PURCHASE DESCRIPTION FOR THE ACQUISITION OF FIVE

(5) MANUAL VERTICAL KNEE MILLS

1.0 SCOPE. The content of this purchase description describes the minimum requirements of the Government for five (5) manual Vertical Knee Mill Machines to include articulating heads and 3-Axis Acu-Rite digital readouts. This purchase description also includes the minimum requirements for technical data, tooling and accessories, additional equipment, delivery, unloading and rigging, installation, testing, and training. This requirement is for Four (4) Vertical Knee Mill Machines to be delivered and installed at Buildings (1) 133, (2)137, (1) 4225 Fleet Readiness Center East (FRCE) at Marine Corps Air Station (MCAS) Cherry Point, N.C.

and one (1) machine will be delivered and installed at satellite location at MCAS Beaufort, S.C Building 594.

2.0 APPLICABLE DOCUMENTS

2.4 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulation unless a specific exemption has been obtained.

3.0 REQUIREMENTS

3.1 Vertical Knee Milling Machine Specifications.

3.1.1 General.

3.1.1.1 The item offered shall be new and a current commercially available model. A current model is defined as the manufacturer’s currently produced model, which, on the date this solicitation is issued, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturers published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein.

3.1.1.2 The machine shall include all components, parts, and features necessary to meet the performance requirements specified herein.

3.1.1.3 All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair.

3.1.1.4 The government will not consider the purchase of any equipment that is manufactured in part or in whole in a country not identified in DFAR 252.225-7000, Buy American Act. If at any point the government finds parts or equipment made in a country not identified in DFAR 252.225-7000, the equipment shall be removed from the FRC East and the contract will be terminated for default.

3.1.2 Measuring and Indicating Device Graduations. All measuring and indicating devices on the machines shall be graduated in U.S. customary units.

3.1.3 Controls. All electrical, mechanical, hydraulic, and pneumatic operating controls should be located convenient to the operator's work station(s).

3.1.4 Safety and Health Requirements.

3.1.4.1 All machine parts, components, mechanisms, and assemblies furnished on the machines, whether or not specifically required herein, shall comply with all of the requirements of

OSHA 29 CFR 1910.

3.1.4.2 Safety signs and labels on all equipment shall comply with NEMA Z535.4.

3.1.5 Safety Guarding.

3.1.5.1 Covers, guards, or other safety devices shall be provided per ANSI B11.8

3.1.5.2 The safety devices shall not interfere with the operation of the machines.

3.1.5.3 The safety devices shall prevent unintentional contact with the guarded part, and shall be easily removable to facilitate inspection, maintenance, and repair of the parts.

3.1.6 Audible Noise Level.

3.1.6.1 Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the

“A” weighted scale of a standard Type II sound level meter, at the operator's work position or any point at a distance of three (3) feet from the equipment.

3.1.6.2 Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 84 dB requirements.

3.1.7 Mercury Restriction. The machines shall not contain mercury or mercury compounds nor be exposed to free mercury during manufacture with the exception of fluorescent lighting where required.

3.1.8 Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the machine.

3.1.9 Lead. Lead and materials containing lead shall not be used on or in the machines with the exception to radiation cladding and lead solder in circuits.

3.1.10 Use of Polychlorinated Biphenyl (PCB). The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited. The machines shall be considered PCB free providing certification to be verified containing less than five (5) parts per million (<5ppm) in accordance with 40 CFR part 761.

3.1.11 Environmental Protection.

3.1.11.1 Under the operating, service, transportation, and storage conditions described herein, the machines shall not emit materials hazardous to the ecological system as prohibited by Federal, state, or local statutes in effect at the point of installation.

3.1.11.2 FRCEASTINST 5090.1G, Environmental Compliance regulations, shall be included with regards to equipment and installation of this specification.

3.1.11.3 Any violation of regulations shall fall on the sole responsibility of the contractor; the government will monitor the installation of equipment.

3.1.12 Lubrication.

3.1.12.1 Means shall be provided to ensure adequate lubrication (oil, grease, coolant, etc.) for all moving parts.

3.1.12.2 Recirculating lubrication systems shall include a filter that is cleanable or replaceable.

3.1.12.3 Each lubricant reservoir shall have at least a 24-hour capacity.

3.1.12.4 Means shall be provided to indicate a low lubrication condition.

3.1.12.5 When a low lubrication condition occurs, the machine shall complete the current operation and come to a complete stop.

