Fire Alarm System Conversion Statement of Work

Overton Brooks VA Medical Center Shreveport, LA

10/01/2023

1. BACKGROUND

1.1. The fire detection and suppression system at Overton Brooks VA Medical Center

(OBVAMC) is comprised of: sprinklers (fire suppression), smoke detectors (fire detection), fire/smoke dampers, pull stations, tamper switches, water flow switches, duct detectors, heat detectors, fire door release, fire rolling/sliding doors, fire pump, main fire alarm panel, remote fire alarm panels, annunciator panels, dialers, speakers, strobes, horn strobes, wiring, kitchen hood suppression systems (Ansul), FM 200 and other related equipment.

2. GENERAL REQUIREMENTS

2.1. The contractor shall provide all labor, supervision, equipment, material, and resources necessary to convert the current system to a fully functional, error-free, addressable fire alarm and suppression system within OBVAMC. All components must function completely as a whole system.

2.2. Existing non-proprietary hardware, such as speakers, strobes and door holders, shall be reused and integrated into new equipment.

2.3. The contractor shall deliver the requirements as specified in this statement of work.

The contractor for this conversion shall provide all necessary investigation, verification of as-built conditions, development of specifications, development of cost estimates, and contract administration for the execution of the conversion referenced above.

The vendor shall review all product submittal for compliance, offer recommendations to the VA concerning all submittal, conduct site visits, review requests for information (RFI), maintain and produce accurate post conversion documents for submission to the VA.

2.4. This conversion shall include all site development services and conversion services necessary to complete the improvement tasks described herein.

2.5. The contractor shall complete all work associated with the conversion developed under this contract.

2.6. All completed work shall be in strict adherence to the latest version, at a minimum, of the following: National Fire Protection Agency (NFPA) 13, NFPA 14, NFPA 20, NFPA 70, NFPA 72, NFPA 90A, NFPA 99, NFPA 101, Factory Mutual Research Corp (FM), American National Standards Institute (ANSI) S3.41 American Society of Mechanical Engineers (ASME), United Laboratories (UL), International Building Code (IBC), The Joint Commission (TJC), VA design guides and directives (VA Fire Protection Design Manual), and all applicable building codes.

2.7. Work shall occur at Overton Brooks VA Medical Center, 510 E. Stoner Ave, Shreveport, LA 71101.

3. BUILD SCOPE

3.1. The contractor shall provide all materials, tools, equipment, transportation, supervision, and labor required to provide the service described in this statement of work, specifications, drawings and attachments.

3.2. The conversion shall be in accordance with and capture the following requirements:

3.2.1.1. The system shall incorporate proper phasing of work where required within the project period of performance.

3.2.1.2. conversion shall include all removal of motherboards and new work in sufficient detail to provide for a thorough review by the

VA.

3.2.2. The conversion shall include, but not limited to, removal of motherboards, electrical, controls, testing and inspection of new system and associated components.

3.2.3. New system manuals shall include equipment cutsheets and performance data.

3.2.4. conversion shall include all site investigation, site survey, measurements, calculations and testing for documents to construct the subject project.

3.2.5. Materials and equipment brought to the site shall be verified to have available space to maneuver the inside dimensions of corridors, elevators and stairwells. Maximum dimensions of sections or pieces of materials may be necessary as part of the conversion.

3.3. The contractor shall include in their total bid price the scope of work for all items listed.

3.4. The contractor shall include in their bid all phasing required in order to execute this work.

3.5. The contractor shall include in their total bid all services necessary to complete utility assessments required in order to achieve the goals and design intent associated with this contract as well as the execution of the developed design.

3.6. Conversion shall be in accordance with the VA Master Specifications

3.7. 28 31 00 Fire Detection and Alarm

3.8. The contractor shall replace any items and/or equipment damaged by the contractor, sub-contractor, his/her employees or equipment.

3.9. All work shall be coordinated with the Contracting Officer Representative (COR) prior to, during, and after completion of this job.

3.10. Work Restrictions, Considerations, and Conditions

3.10.1. Scheduling for the work to begin shall be determined by VA personnel and relayed to the contractor prior to start date.

3.10.2. The contractor shall be responsible for all removal of motherboards in order to complete the work described. Coordinate all activities with VA Contracting Officer

(CO) & COR.

3.10.3. Any materials, equipment, tools, etc. shipped or delivered to the VA site on behalf of the contactor must be scheduled with COR in advance.

3.10.4. The contractor shall not interrupt any utility service or fire alarm service during the process of this job without notification to VA personnel prior to work. All service interruptions must be scheduled and approved by the appropriate VA office a minimum of fourteen (14) calendar days prior.

3.10.5. The contractor shall verify there is always at least one functioning fire alarm system throughout the duration of the project. Fire watches shall be required whenever there are disabled devices in areas. All areas requiring fire watch must be coordinated with VA Safety Office a minimum of two (2) days prior.

3.10.5.1. A functioning system means that all alarm and fire suppressions devices remain functional, on the new or old system at all times, with outside reporting to the remote operations center and the provision of notification to designated VA officials in the case of a fire or smoke event warranting system activation.

