B.1 CONTRACT LINE ITEM (CLIN) DESCRIPTION
Offeror shall propose one of the contract types listed in Section L.3 of this document for CLINs 0001 and 0003 through 0007. CLINs 0002, 0008, and 0009 shall be proposed as a Time-and-Materials CLIN.
CLIN 0001 (Base Period) Research and Development Services
The offeror shall furnish all necessary personnel, materials, and non-personal services to perform the research and development in accordance with applicable paragraphs of the Statement of Work entitled "Mobile Medium Energy NII Technology Modernization” submitted in response to RFP D15PS00350. In this phase, the offeror will (a) design a solution that will replace a limited number of subsystems that will improve imaging performance and reliability at a significance costs savings to replacing the entire system; (b) demonstrate that the technical approach will work in a laboratory environment/proof of concept; (c) develop a prototype that can be integrated into a legacy LS-NII; (d) integrate the upgrade kit into a government furnished system; and (e) conduct the operational testing and evaluation of the integrated system.
Period of Performance – 24 months from date of award

CLIN 0002 (Optional Requirement 0001) Environmental Testing
The offeror shall furnish all necessary personnel, materials, and non-personal services to perform environmental testing in accordance in with paragraph 3.4.6 of the Statement of Work entitled “Mobile Medium Energy NII Technology Modernization”. This option will cover all or part of the tests described in paragraph 3.4.6 of the SOW. The Government reserves the right to have the offeror conduct all or some of the listed tests. The Government reserves the right to add additional testing should it be deemed necessary.
CLIN 0002 is not a guaranteed commitment and will be implemented via contract modification only.
Period of Performance – 2 months from date of implementation.
This will be a Time and Materials CLIN not to exceed the amount shown below:

The Government may elect to exercise any combination of CLIN 0003 through CLIN 0007 but the total amount of Limited Rate Initial Production units will not exceed five (5) units. CLIN 0008 (Optional Requirement 0007) Integrated Logistics Support for Limited Rate Initial Production
The offeror shall furnish all necessary personnel, materials, and non-personal services in accordance with paragraph 3.5.2 of the Statement of Work, entitled "Mobile Medium Energy NII Technology Modernization”, to support deployed LRIP units after system upgrade.
CLIN 0008 is not a guaranteed commitment and will be implemented via contract modification only.

In accordance with paragraph 3.5.3 of the Statement of Work, entitled "Mobile Medium Energy NII Technology Modernization”, the offeror shall provide repair services, as required, for Government Furnished Equipment. The offeror shall check-out the provided GFE and notify the Government of any deficiencies that need to be corrected in order for the contractor to install an upgrade kit to the mobile medium energy system.
CLIN 0009 is not a guaranteed commitment and will be implemented via contract modification only.

C.1 STATEMENT OF WORK

MOBILE MEDIUM ENERGY NII TECHNOLOGY MODERNIZATION
Imaging Technology Refresh
1 SCOPE
The scope of this effort is a Research and Development (R&D) Program to modernize US Customs & Border Protection’s (CBP) Large Scale Non-Intrusive Inspection (LS-NII) gamma-ray radiography equipment. CBP has an aging fleet of LS-NII equipment with rapidly diminishing performance characteristics and increasing Operation & Maintenance (O&M) costs. The goal of this modernization would be to extend the service life, enhance the sustainability, and improve the imaging performance of the existing fleet equipment.
It will be the Contractor’s responsibility to: (a) design a solution that will replace a limited number of subsystems that will improve imaging performance and reliability at a significant cost savings to replacing the entire system; (b) demonstrate that the technical approach will work in a laboratory environment/proof of concept; (c) develop a prototype that can be integrated in an actual system. This Statement of Work (SOW) defines the tasks necessary to upgrade the imaging subsystems of a LS-NII mobile medium energy system including: program management, concept definition/validation, prototype fabrication/testing and options for acquiring upgrade kits. It is noted that this SOW will not address the mechanical aspects of the system(s) which will be discussed further in the text.
1.1 Project Organization
1.1.1 Government Management Organization
This project is under the technical direction of the Department of Homeland Security (DHS) Science & Technology (S&T), Border and Maritime Security Division (BMSD) and the U. S. Customs and Border Protection (CBP), Office of Information and Technology (OIT), Laboratories and Scientific Services Division (LSS), Interdiction Technology Branch (ITB) hereafter termed the “Government”. This shall include other Government subject matter experts (SME) collaborating in the project on an as needed basis.
1.1.2 Contractor Management Organization (CLINs 0001-0009)
The Contractor or Contractors shall provide, for Government review, a Project Management Plan, including all major points of contact and the overall management structure. The Project Management Plan shall be prepared in accordance with Data Item Description (DID) A001.
1.2 Purpose
The purpose of this Statement of Work (SOW) is to describe the Government requirements for upgrading a mobile medium energy imaging system to extend the operational system life, and improve performance per the requirements in Appendix A of the SOW. The SOW is divided into phases with logical Go/No-Go decision points to ensure a successful project with minimal risk.