3.1.12.6 Machine manuals shall indicate how to refill the lubrication reservoirs.

3.1.12.7 All oil holes, grease fittings, and filler caps shall be easily accessible.

3.1.13 Replacement Parts. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts include, but are not limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices.

3.1.13.1 All parts subject to replacement shall be manufactured to definite dimensions and tolerances.

3.1.13.2 Replacement parts shall be interchangeable without requiring modification.

3.1.13.3 Tooling and accessories normally supplied as standard items shall be considered replacement parts.

3.1.14 Fail-Safe. In accordance with MIL-STD-1472G, paragraph 4.5, a fail-safe design shall be provided in those areas where failure can cause catastrophe through damage to equipment, injury to personnel, or inadvertent operation of critical equipment.

3.1.15 Human Engineering.

3.1.15.1 Criterion for selecting off-the-shelf commercial or Government equipment shall include the degree to which the equipment conforms to MIL-STD-1472G.

3.1.15.2 Where off-the-shelf equipment requires modification in order to interface with other equipment, the modification shall be designed to comply with the criteria in MIL-STD- 1472G.

3.1.15.3 Redesign of off-the-shelf equipment shall have the approval of the procuring activity.

3.1.16 Castings and Forgings.

3.1.16.1 All castings and forgings shall be free of defects, scale, and mismatching.

3.1.16.2 No processes such as welding, peening, plugging, filling with solder or paste shall be used for reclaiming any defective part.

3.1.16.3 Castings shall be Meehanite® for superior rigidity and wear resistance.

3.1.17 Fastening Devices.

3.1.17.1 All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening.

3.1.17.2 Fastening devices subject to removal or adjustment shall not be permanently installed.

3.1.18 Threads. All threaded parts used on the machines related attachments and accessories shall conform to FED-STD-H28A and the applicable "Detailed Standard" section referenced therein.

3.1.19 Gears.

3.1.19.1 All gears of axis drive trains shall conform to or exceed all provisions of ANSI/AGMA ISO 1328-1-B14.

3.1.19.2 All gears shall be of proper width and size to transmit full-rated torque and horsepower throughout the speed ranges without failure for the expected service life of the machines.

3.1.19.3 Gears in drive trains shall be hardened and ground steel.

3.1.19.4 Working surface hardness shall be not less than 48 Rockwell C.

3.1.20 Surfaces.

3.1.20.1 All surfaces shall be clean and free of harmful or extraneous materials.

3.1.20.2 All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function.

3.1.20.3 The condition and finish of all surfaces shall be in accordance with the manufacturer's commercial practice.

3.1.20.4 The table surface shall be hardened and ground

3.1.21 Welding, Brazing, or Soldering.

3.1.21.1 Welding, brazing, or soldering shall be employed only where specified in the original design.

3.1.21.2 Welding, brazing, or soldering shall not be employed as a repair measure for any defective part.

3.1.22 Painting.

3.1.22.1 The machines shall be painted in accordance with the manufacturer’s commercial practice.

3.1.22.2 All paint shall be of the lead free type.

3.1.23 Workmanship.

3.1.23.1 The machines shall be constructed of parts that are new, without defects, and free of repairs.

3.1.23.2 The structure shall withstand all forces encountered during operation of the machines to the maximum rating and capacity without distortion.

3.1.23.3 Workmanship of the machines shall meet all requirements specified herein

3.1.23.4 Workmanship shall be of a quality equal to that prevailing among manufacturers producing equipment of the type covered by this purchase description.

3.1.24 Warranty. Equipment shall be covered with a one (1) year standard manufacturer’s warranty from time of installation.

3.1.25 Environmental Operating Conditions. The machines shall be capable of operating in a factory environment of 73° ±18° Fahrenheit, atmospheric pressures between 25.5 and 30.5 inches of mercury, and relative humidity of 10% to 95%, without exceeding the designed operating limits of any of its components. Temperature changes are understood to not vary more than three (3) degrees in a one (1) hour period or 10 degrees in 24 hours.