3.10.6. The contractor shall plan execution of work with the assumption that no more than two (2) VA employees will be available as escorts for technicians and contractor staff.

3.11. The contractor shall be responsible for all maintenance and repair activities on all new components of the fire alarm and suppression system until turned over to the VA.

3.11.1. VA Master Specification 28 31 00 notes Non-included Work: Repair service shall not include the performance of any work due to improper use, accidents, or negligence for which the contractor is not responsible. Repair work services shall be included in this project.

3.12. The contractor shall design and execute a solution that ensures that the facility is properly protected and monitored against fire and smoke related incidents throughout the duration of the project.

3.13. System Requirements and Expected Outcomes

3.13.1. The fire alarm system shall have the capability to communicate with a remote monitoring company.

3.13.1.1. Current: Interface Monitoring Remote Operations Center (ROC)

3.13.1.2. All alarms, troubles, supervisory and other alerts shall be reported to the remote monitoring company within the required times per TJC and NFPA code.

3.13.1.3. Identified VA Engineering and VA Safety staff shall receive notice of all notifications received by the remote monitoring company via email.

3.13.2. The contractor shall ensure that all alarms accurately report to each master panel and workstation located in the following areas: Master Panel in Central 1W- 58, Workstation in Boiler Plant Operations, workstation in Safety Fire Command Center (BW1-K).

3.13.2.1. All panels need to report the same accurate information with the same graphics at the same time.

3.13.2.2. All workstations need to report the same accurate information with the same graphics at the same time.

3.13.2.3. The contractor shall program all alarms, troubles and supervisory within each building to report to that building’s master panel: Bldg., 1, 2, 3, 4, 6, 12, 14, 16, 33, 42, 55 and 57.

3.13.3. The contractor shall verify all programming associated with the initiating devices (smoke detectors, heat detectors, pull stations, water flow switches, and miscellaneous alarm devices) report and alarm in the following sequence:

3.13.3.1. Flash strobes continuously in sync until successful reset

3.13.3.1.1. In the building of incident only

3.13.3.1.2. On the floor of incident

3.13.3.1.3. One floor above (if present)

3.13.3.1.4. One floor below (if present)

3.13.3.2. Sound audible message three times throughout the entire building of incident. Upon receipt of an alarm signal from the building fire alarm system, the voice communication system shall automatically transmit a 3 second tone alert and a pre-recorded fire alarm message.

3.13.3.3. Sound audible message continuously until silenced at the Fire Alarm Control Panel (FACP) in Boiler Plant and/or Safety office.

3.13.3.3.1. On the floor of incident

3.13.3.3.2. One floor above (if present)

3.13.3.3.3. One floor below (if present)

3.13.3.4. Reprogram any devices that do not alarm properly until devices function as described above.

3.13.4. The elevator recall function shall be programmed to have three different outputs as stated in NFPA 72.

3.13.4.1. Primary designated level associated output

3.13.4.2. Alternate level associated output

3.13.4.3. Elevator machine room, or elevator control room associated output

3.13.5. Connections between the fire alarm systems and the HVAC system for the purpose of monitoring and control shall operate and be monitored in accordance with all applicable NFPA standards.

3.13.6. The contractor shall ensure that all associated software and firmware are protected from unauthorized changes. All software and firmware versions shall be documented at the initial test of acceptance.

3.13.7. The system programming shall be programmed by any NICET certified fire alarm system technician authorized by Honeywell.

3.13.8. The fire alarm program shall include disable/enable functions at the Master Panels in 1W-58, Boiler plant workstation and Safety Office BW1-K workstation, for the doors, elevator recall devices, audible and visual devices. The disable/enable functions shall be separate for each building. For example, in Inpatient, the system shall have the ability to quickly disable only the speakers (audibles) in Inpatient without impacting the other buildings.

3.13.8.1. Inpatient Mental Health (9E) shall be included in the D&E commands and will also have its own disable/enable functions for only the devices on 9E floor of D&E due to delayed egress door configurations.

3.13.9. The contractor shall ensure that all systems tied into the fire alarm system can be properly tested to meet all applicable codes and requirements.

3.13.9.1. The contractor shall ensure that the isolation dampers that are tied into the electrical shunt trip for the FM 200 system can be properly tested.

3.13.10. All new components, and the fire alarm system as a whole, should function as a non-proprietary, programmable system.

3.13.10.1. Note: Not all components are expected to be replaced under this contract. Primary components to be replaced include fire alarm control panels and system controllers. The contractor shall ensure that the system installed is compatible with alarming/signaling components and includes non-proprietary programming.

3.14. Excluded Actions

3.14.1. No spare/replacement parts shall be provided as part of this contract.

3.15. The contractor shall be financially responsible for erroneous alarms and their subsequent fire department callouts until the system has been turned over to the VA.

3.16. The contractor shall provide training and training documentation on all new components and Sequence of Operations of the fire alarm and suppression system.

3.16.1. The manufacturer's authorized representative shall provide instruction and training to the VA as follows:

3.16.1.1. 4, 1-hour sessions to engineering staff, security police and central attendant personnel for simple operation of the system. Two sessions at the completion of installation and two sessions three months after the completion of installation.

