About this file

This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections' Purchasing Branch on May 22, 2022. The solicitation (No. 5400025401) seeks to procure miscellaneous Daikin Applied equipment, parts, engineering, and service for the repair and upgrade of chiller and cooling systems across all SCDC institutions. The initial contract term runs from June 5, 2023, through June 4, 2024, with four automatically renewable one-year terms available, for a potential contract period extending through June 4, 2028. Responses must be submitted by June 5, 2023, at 10:00 a.m. to either the mailing or physical address provided at the SC Department of Corrections Purchasing Branch, 4530 Broad River Road, Columbia, SC 29210. No separate bidder's conference or site visit requirements are indicated in the document.

The Department of Corrections justifies the sole source award to Daikin Applied based on the proprietary nature of the vendor's control software, which is required for parts to operate correctly with Daikin equipment. Daikin Applied is identified as the only vendor capable of providing comprehensive service and support for the existing and new Daikin-installed systems. The document does not specify pricing terms, funding amounts, or budget allocations. Any vendor with concerns regarding this sole source award may submit protests in writing to the Chief Procurement Officer at the Materials Management Office within the prescribed timeframe, with notice of intent to protest required within five business days of posting and formal protests within fifteen days of posting.
