D15PS00530 DARPA STO SETA SUPPORT SERVICES CONTRACT QUESTIONS AND ANSWERS PART 3

24. Reference Attachment 2, Past Performance Information Summary, b- Section 2 – Performance. This section requires offerors to relate the Past Performance example to “applicable sub-factors under the Technical and Management Factor in Section L,” however, Section L of the solicitation does not contain sub-factors.

In addition, section M states that the Government will evaluate “how relevant a recent effort accomplished by the offeror is to the effort to be acquired through this acquisition.” Section M goes on to state “This assessment will include an evaluation of the relevancy of the technical scope, complexity ….” Our review of the RFP indicates that Section 3 of the SOW most clearly describes the scope and complexity of “effort to be acquired through this acquisition.” While there are sub-factors under the Technical and Management factor in Section M, relating past performance efforts to these would be difficult and would not show a relation to the SOW. As an example, one Section M sub-factor is Availability (Current Employee or Letter of Intent for staff proposed on the future effort) and it is not clear how it would be useful to relate past performance efforts to this sub-factor. In order to assist in the Government’s evaluation of relevancy and scope, request the Government revise the statement in Attachment 2, Past Performance Information Summary, b, Section 2 to read, “For each of the applicable tasks in Section C.1 (3), Statement of Work, illustrate how your experience on this contract applies to that task.”

Government Response: Page 76, Section L.9 contains subfactors listed under paragraph “Volume II Technical and Management Proposal”. Attachment 2, Past Performance Information Summary will be updated in Amendment 1 to clarify the requirements of the attachment.

25. Reference Section L, page 77, Section C-Availability. Offerors are required to demonstrate the extent of availability for the key personnel proposed. Will the government require the Offeror to provide proof of such offers by submitting a copy of the letters of intent for all contingent proposed staff?

Government Response: No, the Government does not require the offeror to provide proof of the letters of intent for all contingent proposed staff, only to label them appropriately in your proposal in accordance with Section L, Section C-Availability.