3.2 Components. The machines shall consist of not less than the following components:

3.2.1 Base.

3.2.1.1 The base shall be a stress relieved, heavy duty, ribbed casting or steel weldment having characteristics that minimize both thermal and vibration effects.

3.2.1.2 The base shall provide the strength and size to assure maximum rigidity and support for any load within the rated capacity of the machine.

3.2.1.3 Means shall be provided for accurate, ease of leveling.

3.2.2 Table.

3.2.2.1 The worktable shall be a casting of iron, or iron alloy, internally ribbed and proportioned to support and withstand the maximum capacity work-piece weights and tool thrust loads.

3.2.2.2 The worktable shall be precision fitted to the ways of the saddle and be the compound type, arranged to provide work-piece travel in X and Y axes.

3.2.2.3 The worktable shall be hardened with a ground finish.

3.2.2.4 The worktable ways shall be dovetail type.

3.2.3 Machine Ways.

3.2.3.1 Machines X, Y, and Z ways shall be hardened and ground.

3.2.3.2 The ways shall include one-piece wipers.

3.2.3.3 Movement of the slides on the way surfaces shall be through adjustable preloaded, re-circulating roller bearing cartridges or nonmetallic way liners having a low coefficient of friction, with excellent slip-stick and damping properties.

3.2.3.4 Protection of the machine ways shall be either telescoping or curtain type way covers with one-piece way wipers.

3.2.3.5 Machines X and Y ways shall be coated with Turcite® B.

3.2.3.6 The machine shall include column and knee way covers.

3.2.3.7 Knee ways and column ways shall be square type.

3.2.4 Axes.

3.2.4.1 The X and knee axes of the machines shall be actuated through a close loop, high-gain electrical servo mechanism.

3.2.4.2 Infinitely variable feed drives shall be provided for the X axes.

3.2.4.3 Axes shall be machined to accept way bearings of a precise fit to their respective ways.

3.2.4.4 The way bearings shall be an antifriction type and shall be provided with adjustable gibs, guides, or bearings to maintain and adjust alignment of the table to the ways and prevent causing excessive loading of the feed drive motor.

3.2.4.5 The X-axis shall be the longitudinal axis (Main table moving horizontally left to right as standing at the front of the machine).

3.2.4.6 The Y-axis shall be the transverse axis (Main table moving horizontally, front to back, as standing at the front of the machine).

3.2.4.7 The Z-axis shall be the vertical axis (Spindle moving vertically).

3.2.4.8 Friction in the pre-loaded ball screw and nut assemblies shall not excessively load the feed motors under normal cutting operations for which the machine is designed.

3.2.4.9 A positive means of lubrication shall be provided for the ball screw and nut assemblies.

3.2.4.10 Ball screws and nuts shall be shielded from contaminants and cutting debris by a method of the manufacturer's standard.

3.2.5 Articulating Head.

3.2.5.1 The machines shall have an articulating head for machining and drilling compound angles.

3.2.5.2 Worm gear angular positioning of head shall not be less than two (2) positions.

3.2.6 Ball screws/Leadscrews.

3.2.6.1 X and Y ball screws shall be factory installed with locking mechanisms.

3.2.6.2 Z leadscrew shall be chromed.

3.2.6.3 X and Y ball screws shall be preloaded for backlash compensation.

3.2.6.4 Z leadscrew shall have a double nut for backlash compensation.

3.2.7 Air Powered Draw Bar. The machines shall be installed with a 5/8 – 11 threads per inch air powered drawbar.

3.2.8 Spindle/Quill.

3.2.8.1 The spindle and quill shall meet or exceed size and performance requirements specified in Table 1 and Table 3.

3.2.8.2 The spindle shall be hardened and ground.

3.2.8.3 The spindle shall have a hand operated brake.

3.2.8.4 The Spindle shall have a reversing switch for clockwise and counter clockwise operation.

3.2.8.5 The spindle shall be equipped with ABEC 7 rated CP4 Spindle Bearings.

3.2.8.6 The Quill shall be Chromed and Ground.

3.2.8.7 Manual rapid quill movement shall be lever operated.

3.2.8.8 A hand wheel shall be provided for fine quill feed.

3.2.8.9 The machines quill shall have adjustable automatic feed disengagement for feed in both directions.

3.2.9 Coolant Mist System.

3.2.9.1 A coolant mist system with a switch and flexible segmented coolant nozzles shall be provided.

3.2.9.2 The system shall have means for draining and cleaning as necessary.

3.2.9.3 Means shall be provided to permit the operator to direct and control the amount of coolant mist over the entire work area.