1.3 Background
CBP Officers and Border Patrol Agents, in the course of their work, examine conveyances and cargo.
These inspections take place at controlled Ports of Entry (POE) and Border Patrol checkpoints, and are aimed at detecting items prohibited from import into or export from the U.S. Each day CBP Officers and Border Patrol Agents use a variety of LS-NII equipment. LS-NII systems in the mobile configuration allow CBP to quickly move operations to different locations, based on the threat.
The mobile medium energy imaging LS-NII systems have been in operation for 8-10 plus years and are reaching the end of their predicted life cycle. Continued use of these systems in their present condition will increase Operation & Maintenance (O&M) costs and result in unacceptable performance levels and ultimately decreased detection limits and higher false alarms. In addition, future funds for new acquisitions are not expected until FY16 or later, and therefore the mobile medium energy imaging fleet will be required to operate well beyond its 10 year life cycle. Realizing these boundaries, the goal of this effort is to modernize the mobile medium energy equipment by replacing a limited number of subsystems to improve imaging performance and reliability at a significant cost savings to replacing the entire system. This Statement of Work (SOW) defines the tasks necessary to upgrade the imaging subsystems of a LS-NII mobile medium energy system to include program management, concept definition/validation, prototype fabrication/testing and options for acquiring upgrade kits. It is noted that this SOW will not address the mobile/mechanical aspects of the system which will be discussed further in the text.

3 TASK DESCRIPTIONS
The Contractor shall abide by all applicable Federal regulations, national standards, and U.S.
Department of Homeland Security (DHS) documents in performing all tasks. This research and development effort will be conducted in a phased approach to investigate, fabricate, and test the imaging components and/or sub-systems that will increase the operational life of the system and modernize/refresh the mobile medium energy imaging performance. In addition, there will be several decision points (GO/NO-GO) for continuation of work throughout the life of this project. This SOW will only address the system imaging technology as the mechanical and structural components contributing to system mobility are under a separate Service Life Extension Program (SLEP). The results of this SOW cannot alter the mechanical and structural requirements such as weight, operational environment, power, etc. as documented in the performance specification in Appendix A.
3.1 Program Management
3.1.1 Monthly Progress Reports (CLINs 0001-0009)
The Contractor shall manage resources and costs to achieve program objectives on time and within budget, which shall be reflected in a Monthly Progress Report (A002). The Contractor shall report detailed costs, expenditures, commitments and obligations against the program baseline. The Contractor shall include technical or programmatic risks with mitigation plans; status of project activities including progress to date; planned activities; deliverable updates; and a review of action items. The Contractor shall provide a Master Schedule update which shows task progress, milestone tracking and critical path events (A002). When appropriate in the project, the monthly report shall include a master log of all system and subsystem failures and the corrective action either taken or expected to be taken. This log shall record any impact that the corrective actions have on reliability and overall operation and/or maintenance of the system. Each entry will provide a description of the failure, when it failed, and during which testing.
3.1.2 Kick-Off Meeting (CLIN 0001)
The Contractor shall host a contract kick-off meeting within 30 days of contract award at the Contractor’s facility. The purpose of the meeting will be for the Contractor to present to the Government his understanding of the requirements contained in this SOW. The contractor shall present a list of any questions and issues associated with the requirements contained in these and other applicable documents. The Contractor shall review the Master Schedule and the risks and mitigations identified in their proposal.
The Contractor shall prepare presentation materials (A003) for the Kick-off meeting and prepare meeting minutes summarizing the results of the meeting (A004).

