SECTION D: EVALUATION CRITERIA

D.1 Best Value (Trade-Off) This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented by the Commerce Acquisition Regulation (CAR) Supplement and Commerce Acquisition Manual (CAM). The Government will issue a purchase order to the qualified businesses concerns, whose offer is determined to be the best overall offer, based upon an integrated evaluation/assessment of Technical Approach/Capability, Experience, Past Performance, and Cost/Price. An award may be offered to the offeror(s) deemed responsible in accordance with the FAR, as supplemented, whose quotation conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the solicitation) and is judged based on the evaluation factors to represent the best value to the Government. The Government seeks to offer a purchase order to the quoter(s) who provide the National Institute of Standards and Technology the greatest confidence that it will best meet, or exceed, the requirements. The Government will base the source selection decision on an integrated evaluation/assessment of quotations against all source selection criteria in the solicitation (described below). While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process. To be considered for award, quotes must be responsive. A responsive quote is one that fully complies with the terms of the solicitation, as revised by any amendments thereto.

D.2 Evaluation Factors The evaluation factors listed below will be used to evaluate each quotation. An award offer may be made to the offeror proposing the combination which is most advantageous to the Government based upon an integrated assessment of the evaluation factors described below. Non-price factors are of equal importance. When combined, the non-price factors are significantly more important than price.

Factor 1 – Technical Approach/Capability Factor 2 – Schedule/Delivery Factor 2 - Experience Factor 3 - Past Performance Factor 4 - Price

Factor 1, Technical Approach/Capability: The technical approach is defined as the vendor’s proposed solution(s) to successfully fulfill all RFQ requirements. The technical approach must demonstrate the ability to perform the service requirements and provide the necessary items identified in the Statement of Work. The documentation shall clearly describe, in sufficient detail, the vendors ability to meet all performance requirements. Merely repeating the requirements without demonstrating the ability to meet them will result in the Government determining the technical offer is not technically acceptable and the offer will not be given further consideration for award. The submission may include a narrative, charts, graphs, tables, drawings, products/service literature, and other forms of documentation as determined by the offeror. The technical approach/capability shall include:

1. An operational approach on how the offeror will meet the performance requirements.

2. Quality Control Plan that specifies how the offeror proposes to ensure that quality requirements of the Gaseous Helium and the Statement of Work, issue resolution, schedule management, resource management, risk mitigation, and budget management.

3. A resume for key personnel and subject matter experts (SMEs) which clearly identifies the individual’s experience, skills, qualifications, and competencies related to the duties and responsibilities of the performance requirements.

4. Organization chart which clearly identifies the roles and responsibilities of each quoted position.

5. A certificate of analysis for each delivery.

6. Capability to procure the estimated amount of Gaseous Helium required by NIST.

7. Capability to deliver Gaseous Helium to NIST.

Basis of Evaluation: Evaluation of this factor is a subjective evaluation of the vendor’s demonstrated resource, capabilities, and methods to meet all requirements. The vendor’s submittals will be evaluated in terms of demonstrated understanding of the requirements and demonstrated capability to meet or exceeds the requirements. The vendor’s submittals will be evaluated in terms of demonstrated understanding of the requirements and demonstrated capability to meet or exceeds the requirements, including the authority to provide the required items, to provide delivery and filling services.

Factor 2, Schedule/Delivery: The offer shall include documentation that clearly and unambiguously confirms the vendor’s ability to deliver the required amount of gaseous Helium, on-demand and as scheduled, and fill the tanks to the required percentage for the base year and each option year. The schedule and delivery documents must clearly identify the vendors:

1. Understanding of the location of the site, requirements to obtain access to each campus, and a list of qualified delivery drivers anticipated to make deliveries if awarded a contract.

2. Deliver the required amount of gaseous Helium to NIST within three (3) business days of being notified of the supply need.

Basis of Evaluation: This factor will be evaluated to determine whether the vendor understands the delivery/performance schedule requirements and whether the vendor can meet the required delivery/performance schedule per the Statement of Work.

Factor 3, Experience The contractor shall submit a maximum of three (3) projects, completed within the last three (3) years, that best demonstrate the company’s experience performing relevant projects in terms of size, scope, complexity, and duration. Each project shall be submitted using the “Relevant Experience Project Data Sheet” located on the SAM,GOV website under this solicitation. For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this solicitation. The attachment titled “Relevant Experience Project Data Sheet is mandatory and shall be used to submit project information. Individual blocks on this form may be expanded.

Basis of Evaluation: Evaluation of the contractor’s submittals will be a subjective means of assessing the contractor’s experience with similar projects in terms of size, scope, complexity, and duration. The assessment of the contractor’s submittals will be used to subjectively evaluate the contractor’s demonstrated breadth and depth of experience in performing similar/relevant projects as defined in the solicitation requirements. The assessment of the contractor’s relevant experience will be used as a means of evaluating the capability of the contractor to successfully meet the requirements of the RFQ. The Government will only review three (3) relevant experience projects. No more than three projects will be considered. Projects demonstrating greater relevancy to the requirement of this RFQ may be considered more favorable.

Factor 4, Past Performance The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three (3) years. In assessing the offeror's past performance information, NIST will evaluate, (a) successful performance of contract requirements, quality, and timeliness of delivery of goods and services, (b) communications between contracting parties, (c) proactive management and customer satisfaction. Evaluation of this factor will be based on information contained in the technical portion of the proposal and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror’s past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information.

Past performance is defined as how well a vendor has performed on meeting recent and relevant requirements in terms of scope, size, complexity, and duration.

Vendors shall submit the provided Past Performance Questionnaire (PPQ) or Contract Performance Assessment Reporting System (CPARS) Evaluation Report for each relevant project submitted for Factor 3, Experience. If a completed CPARS Evaluation Report is available for each project, it shall be submitted with the quotation. If there is not a completed CPARS Evaluation Report for the project, then the vendor shall submit a completed PPQ for each project included in Factor 3, Experience. The vendor should provide completed PPQs with their response. If a vendor is not able to obtain a completed PPQ from a client for a project(s) before the RFQ closing date, the vendor should complete and submit with their quotation the first page of the PPQ, which will provide contract and client information for respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain PPQ information. Ensure that all PPQs include points of contact information which includes name, position, telephone number(s), and email address for the assessing individuals/clients.

Vendors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 3, Experience. Vendors may also address any adverse past performance issues. Explanation shall not exceed four (4) single-sided pages (or two (2) double-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the vendor’s clients/references, or references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

Basis of Evaluation: Past performance will be reviewed by the Government and assessed based on project relevancy and client ratings. Recent means completed within the last three (3) years and relevancy means the project was similar in size, scope, complexity, and duration. Offerors lacking relevant past performance history will receive a “Neutral” past performance rating.

Factor 5, Price The vendor shall complete and submit one price quotation. The price quotation must not include technical information. The technical portion of the quotation and the price portion of the quotation are evaluated separately and independently. The price quotation shall include the following information:

1. Firm fixed price (FFP) price offer for each line item, including the option year line items.

Basis of Evaluation: Price will be evaluated for consistency with the technical offer, current marketplace price average, and Independent Government Cost Estimate. A price offer that is found to be either unreasonably high or low in relation to the performance requirements, may be indicative of an inherent lack of understanding of the RFQ requirements and may result in the overall quotation being considered unacceptable. A price realism analysis will not be conducted. The price offer will be evaluated for reasonableness. The option line items will be evaluated for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