3.2.10 Hydraulic System.

3.2.10.1 Where the design of the machine uses a hydraulic system, the hydraulic system and all components shall conform to ISO 4413.

3.2.10.2 The hydraulic system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls.

3.2.11 Pneumatic System.

3.2.11.1 Where the design of the machine uses a pneumatic system, the pneumatic system and all components shall conform to ISO 4414.

3.2.11.2 The pneumatic system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls.

3.2.11.3 The pneumatic system shall have an airline filter, water trap, and oil mist lubricator as necessary.

3.2.11.4 Air pressure gauges shall be provided to indicate input air pressure in all lines that are downstream from a pressure control device.

3.2.12 Electrical System.

3.2.12.1 The machines and ancillary equipment’s electrical system shall conform to NFPA 79.

3.2.12.2 The electrical system shall be designed for fail-safe operation and shall be insulated, isolated, shielded and grounded for safe operation.

3.2.12.3 The Government will provide power source(s), at location(s) and distance(s) to allotted space, as shown in drawing PE-21893.

3.2.12.4 The machine and ancillary equipment’s electrical system shall be tolerant of fluctuation of ±

10 percent of existing power source.

3.2.12.5 The electrical system shall be complete, including any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the machine and ancillary equipment.

3.2.12.6 A properly rated, and fused, single point disconnect device shall be utilized on the machine with means of lockout in the off position only.

3.2.13 Electrical Enclosures.

3.2.13.1 The electrical enclosures shall conform to NEMA ICS 6 standards.

3.2.13.2 The enclosures shall be a NEMA type 12.

3.2.13.3 The enclosures shall provide for ventilation of components.

3.2.13.4 The enclosures shall be designed for an indoor, non-hazardous location.

3.2.13.5 All electrical components shall conform to applicable NEMA ICS 1 standards.

3.2.13.6 The machine shall be provided with interlocks on its electronic cabinet that instantly remove power from the equipment when the door is opened in accordance with NFPA 79.

3.2.14 Arc Flash Protection. The machines enclosures shall be marked for arc flash in accordance with

NFPA 79 Paragraph 16.2.3 “Safety Signs for Electrical Enclosures” for arc flash safety.

3.2.15 Solid-State Components.

3.2.15.1 Electrical devices used to power electrical servo and spindle motors of control voltage delivered to solid-state electrical components shall be solid-state devices.

3.2.15.2 All electrical devices shall handle the electrical load imposed by operation of the machine to its maximum capability.

3.2.15.3 The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.

3.2.16 Motors.

3.2.16.1 Motors shall be rated for continuous duty.

3.2.16.2 Alternating-current (AC) motors shall be designed to operate on 60-Hz.

3.2.16.3 Each motor enclosure shall meet the requirements for a drip-proof enclosure.

3.2.16.4 All motors shall meet the requirements of NEMA MG-1.

3.2.16.5 Each motor shall have an identification plate in accordance with paragraph 3.9.3 to identify manufacturer, model number, serial number, voltage, amperage, horsepower, phase, frequency, and frame number.

3.2.16.6 Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawing(s).

3.2.17 Work light.

3.2.17.1 A 110-Volt LED work light with three-pronged plug shall be provided.

3.2.17.2 The light shall comply with NFPA 79 requirements, have a protective shield, and provide maximum light to the work area.

3.3 Size and Capacity.

3.3.1 The maximum size of machines and all equipment, including any ancillary equipment, shall be less than the allotted space shown on drawing PE-21893.

3.3.2 The machines shall meet or exceed size and capacity requirements specified in Table 1.

3.4 Accuracy and Alignment. The accuracy and alignment of the machine shall meet or exceed the tolerances specified in Table 2.