3.1.3 Bi-Weekly Teleconference (CLINs 0001-0009)
The Contractor shall participate in bi-weekly status meetings with the Government by teleconference (or other electronic media) to exchange information on current technical and management issues. These conferences shall be approximately one hour in duration. The Contractor shall record action items resulting from these teleconferences and distribute to both the Contractor and Government teams (A004).
3.1.4 Government Furnished Equipment
The Contractor shall have procedures governing the use of Government Furnished Equipment (GFE) in accordance with the provisions of this contract. The Contractor’s procedures shall address the following:
a. Examination upon receipt to detect damage in transit.
b. Inspection for completeness and proper type.
c. Methods for assurance of adequate storage conditions, proper handling, and protection from deterioration during storage.
d. Testing, as required, to determine satisfactory operation.
e. Protection from improper use or disposition.
The Contractor shall report GFE found damaged, malfunctioning, or otherwise unsuitable for use, and shall determine and record probable cause.
DHS property may be provided to the Contractor under this SOW. In such instances, the Contractor will maintain and update property records as necessary during any period of provision. Additionally, the Contractor shall develop and maintain listings of Government property purchased under this agreement.
All property listings shall be open to DHS inspection at all times and shall be delivered to DHS upon task completion. Before purchasing any individual item equal to or exceeding $25,000 that is required to support tasks performed pursuant to this SOW, and are not on the approved purchase list, the Contractor shall obtain the Contracting Officer’s Representative (COR) prior written consent. All such items shall be added to the list of equipment/parts exceeding $25,000 which shall be part of the Monthly Progress Report. The Contractor shall maintain any such items according to currently existing property accountability procedures. The DHS Program Manager identified in Section G.3 will determine the final disposition of any such items.
The GFE for this project is as follows:
One (1) mobile medium energy system which is currently in the NII fleet. The Contractor shall use this system for testing of the upgrades as designated in this SOW. In the event that there is a system failure the Government will be responsible for the replacement of the failed components and repair to its operating condition.
3.1.5 Government Furnished Information
The Contractor shall implement and maintain a system for requesting, receiving, reviewing and storing Government Furnished Information (GFI), including For Official Use Only (FOUO). The Contractor shall not distribute any FOUO data that may be provided in support of this effort without Government approval. DHS will provide certain DHS information, materials, and forms to the Contractor to support tasks under this SOW. Requests for Government Furnished Information (GFI) will be reviewed and granted on a case by case basis. The DHS Program Manager identified in Section G.3 will be the point of contact for identification of any required information to be supplied by DHS. The Contractor shall prepare documentation according to the guidelines provided by DHS or as mutually agreed.

