Q&A for CT1950-09

August 4, 2009

Q1) Website must contain exploded parts views of all machines in CTBG list of equipment. Many of the manufacturers cannot provide for their machines.

Is the partial list of equipment suppliers with exploded views acceptable as [an offer]?

A 1) Vendors need to submit what ever information available to them or within their professional ability. Since the solicitation stated that the award will be a multiple one, then, partial information will be accepted as an offer.

Q 2) [If a vendor is] only authorized to sell certain manufacturers. Is a partial spread sheet of manufacturers acceptable as [an offer]?

A 2) Vendors need to submit what ever information available to them or within their professional ability. Since the solicitation stated that the award will be a multiple one, then, partial information will be accepted as an offer.

Q 3) Obviously, [one] high mortality list will be different than [another], how will they be compared?

A 3) when we evaluate offers, we do not compare one vendor's offer to another. We will compare each offer to our own needs. In other words, we will follow each parts list, line item at a time, to compare with our own high mortality parts list.

Q 4) The maximum increase in prices is 10% total over the life of the five year [contract].

The average annual price increase from [certain] manufacturers is somewhere between 5% to 12%. Is the length of the contract of 5 years fixed or can be bid a smaller number of years? Should we price the parts assuming to cover our potential losses in the latter years of the contract?

A 4) Yes, since the FAR limits any government contract to a 10% economic price adjustment for the life of the contract and the contract will be a fixed priced one, vendors are expected to price the parts assuming to cover their potential losses in the latter years of the contract. CTBG prefers each offer to be for the duration of 5 years.

Q 5) To protect both [parties] with the proper pricing both upwards and downward, computerized price discs from the vendors is critical to accuracy of pricing instead of those equipment suppliers with completely manual pricing and availability. Is partial list of manufacturer Excel parts pricing acceptable?

A 5) As long as an offer's pricing list mirrors the parts list then, the offer will be acceptable. However, vendors cannot submit an offer with all the parts they can potentially provide without any pricing for CTBG to evaluate. Each part (and each line item that exist in the solicitation) must have prices for all 5 years.