3.6 Standard Tooling and Equipment.

3.6.1 All standard tooling and equipment required for proper operation of each machine (such as special tools needed for drawbar, adjustment of articulated head, and maintenance) shall be furnished.

3.6.2 All standard tooling and equipment required for removal, installation, and setup of recommended spare parts shall be furnished.

3.6.3 A list of standard tooling and equipment shall be provided with proposal.

3.7 Additional Equipment. The following additional equipment shall be provided with each machine.

Detailed information of all additional equipment shall be provided with proposal.

3.8 Marking on Instruments, Control Panels, and Plates.

3.8.1 General.

3.8.1.1 All words on plates shall be in the English language.

3.8.1.2 Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background.

3.8.1.3 All plates shall be corrosion resistant.

3.8.2 Lubrication Plate.

3.8.2.1 A lubrication plate shall be permanently and securely attached to each machine.

3.8.2.2 The lubrication plate shall contain the following information:

3.8.3 Nameplate.

3.8.3.1 A nameplate shall be permanently and securely attached to each machine.

3.8.3.2 If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.

3.8.3.3 The nameplate shall contain the following information:

3.8.4 Identification Marking of Military Property.

3.8.4.1 An Item Unique Identification Marking (IUID) shall be provided in accordance with MIL- STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture.

3.8.4.2 The application of Human Readable Information (HRI) shall be used in combination with MRI and free text.

3.8.4.3 At a minimum, the IUID shall contain the information listed in paragraph 3.10.3, Nameplate.

3.9 Technical Data.

3.9.1 General.

3.9.1.1 One (1) hard copies and two (2) electronic copy(s) of technical data shall be provided with each machine at delivery.

3.9.1.2 Each electronic copy shall be provided on a read-only optical disc created and handled in accordance with ISO 18938.

3.9.1.3 All engineering drawings shall be in accordance with ASME Y14.100.

3.9.1.4 Technical data shall contain technical information, specifications, instructions for the operation and maintenance of the machine, consumables and expendables information, and recommended spare parts list.

3.9.1.5 The contractor shall provide a list of all consumables and expendables and recommended spare parts at time of proposal.

3.9.1.6 All original software manuals and registration keys/codes shall be provided, along with original software installation disks.

3.9.1.7 All copies of technical data shall be legible and written in the English language.

3.9.2 Service and Operator Manuals

3.9.2.1 The contractor shall supply factory service and operator manuals for the type and model of the machine being purchased.

3.9.2.2 The manuals shall contain technical information, specifications, instructions for the operation and maintenance of the machine and all associated accessories.

3.9.2.3 The service manuals shall contain the procedures for replacing the parts withing the equipment showing exploded view engineering drawings that show all fasteners with the torque values and part numbers.

3.9.2.4 Procedures shall be included in the service manuals for recalibrating (if required) the part that was replaced and operational checks that ensure proper operation of the replaced part.

3.9.2.5 The manuals shall address diagnositc procedures for isolating and correcting faults.

3.9.2.6 The manuals shall clearly define preventative and predictive maintenance tasks, including oil and vibration analysis, and show recommended intervals of tasks.

3.9.3 Instrument and Calibration Procedures.

3.9.3.1 Calibration procedures and/or tooling requiring operator verification or recalibration as part of a production run or on a daily or periodic basis shall be provided to the Government.

3.9.3.2 The contractor shall provide a list of these items at the time of proposal.

3.9.3.3 All items shall have a certificate of calibration traceable to the National Institute of Standards and Technology (NIST).

3.9.4 Plan of Action and Milestones (POA&M).

3.9.4.1 The contractor shall provide a POA&M to identify contractor performance dates of all major events from contract award to completion of all contract requirements.

3.9.4.2 The initial POA&M shall be delivered within thirty (30) calendar days after contract award for Government review.

3.9.4.3 The Government will review and approve or reject the POA&M within fifteen (15) business days of submission.

3.9.4.4 The Contractor shall re-submit any required changes to the POA&M within five (5) business days for review and approval by the Government.

3.9.4.5 The milestones shall be prepared using a recognized project management technique

(preferably Microsoft Project).