3.1.6 Government Furnished Material (GFM)
The Contractor shall implement and maintain a system for requesting, receiving, reviewing and storing Government Furnished Material (GFM), including material that is Law Enforcement Sensitive. The Contractor shall not distribute any GFM that may be provided in support of this effort without Government approval. A list of the GFM for this project will be provided to Contractor at the Kickoff Meeting.
3.2 Concept Definition, Specifications and Design (CLIN 0001)
The Contractor shall develop a Functional Specification, and a Conceptual Design that addresses the requirements in the Functional Specification, and perform sufficient modeling, analysis or experiments to validate the ability of the Conceptual Design to meet the requirements. A Preliminary Design Review and a Critical Design Review will be held, each of which is a Go/No-Go decision point.
The CBP current 2014 performance requirements and operational specification for a new mobile medium energy imaging system and the upgrade kit requirements described in this SOW are depicted in Appendix A. These may or may not coincide with the first generation mobile medium energy imaging requirements/specifications for systems deployed 2001-2003 which are the focus of this SOW. As previously stated for this upgrade program, the primary requirements/specifications to improve upon and extend system lifecycle include:
Inherent Availability Operational Environment Maximum Penetration Horizontal and Vertical Spatial Resolution Contrast Sensitivity Image Resolution Radiation Exclusion Zone Scan Speed Average Throughput
These primary requirements/specifications are hereafter termed “upgrade specifications”.
3.2.1 Functional Specification (CLIN 0001)
The Contractor shall develop a preliminary and final Functional Specification (A007). The Contractor shall identify and characterize the technology components and/or software that will require modification or replacement. The Contractor shall identify how the upgraded software components will change the Graphical User Interface (GUI) and the overall system capability. The Contractor shall describe the system points of demarcation and/or interfaces that will be affected and address any constraints with the legacy or upgraded system components. The Contractor shall identify the intended capabilities of the upgrade system and how it will interact/interface with the user.
The Contractor shall limit the modifications or replacements necessary to meet the requirements to the detectors, detector electronics, computer system, and software with the goal of extending the system service life for ten (10) years. In the event that modification or replacement of other subsystems might become necessary the Contractor shall identify such to the Government and provide the justification and benefits of the change.

3.2.2 User Interface
If the Contractor replaces or modifies any user interface on the LS-NII system, the Contractor shall maintain a common look and feel of the interface to minimize operator retraining requirements.
3.2.3 Concept Selection (CLIN 0001)
If multiple competing concepts are developed, trade-off studies shall be performed regarding performance, risk, cost, and schedule to validate concept system selection. The Contractor shall use modeling of each alternative, or at a minimum functional flow diagrams, to produce sufficient data for concept selection. This analysis and recommended concept shall be presented to the Government at the earliest possible time but no later than the Preliminary Design Review.
3.2.4 Concept Validation (CLIN 0001)
The Contractor shall validate the system upgrade concept with respect to the legacy system/environment through system effectiveness models/simulations and/or critical laboratory experiments. The Contractor shall obtain sufficient data to thoroughly understand the behavior of each component/subsystem or software addition/design.
3.2.5 Preliminary Design Review (CLIN 0001)
The Contractor shall produce a Preliminary Design and conduct a Preliminary Design Review (PDR) that includes but is not limited to the following documentation (A008):
As a minimum, the following information shall be presented:

The Government and the Contractor will mutually agree on criteria for successful completion of PDR (Go/No-Go).
The Contractor shall prepare presentation materials (A008) for the meeting and prepare meeting minutes summarizing the results of the meeting (A004).
3.2.6 Risk Mitigation Plan (CLIN 0001)
The Contractor shall prioritize the system upgrade concept according to risk and develop a risk mitigation plan. The plan shall include at a minimum risk area, known/potential risk, probability of occurrence, its severity, impact to the system, impact to program, mitigation plan, and status. This plan shall be updated as required and the Contractor shall provide descriptions in the Monthly Progress Reports (A002).
3.2.7 Life Cycle Costs(CLIN 0001)
The Contractor shall provide a Rough Order of Magnitude (ROM) for the following life cycle costs (Go/No-Go) (A009):
Development/installation of a prototype upgrade kit into a Government Furnished Equipment (GFE) mobile medium energy inspection system.
Production of 1-10, 10-20, and 20-50 upgrade kits.

