AMENDMENT 0001
a. The purpose of this amendment is to answer industry questions. In addition, the PWS has been revised at PWS
1.23.6.
Question #1. Exhibit D the price list to submit it shows for different types of glass and after-hours service calls.
What about normal routine service calls and labor? How are those charges taken into account?
Supplier feedback: Every job/work order gets a service call charge which is a flat fee and then also whatever labor is appropriate to install whatever materials the job needs. The labor varies by the size, location and amount of time required.
Government Response #1. CLIN 0001 is for routine service calls and labor as defined in PWS 5.1.1. CLIN 0002 is for After Hours (Emergency) Service Call Work as defined in 5.1.2.
Question #2. Page 20 (4.4.12) Balance or vent arm combined with glass replacement match existing - not including Force Protection Windows. Need some clarification on what this is.
Supplier feedback: Sash Balances basically are what holds the window open to the position you want on single hung and double hung opening windows. Vent Arm would be the same concept on a casement or awning window. These normally do not require replacing the glass at the same time. The price for these varies by size and type and there are about 5 different types.
Government Response #2: This requirement is only with glass replacement as identified in Sub-CLIN 0001AP and PWS 4.4.12.
Question #3. Page 9 (1.12.1) Permits - Only thing we should need any permit for is when installing replacement windows. We would need info on where to pull a permit on Fort Hood.
Supplier feedback: Permit is normally pulled from the city where work is located. License is also on a city by city basis, no state license required for what we do.
Government Response #3: Currently Fort Hood does not require permits for window replacement. Currently the State of Texas does not require licenses for glazing.
Question #4. Page 12 (1.23.6) Lead Tech & Alternate - Furnish documentation in the form of a brief company history. 3 years experience required. What would they like included in history?
Government Response #4: To see what the offeror shall submit, refer to ADDENDUM TO 52.212-1, Volume II –Technical Factor, Subfactor 1 - Staffing Plan.
PWS 1.23.6 has been revised to remove the last sentence, FROM: The Contractor shall provide the name and telephone number of a Lead Technician and alternate who shall be performing the work under this contract to the KO prior to performance start date. The Lead Technician and alternate shall have been regularly engaged in providing glass and glazing services for a minimum of three
(3) years. The Contractor shall furnish documentation to provide evidence of the required experience with their offer submittal. Failure to provide the documentation of experience shall be considered non-responsive. The Contractor shall furnish documentation in the form of a brief company history.
To: The Contractor shall provide the name and telephone number of a Lead Technician and alternate who shall be performing the work under this contract to the KO prior to performance start date. The Lead Technician and alternate shall have been regularly engaged in providing glass and glazing services for a minimum of three (3) years. The Contractor shall furnish documentation to provide evidence of the required experience with their offer submittal. Failure to provide the documentation of experience shall be considered non-responsive.
Question #5. I am interested in bidding on the glazing portions of your projects at Fort Hood. I am however needing more information on plans and specifications. Let me know if you're needing anything on my end.
Government Response #5: This requirement is not for portions of glazing work. This requirement as stated in PWS 1.1 states: The Contractor shall provide personnel, management, any other items and services necessary to perform Glazing Services as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards and specifications in this contract.
This requirement is not project based such as new construction and building remodels by the Corps of Engineers.
Question #6: I am interested in putting pricing together for the upcoming project at Fort Hood. We specialize in storefronts, residential windows, as well as mirrors and other fixtures. If at all possible I would like to take a look at the plans/specs. I did not see any posted on construct connect.
Government Response #6: This requirement as stated in PWS 1.1 states: The Contractor shall provide personnel, management, any other items and services necessary to perform Glazing Services as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards and specifications in this contract.
b. All other terms and conditions remain unchanged.
AMENDMENT 0002
c. The purpose of this amendment is to answer an industry question.
Question #7. I am interested in putting pricing together for glazing at Fort Hood. I did not see any plans or specifications posted in construct connect. If at all possible I would love to take a look at the plans.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 – Technical
Subfactor 1 - Staffing Plan Subfactor 2 - Quality Control Plan
Factor 2 – Past Performance Factor 3 – Price
Refer to the Addendum to FAR 52.212-2 for additional information.
