Questions & Answers

Regarding Solicitation D15PS00350

1. Section B.1 states:

“Offeror shall propose one of the contract types listed in Section L.3 of this document for CLINs 0001 and 0003 through 0007. CLINs 0002, 0008, and 0009 shall be proposed as a Time-and-Materials CLIN.”

Must the same contract type (Cost-Plus Fixed Fee, Firm-Fixed-Price Level of Effort, or Firm- Fixed- Price) be used for each of CLINs 0001 and 0003 through 0007?

No, CLINs 0001 and 0003 through 0007 do not have to be the same contract type. However, CLINs 0003 through 0007 have to be the same contract type as they all refer to the Limited Rate Initial Production (LRIP) providing one (1) LRIP upgrade kit.

2. Section B.1.

There are a number of Go/No-Go decision points identified in Section C for the CLIN 0001 effort. If an offeror proposes a FFP or FFP LOE type contract for CLIN 0001, do they then need to provide a price for the total program cost at each of these decision points?

No, a total program cost at each Go/No-Go point is not required as part of the proposal. Part 2 of the Cost Proposal requires the Contractor to provide a “Cost breakdown by task/sub-task using the same task numbers in the Statement of Work.” This information will include the Go/No-Go points as well as the tasks required to get to each decision point.

3. General.

(a) Can operating manuals, repair manuals, specifications, data sheets, drawings or other relevant technical data for the applicable mobile medium energy NII systems be provided to the offeror by June 10, 2015 to support the preparation of our proposal?

Yes. The documents requested can be viewed in Washington, DC, within US Customs & Border Protection’s headquarters between the now and the close of this RFP. Upon Award of contract supporting documentation can be provided to the contract awardee.

(b) If the answer to (a) is no, can operating manuals, repair manuals, specifications, data sheets, drawings or other relevant technical data for the applicable mobile medium energy NII systems be provided to the offeror following award? N/A

(c) If the answer to (a) is no and the answer to (b) is yes, can a list of the types of documents that will be made available after award be provided by June 10, 2015 to support the preparation of our proposal? It would be helpful to know what technical data will be available to support our development effort. N/A

4. Section C, paragraph 3.1.4 states:

“The GFE for this project is as follows:

One (1) mobile medium energy system which is currently in the NII fleet. The

Contractor shall use this system for testing of the upgrades as designated in this SOW. In the event that there is a system failure the Government will be responsible for the replacement of the failed components and repair to its operating condition.”

Can the mobile medium energy system be provided to the contractor within the first two months of contract award to support development and preliminary design? If not, when does the government anticipate delivery to the contractor?

Yes, a system can be provided within the first 2 months of contract award; however, the duration of the loaner period would need to be defined first.

5. Section C, paragraph 3.2.

A list of the primary requirements/specifications termed “upgrade specifications” is provided.

Can the current specifications of the mobile medium energy system relevant to the upgrade specifications be provided to support the preparation of our proposal?

Yes. The original specifications of the system’s current configuration can be viewed in Washington, DC, within US Customs & Border Protection’s headquarters between the now and the close of this RFP. Upon Award of contract supporting documentation can be provided to the contract awardee.

6. Appendix A, paragraph 1.1.1, 2. Operational Environment states:

“Vibration, Transport. Shall perform vibration testing while the equipment is in its transport configuration. Testing is performed while the unit is in its operational configuration. “

(a) Please confirm that testing is performed in the units transport configuration, not operational configuration.

The vibration test shall be performed when the equipment is in its transport configuration.

Subsequent to the vibration test the Contractor shall convert the system into its operational configuration to verify full system functionality.

(b) Similarly for shock testing, please confirm that testing is performed in the units transport configuration, not operational configuration.

Confirmed – the shock testing is required for the unit in its transport configuration; not the operational configuration.

7. Regarding citation of FAR 52.219-14, does the 50% labor requirement for the small business refer to the small business prime only or to the total amount for all small businesses combined?

No, the clause states that a least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the small business prime contractor.

8. The subject RFP restricts the Vol I Technical Proposal to 40 pages with some items excluded from the page count. Is the required Statement of Work and WBS also excluded from the page count?

The SOW and WBS will be included in the page count limitation.