Contractor shall conduct a trade-off study to determine most efficient installation process (central installation vice field deployment). The Contractor shall consider all aspects of the options including system downtime; labor variances; shipping of systems to a central location;
depot options (east coast depot, west coast, etc.); tools and equipment required to complete a field installation; and other aspects of the complete scope of costs and efficiencies.
Operation and Maintenance for production systems including logistics, reliability, availability, and maintainability, and any environmental contributions.
The Contractor shall provide a preliminary Life Cycle Cost analysis at CDR with updates at the Final Development Program Review and at the conclusion of LRIP.
3.2.8 Critical Design Review (CLIN 0001)
The Contractor shall conduct a Critical Design Review (CDR) to obtain Government approval prior to initiation of development of a full scale prototype (Go/No-Go) (A010).
As a minimum the CDR presentation shall contain the following topics:

The Contractor shall prepare presentation materials (A010) for the meeting and prepare meeting minutes summarizing the results of the meeting (A004).
3.2.9 Design Specification (CLIN 0001)
The Contractor shall develop a system/sub-system Design Specification (A011) that accounts for all hardware and software requirements. The Contractor shall identify any components and/or software requiring further development such as components with complicated interfaces, components showing narrow demonstration limits, or components that might affect or be affected by the legacy mobile platform and/or the extreme Port environments.
3.2.10 Requirements Verification Matrix (CLIN 0001)
The Contractor shall develop and update as necessary a Requirements Verification Matrix which lists all requirements, directed or derived, and indicate by what method (test, demonstration, analysis, or inspection) these requirements will be verified (A012).
3.2.11 Configuration Management (CLINs 0001-0009)
The Contractor shall recommend and provide rationale for when the system shall be brought under Configuration Control.
3.3 Full Scale Prototype (CLIN 0001)
The Full Scale Prototype is a LS-NII system that has been retrofitted with a prototype upgrade kit by the Contractor. It will be used as a development platform and as a test platform to verify that critical
Document Title performance requirements are met. While the Full Scale Prototype may not be in its final configuration, it shall be capable of being used and evaluated by CBP operational personnel.
3.3.1 Development Platform
The development platform will consist of one GFE mobile medium energy inspection system. The system will be fully operational and representative of the other systems currently deployed.
3.3.2 Baseline Drawings (CLIN 0001)
The Contractor shall develop and maintain product baseline drawings for the prototype kit. The drawings shall identify all hardware components, electronics, detector assembly, energy radiation source (if applicable), interfaces, and electrical and mechanical parts that are required to design, manufacture, and assemble the prototype full-scale upgrade kit (A013).
3.3.3 Full Scale Prototype Fabrication/Installation (CLIN 0001) The Contractor shall fabricate a Full-Scale Prototype upgrade kit and install into an operational Government Furnished Equipment (GFE) mobile medium energy inspection system (Go/No-Go).
3.3.4 Return On Investment (CLIN 0001)
The Contractor shall assist the Government as required with a Return On Investment (ROI) analysis.
The ROI will determine if a universal upgrade of the medium energy imaging fleet is a sound investment for CBP by: (1) Operational performance comparisons, and (2) Comparisons of upgrade/installation costs to new system/installation acquisition costs (Go/No-Go).
3.4 Test and Evaluation
3.4.1 Test Plans (CLINs 0001-0003)
Based on the Government approved Requirements Verification Matrix (A012) the Contractor shall develop test plans for, as a minimum, those tests which may be witnessed by the Government or its designated representative (A014).
Currently, the notional set of tests which may be witnessed by the Government and consequentially require the Contractor to develop a test plan, test procedures, and a test report are as follows:

3.4.2 Test Procedures (CLINs 0001-0003)
The Contractor shall develop Test Procedures for all Contractor tests that will be witnessed by the Government and submit them to the Government for review and approval per the requirements in the data deliverables descriptions (A015). As appropriate the Contractor shall use the Government-approved test procedures for conduct of System Qualification Testing (SQT).
As a minimum, the Test Procedures shall contain:

3.4.3 Test Reports (CLINs 0001-0003)
The Contractor shall submit Test Reports for all of the tests for which Test Plans and procedures are required (A016).

