Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the National Industrial Security Program Operating Manual (NISPOM) or unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for review and approval prior to release to the appropriate government approval authority identified here with at least office and phone contact information and if available, an e-mail address. 13. SECURITY GUIDANCE
The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

*10e. 1 Access to SCI information required for aviation logistics planning in support of contingency and operational planning.
*10e. 2 Contractor requires access to SIPRNET as certified by the COR. Although intelligence data is available on SIPRNET, and could be inadvertently accessed, there is no valid requirement for intelligence data at this time. Therefore, contractor shall not intentionally access or download intelligence data from the SIPRNET. Written approval of the User Agency Contracting Officer is required prior to subcontracting. *10g. Access to NATO information requires Final US Government Clearance and special briefings at the appropriate level. *10j. "For Official Use Only" (FOUO) handling guidance is found in Chapter 4 of DOD Regulation 5400.7R (DOD Freedom of Information Act (FOIA). The contractor shall comply with the requirements of the SECNAV M-5510.36 (Chapters 2, 9, & 10) for the procedures in handling, marking, storing, transmitting, releasing, and destruction of FOUO information.*11a. The contractor requires access to classified source data up to and including the classification levels identified in Item 1 of this DD-254 in support of this work effort. Contract performance is restricted to 2D MAW or while deployed in direct support of 2D MAW. All classified materials generated, fabricated, or modified by this contract will be returned to the respective government activity for retention. *11c. Classification markings on the material to be furnished shall provide thec lassification guidance necessary for the performance of this contract. Material generated under this contract shall perpetuate the classification/downgrading/declassifications from the source material. All classified material should be handled in accordance with US Government approved security practices and procedures (DOD 5200.1-R and SECNAV M-5510.36). *11j. Contractor will understand and practice sound OPSEC principles (OPNAVINST 3432.10; contractor will ensure that employees receive OPSEC training.
