About this file

This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections for the procurement of an NCIC Full Function solution from DataMaxx Applied Technologies. The solicitation (No. 5400025369) was issued on May 17, 2022, by Procurement Officer Myrtle K. deWerdt. The Department of Corrections seeks to maintain secure access to the National Crime Information Center (NCIC), National Law Enforcement Telecommunication System (Nlets), and SC Criminal Justice Network for information capture and sharing across state criminal justice agencies. The contract includes an initial one-year term running from June 2, 2023, through June 1, 2024, with four automatically renewable one-year options, for a potential total contract period of five years. Responses to this sole source award must be submitted by June 2, 2023, at 10:00 a.m. to the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, SC 29210, or via email to bidsubmissions@doc.state.sc.us with the subject line stating "INTENT TO SOLE SOURCE AWARD & AMENDMENTS."

DataMaxx Applied Technologies is identified as the sole source vendor because it is the only system currently approved by the South Carolina Law Enforcement Division (SLED) for secure access by criminal justice agencies in South Carolina. The system is utilized to gather criminal history information on incoming inmates and employees, update the Criminal Justice Information System (CJIS) and NCIC with current inmate status including sentencing, admission dates, and location, and enter and retrieve warrant information for criminals housed at the agency as well as warrants issued by other law enforcement agencies nationwide. The document does not specify pricing terms or funding amounts. This notice will be posted in the South Carolina Business Opportunities (SCBO) for at least five to ten business days as required by state law. Vendors aggrieved by the intended award may protest within five business days of the notice posting date, with actual protests due within fifteen days.