3.16.1.2. Four 2-hour sessions to engineering and safety staff for detailed operation of the system. Two sessions at the completion of installation and two sessions 3 months after the completion of installation.

3.16.1.3. The contractor shall provide a hard and soft copy of the Sequence of Operations including a troubleshooting guide of the entire system for submittal to the VA.

3.17. The contractor shall not interfere with VA contracted maintenance, repair, or testing personnel for the existing system. COR will coordinate with both parties in the case of scheduling conflicts.

3.18. The contractor shall confirm a fully functional, error-free system through 100% final testing before turning over to the VA.

3.19. The contractor shall provide Record of Completion in accordance to NFPA 72 section 7.5.6.

3.20. The contractor shall be responsible for the complete removal of existing fire alarm system components not replaced under this contract. Removal of said system shall include all repairs needed to adjacent spaces as a result of the removal to included but not limited to:

3.20.1. Wall repair

3.20.2. Ceiling repair

3.20.3. Refinishing of walls

3.20.4. Painting

3.20.5. Clean up

3.21. Material storage space may be provided by the VA or made available on site. The contractor will be responsible for providing temporary storage containers or sheds for materials in areas designated by VA should they wish to store the materials on site.

3.22. Safety, Infection Control & Code Requirements: Contractor to work in accordance with the Infection Control Risk Assessment provided and in accordance with the General Requirements and Safety Requirements specifications provided. The contractor shall provide appropriate safety signage, subject to VA approval, for the duration of the project.

3.23. Warranty: All work performed, and all material and equipment furnished under this contract shall be free from defects and shall remain so for a period of one (1) year from the date of acceptance of the entire installation by the CO.

4. PERIOD OF PERFORMANCE

4.1. Performance period for this contract shall be 180 calendar days from Notice-To-

Proceed date per the following breakdown noted. Work shall begin no more than ten

(10) calendar days after notice of award. Work at the Government site is permissible on Federal holidays or weekends, but subject to approval by COR and/or the CO.

4.1.1. Notice to Proceed -D Day

4.1.2. conversion and Commissioning -D+170

4.1.3. Completion -D+180

4.2. The contractor may schedule work during the following time periods: 7:30 am to 4:00 pm, Monday – Friday. For any work involving a utility shut down, it must be scheduled outside the normal, designated work hours and must be scheduled no fewer than fourteen (14) days in advance. To reduce interference and inconvenience to facility occupants, work may be scheduled outside of normal business hours as long as it is schedule with the COR and/or CO in advance (minimum 48-hour notice). This includes all recognized federal holidays. Recognized Federal Holidays: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, Christmas.

4.3. Plan and accomplish all work so that there is a minimum to no interference and inconvenience to occupants and/or operators of the facility. After-hours work will be necessary in certain areas of the medical center.

4.4. Type of Contract: This contract shall be a firm-fixed price.

5. CONTRACT AWARD MEETING

5.1. The Contractor shall commence work only when the CO has conducted a “kick-off” meeting and a Notice to Proceed has been issued.

6. TRAVEL

6.1. The contractor is responsible for providing transportation/travel for all materials, supplies, personnel and all items needed for the duration of this contract unless stated otherwise elsewhere.

7. GOVERNMENT RESPONSIBILITIES

7.1. VA personnel will provide access to the facility as necessary.

8. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS

8.1. All qualified, experienced, and licensed personnel for the service will be provided by the contractor.

9. PROTECTION OF PERSON AND PROPERTY

9.1. The contractor expressly undertakes, both directly and through its subcontractors, to take every precaution at all times for the protection of persons and property, including medical center employees and property and its own.

9.2. The contractor shall be responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the work.

9.3. The contractor shall continuously maintain adequate protection of all work from damage and shall protect the medical center property from injury of loss arising in connection with this contract. The contractor shall make good any such damage, injury or loss, except as may be by agents or employees of the medical center.

9.4. In an emergency affecting the safety or life of individuals, or of the work, or of adjoining property, the contractor, without special instruction or authorization from the medical center, is hereby permitted to act, at the contractor's discretion, to prevent such threatened loss or injury. Also, should the contractor, in order to prevent threatened loss or injury, be instructed or authorized to act by the medical center, he shall so act, without appeal. Any additional compensation or extension of time claimed by the contractor on account of any emergency work shall be determined by mutual agreement.

10. COMPLIANCE WITH APPLICABLE LAWS/REGULATIONS

10.1. The contractor shall ensure that services provided to the Government under this agreement comply with all applicable laws, statutes, regulations, and guidelines that govern the operation of systems by the Government. The contractor shall also ensure that all services provided to the Government under this agreement comply with all Government mandated procedures, standards, and requirements.

11. CONFIDENTIALITY AND NONDISCLOSURE

11.1. It is agreed that

11.1.1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this project, are the exclusive property of the US Government and shall be submitted to the CO at the conclusion of the project.

11.1.2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this project. No information shall be released by the contractor. Any request for information relating to this project, presented to the contractor, shall be submitted to the CO for response.

11.1.3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