3.4.4 Test Tools (CLIN 0001)
The Contractor shall coordinate with the Government to determine the test items and/or simulants required for developmental and operational testing. To the extent possible, the Contractor shall utilize GFM test items a list of which will be provided at the Kickoff Meeting. If not available, the Contractor shall be responsible for procurement and/or development of test items including simulants for both low density and high density mixed cargo. The Contractor shall maintain a test item and simulant list that identifies all test items, simulants, and measuring/diagnostic equipment required for testing of individual components and the prototype system.
3.4.5 Developmental Test and Evaluation (CLIN 0001)
The Contractor shall conduct Developmental Test and Evaluation (DT&E) at the contractor’s facility.
DT&E will be conducted after the completion of the Critical Design Review (CDR) and prior to the start of SQT. DT&E should include:
Subsystem testing to verify developed items meet derived requirements and system requirements as applicable.
Integration testing to verify interfaces between the developed items and other parts of the system meet derived requirements and system requirements as applicable.
Sufficient system testing to verify the system will meet functional requirements.
Software testing to the extent possible to verify command and control functionality and operability.
DT&E shall include system testing against a variety of mixed cargo. To the extent possible, the Contractor shall utilize GFM test items a list of which will be provided at the Kickoff Meeting. If not available, the Contractor shall be responsible for procurement and/or development of test items including simulants for both low density and high density mixed cargo.

3.4.6 Environmental Testing (CLIN 0002, Optional Requirement 1) In the event the Government elects to implement the optional requirement for the Environmental Testing, the Government reserves the right to direct the Contractor to conduct all or some of the listed tests. In addition, the Government reserves the right to add testing should it be deemed necessary. In the event that the Government adds testing, the Contractor shall provide a cost and schedule impact in a timely manner. The Contractor shall conduct environmental subsystem level testing on components/subsystems which will be exposed to the environment. In the event that the Contractor uses parts/components which have been previously tested to or beyond the requirements specified in Appendix A, the Contractor is relieved of re-testing as long as the testing can be verified by providing the Government with the test report, details, and/or analysis to which the test was conducted. For those parts/components which are to be tested the Contractor shall provide a test plan and procedures which provide a testing scenario which meets the requirements as stated in Appendix A. Per the requirements in Appendix A these tests will cover:
Temperature Vibration Shock Humidity Rain
If this optional requirement is implemented, the Contractor shall provide a Test Plan (A014), Test Procedures (A015), and a Test Report (A016) for these tests.
3.4.7 Integration Testing (CLIN 0001)
The Contractor shall integrate the upgrade kit into the GFE platform to complete the Full Scale Prototype. The Contractor shall conduct an integration test of the installed kit at the Contractor’s facility which shall test the upgrade kits ability to operate and function with the GFE platform. This integrated testing shall include a complete test of the software included as part of the kit, the software interfaces with the full system, and operation in conjunction with the full system. This testing shall also include a review of the graphical user interface (GUI) and an evaluation of differences between the current GUI.
It is the Government’s intent to witness this testing. The Contractor shall provide sufficient prior notice (minimum of two weeks) to the Government with regard to the schedule for this testing.
The Contractor shall keep a log of all system and subsystem failures and the corrective action either taken or expected to be taken and will report these in the Monthly Progress Report.
The Contractor shall provide a Test Plan (A014), Test Procedures (A015), and a Test Report (A016) for these tests.
3.4.8 Test Readiness Review (CLIN 0001)
The Contractor shall conduct a Test Readiness Review (TRR), at the Contractors facility, prior to System Qualification Test to ensure the components, system, personnel, procedural documentation, and any ancillary support equipment are available prior to the start of testing. No less than 5 business days prior to conduct of the review, the Contractor shall provide a data package consisting of the following items (A017)
TRR Presentation SQT Plan and Procedures Requirements Verification Matrix (A012 Final version) Traceability Matrix that cross references each item in the RVM to a section within the SQT
Procedure Report on Software integration, issues, and risks.