Technical and past performance, when combined, are equally important. In accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, are approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Addendum to 52.212-2, Evaluation—Commercial Products and Commercial Services.
A. Basis for Award. This is a best value source selection conducted in accordance with Federal Acquisition
Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services using FAR Part 13, Simplified Acquisition Procedures, and supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single quoter who is deemed responsible in accordance with the FAR, whose quote conforms to the solicitation requirements, and whose quote, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer.
The Government anticipates adequate price competition for this solicitation and will evaluate quotes in accordance with FAR 13.106-2 and FAR 15.404-1 Proposal Analysis Techniques, and instructions indicated in FAR Clause 52.212-1 (Instructions to Offerors – Commercial Products and Commercial Services) and the addendum to FAR 52.212-1. Trade-offs between price and non- price factors are not permitted. Unbalanced, unreasonably high, inaccurate, or incomplete proposal prices may be grounds for eliminating a quote from the competition either on the basis that the offeror does not understand the requirement or that the offeror has made an unreasonable quote. Quotes that fail to meet the requirements set forth in FAR Clause 52.212-1 and the addendum to FAR 52.212-1 will be rated as unacceptable.
B. Award for All the work. The Government intends to award a single contract as a result of this solicitation.
Offers received for less than the stated number of items listed in Section B of the Schedule, Performance Work Statement (PWS), Technical Exhibits and Attachments will be considered ineligible for award.
C. Evaluation Criteria.
Factor 1 - Technical
Subfactor 1 - Staffing Plan Subfactor 2 - Quality Control Plan
Factor 2 – Past Performance Factor 3 – Price
Factor 1 – Technical.
Subfactor 1 - Staffing Plan. The Government will evaluate:
(1) A staffing plan that describes the proposed skill mix of labor categories proposed to successfully achieve the magnitude of work required, that includes quantitative and qualitative data for the proposed staff, and includes a written narrative that clearly demonstrates a plan to retain, recruit, and replenish qualified personnel.
(2) Resumes, and commitment letters for each position.
(3) The names provided for the individuals designated as Lead Technician and alternate Lead Technician.
(4) Whether the Lead Technician and alternate Lead Technician have been regularly engaged in providing glass and glazing services for a minimum of three years.
Subfactor 2 - Quality Control Plan. The Government will evaluate:
(1) Whether the written narrative describes the offeror’s methods to be used for identifying and preventing defects of quality control to identify and prevent re-occurrences of defective services.
(2) Whether the offeror clearly details how the QCP shall be successful in minimizing contract deficiencies.
(3) Failure to provide a written QCP shall result in this subfactor being unacceptable
Table - Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
Factor 2 – Past Performance. The Government will assess the past performance information to determine if it is recent and relevant. To be recent, an effort must have been performed during the past three years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated and will not affect the overall factor rating. An assessment of the recent past performance information will be conducted to determine its relevancy. To be relevant, an effort must be similar in nature of work, size, complexity, and magnitude to the solicited effort. In conducting the past performance assessment, the Government reserves the right to use both data provided in the offeror’s proposal and data obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS) or similar systems, Federal Awardee Performance and Integrity Information System (FAPIIS), Defense Contract Management Agency (DCMA), and commercial sources.
Note: Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance, in accordance with FAR 15.305(a)(2)(iv). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Table - Past Performance Evaluation Ratings Rating Description
Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is unknown. (See note above)
Unacceptable Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
Factor 3 – Price. Price will not be scored or rated. The Government will evaluate price using one or more of the analysis techniques in FAR 13.106-2 and FAR 15.404-1. Through these techniques the Government will determine whether prices are reasonable, complete and balanced.
As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by dividing the total contract amount by the number of months to determine a monthly price. The monthly price will then be multiplied by six (6) to determine the six (6) month price. Quoters are not required to include in their quote a price for the six-month option to extend services.
