US International Development Finance Corporation Interest and Foreign Exchange Rate Data Services
Background The U.S. International Development Finance Corporation (DFC) was created by the Better Utilization of Investments Leading to Development Act of 2018 (BUILD Act). The BUILD Act brings the former Overseas Private Investment Corporation together with United States Agency for International Development’s (USAID) Development Credit Authority (DCA) to provide new financial products to the capital markets, which will make the U.S. a stronger and more competitive leader on the global development stage. As a Federal government DFC is the U.S. Government’s development finance institution and mobilizes private capital to help solve critical development challenges while advancing U.S. foreign policy. DFC achieves its mission by providing investors with financing, guarantees, political risk insurance, technical assistance grants, direct equity investments, and support for private equity investment funds.
DFC uses Oracle EBS for its financial system of record. While the current version of Oracle EBS is capable of accounting transaction for loans created with OPIC’s authority, it does not have capability to handle floating rate and foreign currency denominated loans originated with USAID-DCA’s authority or under new authorities of the DFC. Therefore, DFC is currently upgrading Oracle EBS to add configuration for Foreign Currency and Floating Rate.
Updating Oracle EBS with floating rate capabilities will requires the automated data feed by subscription service for various interest rate indices, initially USD and EUR LIBOR rates, however, in the future other indices might be required.
DFC is also enhancing financial models used to estimate costs and returns on its credit and investment products and these models require various foreign currency and interest rate forward curves to enable their analysis.
Services Required
DFC requires a data subscription service to provide all the available standard US and EUR LIBOR rates (Overnight, 1 week, 1-month, 2-month, 3-month, 6 month, 1 year, 3 years, 5 years etc.) on a daily basis via automated feed.
The service should support other USD and foreign currency interest rate indices in anticipation of future DFC needs. In addition to the automated data feed, DFC requires the following to support financial modeling efforts.
Benchmark USD interest rates, spot, and forward curves
LIBOR
UST
Foreign Interest rates – spot and forward curves Euro Brazil India/INR USD SOFR (LIBOR replacement when finalized) Potentially several other emerging market currencies
Foreign exchange rates to USD – spot and forward (same currencies as above)
Other Requirements Technology - The rates need to served over a secure (HTTPS) communication channel and should be made available through RESTful API(s). The API(s) should accept standard request formats (e.g. JSON, URI Query String, XML and CSV) and must provide the response(s) in standard formats (JSON, XML and CSV). The service should be technology agnostic and should be able to be consumed by any technology platform that supports the consumption of RESTful APIs. Providers should indicate any documentation for their supported interfaces and provide sample data based on the specifications in the DFC Floating Rate Specification document in the RFP.
Data Quality – Providers should describe their data workflow, quality assurance measures, whether their data is used in live execution and if so the number and character of clients using their data for execution.
Licensing Terms – Any restrictions on use of the data – Specifically: Whether extracts from the data may be provided to DFCs clients, or used in legal documents with DFCs clients? Whether and if so, what is the industry standard (or practice) for the citation, or incorporation by reference to data series in legal documents? Whether data may, in part, or extract be published on DFCs website and, if so under what conditions?; Whether data may be retained and used indefinitely in DFCs systems after the period of performance of the contract?.

PURPOSE
This document contains instructions for building CSV or XML files for Floating Rates and Treasury Foreign Exchange rates. The file formats are how Oracle EBS needs to consume the data. In the RFP, DFC is requesting a sample so that we can determine if the vendor can meet the needs that provided in this document.
FILE NAMING CONVENTION
Being able to identify any file transmission is an important consideration for DFC systems. The following is the naming convention for file transmission:
‘XXXXXYYYYMMDDHHMMSS’.ext
Where:
XXXXX: Five–character abbreviation for the Floating Rate file or
Treasury file. Example: LIBOR, TREAS or similar five character code which identifies index/Treasury foreign exchange file uniquely.
YYYYMMDDHHMMSS: File Date: (YYYYMMDDHHMMSS)
Example: 20200609180210 for date
9-JUN-2020 06:02:10 PM.
.ext: Three-character file extension identifying the file format as follows:
.csv – comma–delimited format
.xml – XML format.

This section describes the file specifications used to transmit information pertaining to the Floating Rates.
