of the 2018 End-to-End Test”: Where will this test be conducted? The 2018 Census End-to-End test is planned to test seven major threads that cover the vast majority of the 2020 Census requirements: Address List Development, Self-Response, UE, NRFU, GQ, Census Coverage Measurement, and Post Processing. This test will have a Census Day of April 1, 2018 with the Address Canvassing operation to be conducted in the prior calendar year. It will include a sample that represents urban and rural areas, Puerto Rico and group quarters. Specific locations are TBD.

10. “A decennial Census readiness review of each of the six regional offices in 2017 and 2018”: Will all regional offices be reviewed? Or will “selected” offices be reviewed? If it is the latter, which office locations will be reviewed? Is there a preference of what percent of work load for the assessments e.g. how much time will the contractor need to be at the test location? Selected Regional Officers per year are still TBD. It is at the discretion of the contractor to offer time spent on test location.

11. “Principal Consultant- The contractor shall provide a full-time, Principal Consultant”: Does “Full time” require 40 hours per week? We will only need a part time Principal Consultant. Section C.5 has been revised to state this information, and Section B3. has been revised to show a table with maximum hours for the base year and all option years.

12. “H.10 CAR 1352.237-75 KEY PERSONNEL (APRIL 2010) (a) The contractor shall assessing to this contract the following key personnel:” This was left blank. What that intentional? Or should this still include the Principal Consultant? This should include the Principal Consultant Name

13. “This Section shall also include resumes for proposed personnel”: Should all resumes need to be included? Yes

14. Will the agency have an internal team assigned to the project? Or is the full project being implemented by the contractor with only internal review? The contractor is expected to work independently.