3.4.9 System Qualification Testing (CLIN 0001)
The Contractor shall perform System Qualification Testing (SQT) of the Full Scale Prototype at the Contractor’s facility to verify the system is fully functional per the upgrade specifications and is ready for Field Evaluation. This testing shall provide an operational verification of all aspects of the upgrade kit and the system’s ability to meet the performance and operational specifications. The Contractor shall test and validate the data recording and data analysis requirements. The testing shall validate that the operational software and hardware for the prototype system is stable and will run continuously without causing any software or hardware faults/failures that result in total or partial system shutdown or degradation. This testing shall provide a realistic representation of the end to end performance of the system and shall verify that the upgraded system will operate as a completely functional unit. The Government will assess system operation and performance during this demonstration. In addition to operator interface, penetration, resolution, and contrast, potential impacts on, and potential performance in, the flow of commerce will be assessed. (Go/No-Go).
The Contractor shall provide a Test Plan (A014), Test Procedures (A015), and a Test Report (A016) for these tests.
The Contractor shall provide a draft of the Operation Manual (A020) and the Technical Manual (A021) for use and evaluation during SQT.
3.4.10 General Safety
The Contractor shall verify compliance with OSHA’s General Industry Safety Standards 29 CFR 1910 for all upgrade kit components, as applicable.
3.4.11 Radiation Safety (CLIN 0001)
The Contractor shall verify compliance with FDA Performance Standards for Ionizing Radiation Emitting Products 21 CFR 1020.40; Radiation Safety for Personnel Security Screening Systems Using X-Ray or Gamma Radiation ANSI/HPS N43.17 (2009); General Radiation Safety Standard for Installations Using Non-Medical X-Ray and Sealed Gamma-Ray Sources, Energies up to 10 MeV ANSI/HPS N43.3 (2008); Radiation Safety for Active Interrogation Systems for Security Screening of Cargo, Energies up to 100 MeV ANSI/HPS N43.14 (2011), as applicable.
3.4.12 Radiological Survey and Report (CLIN 0001)
The Contractor shall conduct a radiological survey to ensure that radiation emissions are within specified limits. This survey will address both the radiation levels that LS-NII Inspection System operators will be exposed to while at their workstations and the level of leakage radiation transmitted to the environment. The report shall show that by means of an outline drawing the levels of emission/scatter radiation measured, the operating conditions (worst case) and the measurement equipment used. The Contractor shall provide a radiological survey report according to best commercial practices (A019). As a minimum, the survey shall meet or exceed the requirements specified in NRC 10 CFR Part 20.1501 and shall demonstrate compliance with ANSI N42.41 Section 6.11 Radiation Protection and ANSI N42.46 Section 4.3 Radiation Field Measurements.
Should the Government wish to witness the Contractor’s radiation survey and/or conduct their own radiation survey, facilities shall be made available to the Government by the Contractor.
3.4.13 Full Scale Prototype Field Evaluation (CLIN 0001)
After approval by the Government that the Full Scale Prototype is ready for Field Evaluation, the Contractor shall ship the prototype to the Government designated field evaluation location. While the
Document Title specific site is TBD it will be in the CONUS. The Contractor shall take all the necessary spares, components, consumables, etc. to support a two (2) week test in the field. This field evaluation will involve CBP field personnel doing hands on operation of the system under the supervision of the Contractor. These tests shall be conducted on containers in the supply chain. The Contractor shall provide the necessary personnel to support a ten (10) hour operational day for the evaluation period.
During the evaluation period the Contractor shall record relevant information and results for inclusion in the Field Evaluation Report (A022). The Contractor shall log all system and subsystem failures and the corrective action either taken or expected to be taken. This log shall record any impact that the corrective actions have on reliability and overall operation and/or maintenance of the system (A022).
The Contractor shall provide a list of personnel with the required details, which shall be provided to the Government, in order for them to be pre-cleared to work within a port/Government facility.
The Contractor shall support the Government in providing a plan for the testing to CBP field personnel.