3.9.4.6 The Contractor shall review the POA&M with the Government on a monthly basis.

3.9.4.7 The contractor shall notify the Government prior to making any changes to the POA&M. The

Government will approve all changes to the POA&M in advance.

3.9.4.8 The POA&M shall detail such items as procurement of major hardware, assembly, operational debug, contract quality assurance testing (origin), shipment, installation, final inspection and acceptance, test (destination), and training.

3.9.5 Site Preparation and Installation Plan

3.9.5.1 The contractor shall provide a site preparation and installation plan.

3.9.5.2 The contractor shall field verify all dimensions and site conditions while developing the site preparation and installation plan.

3.9.5.3 As part of the site preparation and installation plan, the contractor shall include facilities preparation instructions including detailed information concerning any equipment that applies a load to a facility structure, wall, or roof.

3.9.5.4 The initial plan shall be provided during Post Award Conference (PAC) for FRC East review.

3.9.5.5 The designated FRC East POC will respond with comments no later than fifteen (15) business days after receiving the initial plan.

3.9.5.6 The Contractor shall submit final site preparation and installation plan no later than thirty

(30) days prior to installation for approval by FRC East.

3.10 All Contractors. Subcontractors shall utilize the FRC East approved site preparation and installation plan for execution of all installation work described herein.

3.10.1 The site preparation and installation plan shall include, but not be limited to:

a. Detailed description of all installation work including exiting equipment disassembly and removal

b. A detailed site layout including position and orientation of new machine with any ancillary and additional equipment

c. General equipment specifications (i.e. size, weight, etc.)

d. Any required structural modifications or additions

e. Utility requirements and location

f. Pertinent compressed air and electrical details

3.10.2 Installation.

3.10.2.1 Contractors who enter the FRC East facility to perform installation work described herein shall comply with FRCEASTINST 5000.1 and FRCEASTINST 5090.1.

3.10.2.2 The Contractor shall submit, to the designated FRC East POC, all Safety Data Sheets (SDS) for any Hazardous material (HM), as defined under 29 CFR 1910.1200, supplied to the FRC East for installation, testing, or operation of installed machine. The Contractor shall maintain copies of the SDS on site throughout the project.

3.10.2.3 Prior to supplying any HM, the Contractor shall complete FRC East Form 5090/20 and return to the designated FRC East POC.

3.10.2.4 No HM shall be left on site at completion of the contract.

3.10.2.5 All Contractors who enter the FRC East facility to perform installation work described herein shall comply with FRCEASTINST 10290.1 chapter 4, paragraphs 1.e, 11.a, and 11.b, and chapter 5, paragraphs 2.a through 2.e.

3.10.2.6 All Contractors who enter the FRC East facility to perform electrical work described herein shall comply with FRCEAST 10380.1.

3.10.2.7 The contractor shall abide by all COE EM 385-1-1 regulations while performing work inside and/or outside FRC East buildings.

3.10.2.8 The Contractor shall not scale drawing PE-21893 for installation purposes. In the event of omission of necessary dimensions, the Contractor shall notify the Contracting Officer.

3.10.2.9 The Contractor shall secure and pay for all permits, fees, and licenses required for proper execution of installation work described herein.

3.10.2.10 The Contractor shall comply with all provisions of all applicable laws and order of public officials with jurisdiction for safety of persons and property.

3.10.2.11 The Contactor shall verify with the manufacturer/supplier the size, location and characteristics of all work and equipment that is to be furnished by the Government or other contractors prior to installation work pertaining to the same has begun.

3.10.2.12 No equipment loads shall be added to a building roof without prior approval from the Contracting Officer.

3.10.2.13 The contractor shall not transport loads across any mezzanine or building roof without prior approval of a contractor supplied rigging plan.

3.10.2.14 The contractor shall not use Government equipment to accomplish work described herein.

3.10.2.15 Contractors shall not operate Navy owned category 1 and 2 cranes.

3.10.2.16 The contractor shall provide all materials, qualified personnel, transportation, and rigging support for the shipping, installation, set-up, alignment and testing of the equipment and all associated tooling and components unless otherwise stated in this specification.

3.10.2.17 Off-loading of the equipment from the delivery vehicle, and placement of the equipment on foundation for the installation and startup, shall be the responsibility of the contractor. See drawing PE-21893 for installation path, clearances, and annotated equipment.

3.10.2.18 The equipment shall not inhibit the travel of any material handling bridge crane system or jib crane over the entire footprint of the crane travel.

3.10.2.19 The contractor shall be responsible for and be required to pay incurred expenses resulting from damages to work or materials in place on the premises, or included in this contract, during the execution of this contract.

3.10.3 Facility Electrical.

3.10.3.1 The Government will provide electrical source(s) at location(s) shown on drawing PE-21893.

3.10.3.2 The Contractor shall use the electrical source(s) shown on drawing PE-21893 for installation of new equipment.

3.10.3.3 Electrical connections made to the facility electrical system shall be completed by a contractor holding a current electrical contractor’s license issued by the North Carolina Board of Examiners of Electrical Contractors in accordance with the provisions and requirements of Chapter 87, Article 4 of The General Statutes of North Carolina. Contractor shall provide proof of current electrical contractor’s license within thirty (30) days after contract award.

3.10.3.4 Electrical connections shall conform to NFPA 70 and be performed in accordance with NFPA 70E and UFC 1-200-01.

3.10.3.5 Electrical connections shall not inhibit the travel of any material handling bridge crane system or jib crane over the entire footprint of the crane travel.

3.10.3.6 The contractor shall be fully responsible for providing the correct size and type power source enclosure with the appropriate circuit breaker for over-current protection of machine and ancillary equipment.

3.10.3.7 The circuit breaker shall match kAIC rating of source.

3.10.3.8 The contractor shall be responsible for the complete electrical installation including electrical service from power source to machine and any ancillary equipment requiring electrical connection.

3.10.3.9 Connection boxes, outlet boxes, junction boxes, and similar devices and fixtures exposed to the weather, condensation, or excessive dampness shall comply with NEMA ICS 6.

3.10.3.10 Enclosures in interior locations exposed to dripping liquids or falling objects shall meet NEMA 250 Type 2 as a minimum.

3.10.3.11 Enclosures in interior locations exposed to water spray, mist or splashing water shall meet NEMA 250 Type 4X as a minimum.

3.10.3.12 Watertight distribution panel cabinets shall be cast or welded construction with external mounting lugs and externally operable switches.

3.10.3.13 Any penetration into an enclosure shall not affect the degree of protection of the enclosure.

3.10.3.14 Ferrous components of equipment subject to corrosion shall be galvanized or similarly treated before painting. Painting is an acceptable corrosion resistant treatment for switchboard panels, distribution cabinets, and similar enclosures.

3.10.3.15 The contractor shall provide three (3) inches × five (5) inches (W × L) engraved identification placard for new power source enclosure, fusible safety disconnect switch, and motor controller with the following information: equipment name, volt, amp, hertz, and power source feed.

3.10.3.16 The placard shall be black lettering on a white background and attached to the center of the motor controller, main disconnect and all disconnect covers.

3.10.3.17 The placard shall provide all power feed information if the motor controller has multiple power sources (120VAC, 208VAC, and 480VAC etc.).

3.10.3.18 The contractor shall provide an ampere-rating label for new busway plug-in unit.

3.10.3.19 The ampere-rating label shall be 7/8 inch by 2-1/4 inch (W × H) size, black letter with yellow background color, vinyl film or similar material type as other existing enclosure labels.

3.10.4 Facility Compressed Air. (Note: SCFM is CFM at standard conditions. The standard conditions of air are defined as 60 degrees Fahrenheit, 14.7 PSIA and relative humidity of zero. The existing compressed air pressure available is normally 83-93 psi, but does fluctuate.)

3.10.4.1 The contractor shall use the existing compressed air pipe size and location shown on drawing PE-21893 for installation of new equipment.

3.10.4.2 The piping installation shall meet or exceed the current Department of Defense construction criteria as defined in UFC 1-200-01.

3.10.4.3 The contractor shall be responsible for design, procurement, and installation of all new, Government reviewed and Government accepted, compressed air piping additions and modifications.

3.10.4.4 All new piping shall be installed parallel and perpendicular to the building structure.

3.10.4.5 New piping installation shall not block or restrict any existing or new equipment operation or maintenance access.
